 Raising storm signals regarding complexities in
  procedure. i.e. System Analysis
 Identifying places and point of corruption. i.e. for
  inspections, surprise checks and posting of
  suitable hands (and if this is not feasible closer
  supervision of work) including rotation of staff
 Eliminate the corruption and the crooked staff
 Watch of work
 Inside and outside conduct and contacts
 Vigilance officer should be own officer
 All Vigilance Officer should work for same target
 The difference in vigilance department will benefit
  trouble creators
 Avoid they/ WE Syndrome
 Should not have monitor/ Policeman/ Big Brother
  behavior
 Income – Expenditure = Gain
 Expenditure – Illegal Expenditure

 Try to remove one of the three, there will be less
  chance of crime.

 If we keep more watch ,servant will take bribe

  we have not tested him. So cannot say that he is
  sincere”
 Keep a watch on the people working under you.
 Try to remove opportunities to reduce the crime

 To find leak area- see from offenders views.
 Check which are weak points, short list the point
 Rotation should be done with in 3 years

 We have to use reactive vigilance to stop 80%
  joining negative inclination.

 Henry Fayol’s classification of duties of a manager
  the first and foremost is security which means
  today's vigilance.
 Vigilance dept alone not competent of the task of
  dealing with corruption or misconduct. It is
  everybody responsibility.
I. Realize that cumbersome procedure are the main
   stay of corruption.
II. Modify/ eliminate the blocks. Simplify procedure
   codify them in manual to remove ambiguity.
III. Should have list of bad and loose integrity
   persons.
IV. Visit pressure points frequently to ensure, no
   leakage happens
V. Justification- Before action
   Explanation- After Action
VI. Insist on Regular and surprise inspection
VII. Have audit team on regular rounds – Carry out
   regular vigilance checks.
VIII.Vigilance can be
      -   Preventive or Proactive
      -   Puritive or reactive
Integrity = Purity + Conviction/ Courage

Courage= Personality + Orientation towards risks
   suffering/ sacrifies

Lack of Purity or Courage = Compromise

Object  Raising storm signals regarding complexities in procedure. i.e. System Analysis  Identifying places and point of corruption. i.e. for inspections, surprise checks and posting of suitable hands (and if this is not feasible closer supervision of work) including rotation of staff  Eliminate the corruption and the crooked staff  Watch of work  Inside and outside conduct and contacts
  • 5.  Vigilance officer should be own officer  All Vigilance Officer should work for same target  The difference in vigilance department will benefit trouble creators  Avoid they/ WE Syndrome  Should not have monitor/ Policeman/ Big Brother behavior
