To contribute enhancing and deepening the CROSSOVER
International Roadmap on Policy Making 2.0
through mapping and identifying promising cases of
applications of ICT solutions for governance and policy
modelling, selecting and analysing in depth four good
practice cases, evaluating lessons learned and impacts from
implementation of ICT solutions for governance and policy
modelling at both European and global level.
Activities coordinated by JRC-IPTS and conducted in
collaboration with NTUA as part of the CROSSOVER project
Objectives
5. 5
GLEAM – Global Epidemics & Mobility Model
2050
Pathways Analysis
Opinion Space 3.0
Urbansim
Selected case studies
5
6. Key Findings 1/2
Emerging from the need to solve real problems
initiated either by governments or as a result of collaboration between
researchers and governments, in a top-down approach
Multi-disciplinarity in the teams
different perspectives and ensured appropriate modelling of policy options
and interpretation of outcomes
Address the targeted needs of policy makers and citizens
allow them contribute in a more efficient and productive way to the policy
issue at stake through dedicated tools
Power of high-quality data at an appropriate level and format to be
incorporated into policy models is indisputable
Recognize the network effect of social media and Web2.0
but their use for the policy-making domain is often accompanied by some
scepticism or too much enthusiasm
7. Funding has been a non-negligible factor
additional functionalities and components have been gradually
introduced
Cases succeeded in informing policy makers in a documented manner
use of policy models seems rather diverse, focusing at different
abstraction levels and ranging from elaborate stochastic models (in
GLEAM and UrbanSim) to more lightweight models (excel
spreadsheets like in 2050 Pathways Analysis).
To measure impact no specific KPIs were set from the beginning
However, numbers of visitors and interactions have demonstrated their impact
Strong internalization aspects
different cultural dimensions emerge and should not be ignored as it
may decide the success of a case in different geographic settings
Key Findings 2/2
13. Key Recommendations
1. Build Clusters of Research Challenges and Define
Policy Making 2.0 “Enablers”
2. Shift from Gov Labs to Open Apps
3. Define the Timing Horizon for Research
13
20. “The decalogue
of Policy Making 2.0”
1. Build your case in Policy Making 2.0 in an agile manner
2. Continuously embed high-quality (open) data into your policy models
3. Tap the power of visualization and social networks to effectively
communicate policy outcomes
4. Invest on real-time simulation technologies
5. Create intuitive, yet diverse interfaces depending on the profile of the
stakeholders
6. Bring together multi-disciplinary expertise
7. Engage stakeholders from the very beginning
8. Incubate your case into the interested public organization
9. Treat your case as a product/service to ensure sustainability and
further development
10.Think out-of-the box for the deployment of your case in other settings
and contexts
