Dear Mr. Cooper and Members of the Selection Committee:
The City of Orlando has made great strides in expanding and enhancing its bicycle infrastructure since the last Bicycle
Plan Update in 2008. New trails, bike lanes, education, and a bike share program have all contributed to the League of
American Bicyclists designating Orlando a Bronze-Level Bicycle Friendly Community. Toole Design Group, LLC (TDG)
is the team to help the City of Orlando get to the next level. We are excited to submit a response to the Request for
Qualification Statements (RQS) for the City of Orlando Bicycle Plan Update. Founded in 2003, TDG is the nation’s leading
planning, engineering, and landscape architecture firm specializing in multimodal transportation. Members of our
project team have worked on bicycle plans and separated bicycle facilities across the country, and have knowledge of the
local opportunities and challenges within the City of Orlando.
Ken Ray, PLA will serve as the Project Manager and the City of Orlando’s main point of contact. Ken is an Urban Designer
and Landscape Architect, and has over 15 years of experience working on and managing active transportation. Ken lived
and worked in Orlando for 10 years and has been waiting to work on this bike plan project since his first days riding in the
City. He credits the City of Orlando for his career path into bike advocacy, planning, and design. Ken was involved in a crash
at the intersection of Livingston and Ferncreek while commuting by bicycle to work. Though he was not severely injured,
that incident led him to dedicate his life to giving people of all ages and abilities safer, more comfortable places to ride a
bike. Ken will bring that passion and desire to make Orlando a wonderful place to ride a bike. He will work with the local
community to develop a context-appropriate bicycle network that will allow travelers to reach their destinations.
Ian Lockwood, P.E. will serve as the project’s Complete Streets Lead and will assist with public engagement and the
development of design concepts. Ian lives in Maitland and has commuted to downtown Orlando by bike for decades.
He frequently rides recreationally on the streets of Orlando and in the Central Florida region. Ian’s career in innovative
transportation spans over 30 years and has always been devoted to advancing inclusive, healthy, multimodal public
spaces. He is known nationally as a pioneer in Complete Streets and walkability, and has developed a reputation for
effective collaborative processes and stakeholder engagement. Beth Isler, P.E. will lead the economic impact assessment
for this effort. Beth is a Senior Planner and Engineer with 15 years of experience working with communities to understand
their mobility needs and identify a path to implementation. She has worked on economic benefit analyses for bicycling
and walking in other parts of the country.
TDG will serve as the prime consultant. Joining our team are three local firms: S&ME, Inc., Laura Turner Planning
Services, and Baker Barrios Architects, Inc. Each of these firms brings complementary strengths to the project
team, and with direct knowledge of Orlando, they will be instrumental in developing a successful plan update and any
potential implementation work.
S&ME has been providing comprehensive civil and municipal engineering and design services to the City of Orlando
for years, and has developed a strong understanding of local conditions and expectations. S&ME staff members Bruce
Hall, PLA, an experienced landscape architect, and George Kramer, AICP will support community engagement and
urban design efforts. S&ME will provide additional support services, including land surveying, traffic engineering, and
geotechnical engineering as needed.
Laura Turner, AICP has worked in the Orlando area for over 20 years. She has developed outreach programs for over 70
projects, including Orlando’s Community Sustainability Action Plan. As a Transportation Planner, Laura worked on Orlando’s
Downtown Transportation Plan and the Downtown South Neighborhood Improvement District Plan. Laura will be assisting
the TDG Team in our public engagement efforts to maximize input during the planning process.
Finally, Baker Barrios will assist in the development of compelling graphics and renderings to make this plan relatable,
and something that the public can understand and help champion. We have found that people interpret concepts in
different ways, and that photorealistic perspective graphics and images that allow people to envision themselves in a
new environment, is more effective than a traditional engineering drawing. By working together, Baker Barrios and the
TDG Team will bring a collaborative approach to planning for Orlando.
For a project of this significance to be successful, there must be dedicated support from both the City staff and the
public. Therefore, it is essential to establish a transparent process that fosters collaboration between the planning
team and City staff from the moment the project starts. TDG has exceptional experience assisting municipalities in
the execution of projects that seek to improve the livability, accessibility, and vitality of their communities. Effective
stakeholder and public outreach is the cornerstone of TDG’s design approach; we are confident that we will deliver a
plan that aligns with the community identity, and establishes Orlando as a model of how a bicycle-oriented city can spur
economic and community development.
TDG is pre-qualified with the Florida Department of Transportation (FDOT) in the Systems Planning (13.4) and Sub-area/
Corridor Planning (13.5) categories.
We are confident in the ability of our team to deliver the highest-quality Bicycle Master Plan for the City of Orlando, and

Purpose of Form
An individual or entity (Form W-9 requester) who is required to file an

Orange Avenue, Fourth Floor Orlando, FL 32801 RE: RQS18-0092 City of Orlando Bicycle Plan Update Project FDOT LAP FM #439001-1-18-01 Dear Mr. Cooper and Members of the Selection Committee: The City of Orlando has made great strides in expanding and enhancing its bicycle infrastructure since the last Bicycle Plan Update in 2008. New trails, bike lanes, education, and a bike share program have all contributed to the League of American Bicyclists designating Orlando a Bronze-Level Bicycle Friendly Community. Toole Design Group, LLC (TDG) is the team to help the City of Orlando get to the next level. We are excited to submit a response to the Request for Qualification Statements (RQS) for the City of Orlando Bicycle Plan Update. Founded in 2003, TDG is the nation’s leading planning, engineering, and landscape architecture firm specializing in multimodal transportation. Members of our project team have worked on bicycle plans and separated bicycle facilities across the country, and have knowledge of the local opportunities and challenges within the City of Orlando. Ken Ray, PLA will serve as the Project Manager and the City of Orlando’s main point of contact. Ken is an Urban Designer and Landscape Architect, and has over 15 years of experience working on and managing active transportation. Ken lived and worked in Orlando for 10 years and has been waiting to work on this bike plan project since his first days riding in the City. He credits the City of Orlando for his career path into bike advocacy, planning, and design. Ken was involved in a crash at the intersection of Livingston and Ferncreek while commuting by bicycle to work. Though he was not severely injured, that incident led him to dedicate his life to giving people of all ages and abilities safer, more comfortable places to ride a bike. Ken will bring that passion and desire to make Orlando a wonderful place to ride a bike. He will work with the local community to develop a context-appropriate bicycle network that will allow travelers to reach their destinations. Ian Lockwood, P.E. will serve as the project’s Complete Streets Lead and will assist with public engagement and the development of design concepts. Ian lives in Maitland and has commuted to downtown Orlando by bike for decades. He frequently rides recreationally on the streets of Orlando and in the Central Florida region. Ian’s career in innovative transportation spans over 30 years and has always been devoted to advancing inclusive, healthy, multimodal public spaces. He is known nationally as a pioneer in Complete Streets and walkability, and has developed a reputation for effective collaborative processes and stakeholder engagement. Beth Isler, P.E. will lead the economic impact assessment for this effort. Beth is a Senior Planner and Engineer with 15 years of experience working with communities to understand their mobility needs and identify a path to implementation. She has worked on economic benefit analyses for bicycling and walking in other parts of the country.
  • 4. TDG will serve as the prime consultant. Joining our team are three local firms: S&ME, Inc., Laura Turner Planning Services, and Baker Barrios Architects, Inc. Each of these firms brings complementary strengths to the project team, and with direct knowledge of Orlando, they will be instrumental in developing a successful plan update and any potential implementation work. S&ME has been providing comprehensive civil and municipal engineering and design services to the City of Orlando for years, and has developed a strong understanding of local conditions and expectations. S&ME staff members Bruce Hall, PLA, an experienced landscape architect, and George Kramer, AICP will support community engagement and urban design efforts. S&ME will provide additional support services, including land surveying, traffic engineering, and geotechnical engineering as needed. Laura Turner, AICP has worked in the Orlando area for over 20 years. She has developed outreach programs for over 70 projects, including Orlando’s Community Sustainability Action Plan. As a Transportation Planner, Laura worked on Orlando’s Downtown Transportation Plan and the Downtown South Neighborhood Improvement District Plan. Laura will be assisting the TDG Team in our public engagement efforts to maximize input during the planning process. Finally, Baker Barrios will assist in the development of compelling graphics and renderings to make this plan relatable, and something that the public can understand and help champion. We have found that people interpret concepts in different ways, and that photorealistic perspective graphics and images that allow people to envision themselves in a new environment, is more effective than a traditional engineering drawing. By working together, Baker Barrios and the TDG Team will bring a collaborative approach to planning for Orlando. For a project of this significance to be successful, there must be dedicated support from both the City staff and the public. Therefore, it is essential to establish a transparent process that fosters collaboration between the planning team and City staff from the moment the project starts. TDG has exceptional experience assisting municipalities in the execution of projects that seek to improve the livability, accessibility, and vitality of their communities. Effective stakeholder and public outreach is the cornerstone of TDG’s design approach; we are confident that we will deliver a plan that aligns with the community identity, and establishes Orlando as a model of how a bicycle-oriented city can spur economic and community development. TDG is pre-qualified with the Florida Department of Transportation (FDOT) in the Systems Planning (13.4) and Sub-area/ Corridor Planning (13.5) categories.
