Over the years, we have worked with 1000s of clients on what I would call the SEO Fundamentals. We think about all the things you need to do right for SEO as Best Practices and we think about these in buckets called Technical, Content, and Links. You start with getting the technical things right (site maps, canonical tags, markup and site speed, you move on to optimize the content and then ultimately go build some links. We have a team of SEOs and we found that we had a pretty process for doing the SEO fundamentals that kept prices low
