Issue: Preparing for an ageing population in Singapore.

Background Information

Singapore's population is ageing rapidly. The first batch of post-war baby boomers
will reach 65 years of age by 2012. Today, one out of every 12 Singaporeans is aged
65 or above. By 2030, this ratio will become one out of five. An ageing population
brings both challenges and opportunities. The next five years provides a window of
opportunity to put in place policies and programmes to meet the emerging needs of
an ageing population. To meet the challenges of an ageing population, the
government had begun to put policies in place so as to minimise its impact.

Source A: A chart depicting the population pyramid of Singapore in the year 2050,
published by the U.S Census Bureau

Source B: From a report published by Committee for Ageing Issues, Singapore

Older Singaporeans in need of care have access to a seamless continuum of
Health care and eldercare services, ensuring that the dignity and quality of life
of seniors are maintained. This is achieved by providing an efficient and cost-
effective Government-subsidised healthcare and eldercare services that are easily
accessible to seniors living in the community

                                          3
Source C: From a report on Singapore’s healthcare needs for the aged in the
          future.

Apart from primary care and hospital care, the needs of many elderly people would
be more appropriately met by health care services delivered in “step-down”
settings, such as community hospitals, nursing homes, day care and day
rehabilitation centers. The rapid ageing of the population will pose a challenge to
healthcare planners to provide adequate healthcare facilities, services and support
systems.

Source D: A cartoonist depicts Singapore’s way to an ageing population.

Source E: A minister’s advice to the senior citizens of Singapore

Today’s senior CPF members can look forward to working to 60 years old before
retiring. This retirement age will be raised to 62 with effect from 1 January 1999.
However, if you did not make sound financial preparations, it would be difficult to
enjoy a gracious retirement. It is therefore important for Singaporeans to save.
Financial planning for self-reliance is an important aspect of retirement.
