Senate Bill No. 1703-80 of the Tenth Legislature, Regular Session of 1980,
proposes that Article XVII, Section 2, of the Consitituion of the State of
Hawaii be amended to require:
• that each proposed amendment to the Constitution of the State of Hawaii
be submitted to the voters in the form of a question embracing a single
subject,
• that each question have spaces to mark "yes" or "no",
• that the full text of all proposed amendments be available for public
inspection prior to the election and at each polling place on election day,
• that a program of voter education concerning each proposed amendment be
conducted and,
• that, for ratification of amendments at a general election, each
amendment must receive a majority of all the votes tallied on the question
equal to at least fifty percent of the total vote cast at the election.
