- 9. THE SOLUTION
- 10. The Safe Shelter Collaborative is designed to improve access to urgently needed shelter for an increasing number and diversity of human trafficking survivors.
- 13. The Safe Shelter Collaborative has three components:
- 14. The Safe Shelter Collaborative: 1. Provides technology to maximize the ability to find available and appropriate shelter space 2. Offers a means to source funding for a hotel room, when that is an appropriate and safe option for the survivor 3. Increases the capacity of organizations to offer survivor- centered, trauma-informed care to survivors

Find available shelter space via tech platform] • Provide access to a technology platform that allows organizations to send and receive requests to and for shelter. • Provide data to organizations on how their agency is serving survivors. • Provide data to the field on unmet need for shelter.
- 16. . Agencies contact each other with enough non-identifying client information to request shelter. The average response time is under 5 minutes.
- 17. [2. Source funding for hotel beds.] • Provide access to a technology platform that allows organizations to request funding. • Manage the SafeNight Fund to help meet needs. • Actively engage individual donors to respond to requests via a mobile app.
- 18. Engage supporters to make a tax- deductible donation for hotel stays via the SafeNight app.
- 19. [3. Increase capacity.] • Provide training to organizations offering shelter so that they can better serve human trafficking survivors. • Provide technical training to keep skills fresh and provide access to promising new practices.
- 20. Bay Area Safe Shelter Collaborative Training: Trauma-Informed Care
- 21. All components of the Safe Shelter Collaborative are being used in: • New Jersey • San Francisco Bay Area • Dallas-Fort Worth metro area
- 22. We have identified an additional 15 metro areas that have the necessary infrastructure to support this work and an opportunity to build more capacity.

Members of the Safe Shelter Collaborative Benefit • the ability to band together with other agencies in their region to quickly locate available and appropriate shelter for individual survivors • ability to source funding via Safenight mobile app to pay for hotel stays for survivors (when appropriate) if a shelter bed cannot be located

Data we collect • We can generate aggregated statistics from our data to learn and share insightful information about needs and outcomes, and what populations are being served or underserved • Designed to ask the bare minimum amount of information about a survivor that would allow other agencies to determine if there is a *possible* bed. We are very intentional about not collecting any personally identifiable information about survivors • SafeNight is an example of how crowdsourcing data can help illuminate the problem
- 25. Survivors are getting shelter faster. On average, agencies are responding to shelter requests in under 5 minutes. Shelters are helping a broader diversity of survivors than expected. Intake is expedited, reducing survivor re-traumatization.
- 26. SafeNight Fund for Human Trafficking • Longer-term vision: provide a larger, sustainable funding pool: ensure that placements can be made both quickly and effectively; build a community of support that can augment individual donations.

- The Safe Shelter Collaborative is a joint project of Caravan Studios, Polaris and the Sanar Wellness Institute. Caravan is a division of TechSoup, a global non-governmental organization headquartered in San Francisco, California. Caravan Studios, is a division of TechSoup and makes web and mobile applications for the social good. Polaris, headquartered in Washington, DC, is a leading organization in the fight against human trafficking. They run the NHTRC, the hotline for Human Trafficking.
- At Caravan Studios, we build apps to increase the public good. We do this by employing a 5 step, community-centered design process that keeps experts from the community involved every step of the way. This helps us ensure that we are building not what we want, but what the community actually needs and will use
- There are far fewer beds for HT survivors as there are for DV. As Safenight project matured we heard of the need from organizations that worked to combat Human Trafficking. At this time, we found the Partnership for Freedom Challenge We applied for and won the grant and that started us down this path to help survivors of HT. When the problem is overwhelming, as human trafficking is. It doesn’t help to try to fight every battle at once. So, while speaking with domestic violence agencies we realized that one problem that we could try to tackle was the shortage of beds. We have heard over and over again, that often, what a survivor first needs is a good night’s sleep. Only after they have rested and feel a slight sense of safety, can they begin to participate in their own recovery and understand the decisions that lie before them.
- http://www.partnershipforfreedom.org The Safe Shelter Collaborative was launched in April 2014 when we won the Partnership for Freedom (PFF) award, a public-private partnership led by Humanity United, U.S. government agencies, and private donors to spur innovative solutions to confront the difficulties faced by survivors of modern-day slavery. This was the first innovation challenge entitled, Reimagine: Opportunity.
- Caravan Studios and Polaris partnered to launch the Safe Shelter Collaborative, a coordinated and scalable response to increase and expedite access to shelter for a greater number and diversity of human trafficking survivors. The Safe Shelter Collaborative piloted in New Jersey in coordination with the New Jersey Department of Children and Families.
- We know that there is not enough shelter when ppl urgently need it we are funded by Humanity United’s Partnership for Freedom to work with Polaris to develop the SSC, with the explicit goal_ to get more ppl into shelter beds faster.
- The pilot was supported by these groups. The Safe Shelter Collaborative is currently funded by the Partnership for Freedom via Humanity United to support survivors of human trafficking. Going forward, we plan to make the Safe Shelter Collaborative tools available to support survivors of other forms of trauma, but our main focus is currently on human trafficking. This work also has received funding from BSCF, MS Corporate Citizenship, United Way of Metropolitan Dallas, and the Vodafone Americas Foundation.

- The SSC also provides technology to maximize the ability to find available and appropriate shelter space. Offers a means to source funding for a hotel room as emergency shelter, when that is an appropriate and safe option for the survivor. The Safe Shelter Collaborative: Increases the capacity of organizations to offer survivor-centered, trauma-informed care to survivors by working with established domestic violence and runaway and homeless youth shelters to open their doors to survivors of human trafficking. The SSC provided the staff at these agencies with a 1.5 day training on trauma-informed and victim-centered promising practices. Our hope and expectation is that this training reduces the judgments and biases that often get in the way of providing services to survivors of trafficking and provides the agencies with more tools to help the survivors.

- Hotel placements are: Flexible – serving a diverse population in a diverse area. On-demand – you don’t need to support them when they aren’t being used.

- For ex, we would find that a trans female would not be able to be accommodated by a certain shelter, which points to a greater need in training App that allows you to take a picture of hotel rooms and contribute to a database that allows for better analysis and identification of rooms in pictures.
- We ask that shelters respond within 30 mins, but they are responding within 5 min, before it would take 20 hours -Here are some stats: there have been 69 Locate a bed requests, 68 children with those 69 survivors. it has a 60% success rate with a certain placement – the survivor was indeed. SafeNight: there have been 239 SafeNight needs fulfilled. a total of $17,006.83 in donations
- Also on our list over the next couple of months is to establish the SafeNight fund for Human Trafficking. When law enforcement raids happen, frequently, several survivors will need to be housed simultaneously, making it nearly impossible to find appropriate shelter beds quickly. Our long-term vision is to provide a large, sustainable funding pool that will ensure that placement in hotels can be made both quickly and effectively. This fund will allow us to build a community of support that can augment individual donations made through the app.
