2. Introduction to CCD
• GoU has put in place the necessary policy, legal and
institutional framework to enhance the country’s response
and action to address climate change challenge.
• The institutional arrangement for the overall coordination of
climate change response and actions in the country is the
Climate Change Department (CCD), Ministry of Water and
Environment. This is defacto the National Climate Change
Secretariat for Uganda.
• Interim arrangements-Climate Change Unit(CCU),MWE
established in 2008 and in July 2014 upgraded to stand-alone
Climate Change Department (CCD), MWE with clear mandate
• NDP2 provides for strengthening of CCD to semi-autonomous
agency by 2017/18

•Uganda Constitution 1995 as amended.
•Uganda Vision 2040
•National Development Plan 1 and 2
•Uganda National Climate Change Policy and its Costed
Implementation Strategy 2015.
•Disaster Risk Reduction Policy 2014
•National Adaptation Programme of Action (NAPA) & NAP in offing.
•Nationally Appropriate Mitigation Actions (NAMAs)
•Uganda Green Growth Development Strategy ( in advanced stages
of completion)
•A number of sectoral Policies and Strategies

Coordination structures put in place:
• Inter-sectoral National Climate Change Advisory Committee in
place; Inter-institutional Technical Committee on CC; Policy
Committee on Environment at Cabinet Level; and District
Environment Committees/District Disaster Management
Committees.
• Public Private Partnerships (PPPs)
Legal Framework:
• National Climate Change Bill under formulation
• A number of sectoral legislations are in place on environment,
water, energy, agriculture, health, etc.

Key activities accomplished and/or on-going:
• Climate Change Mainstreaming Guidelines in place
• National Strategy on CC Human Resource Learning launched
• Integration of CC into education curricular ( MoU with National
Curriculum Dev. Centre, Min.of Educ)
• Crop vulnerability risk assessment in 6 Districts
• Capacity Needs Assessment in 20 DLGs undertaken
• Awareness and capacity building activities at national and
decentralized level undertaken.
• Putting in place the National GHG Inventory System for Uganda-
on-going as well as the MRV System for different purposes.

Key activities accomplished and/or on-going:
• Conduct and facilitate national preparations towards UNFCCC
sessions and other CC meetings. UG recently signed PA on CC.
• Preparation of National Communications and Biennial Update
Reports
• Preparation of Uganda’s INDC/NDC and conducting regular
reviews/updates as well as support implementation of NDCs.
• Enhance training, education, research and information on CC.
• Foster carbon trading –voluntary and regulated-CDM as well
as NAMAs implementation.
• Preparation of the Special Programme for Climate Resilience-
on-going 6

Key activities accomplished and/or on-going:
• Assist to identify and mobilize climate financing in close
cooperation with MoFPED for priority sectors.
• Support enhanced implementation of key adaptation
interventions
• Provide overall coordination, reporting and liaison on
country’s climate change actions and response.
• Monitor implementation of NCCP and set standards and
regulations on adaptation and mitigation actions.
• Despite the progress made, there are still many challenges to
be over-come.

8. Conclusion
• There is need to mitigate and adapt to the inevitable
impacts of climate change
• Effort-sharing is fundamental to international
cooperation in a global commons problem.
– All stakeholders should join efforts to minimize loss and
damage from climate change (increase resilience)
• Climate change should be integrated into development
plans and budgets at all levels.
