My concern is President Barack Obama’s and Governor Neal Abercrombie’s publically
announced commitment and sponsorship of the Daniel K. Inouye Asia-Pacific Center for
Security Studies.
Information reported in the media and to me are the bases for my concerns.
The State of Hawaii has drastically cut its funding for the Daniel K. Inouye Asia-Pacific
Center for Security Studies by 33%, despite Governor Neal Abercrombie’s announced
$844 million budget surplus for 2014. The reported reason is the costs incurred by the
Hawaii Health Connector to implement Obama Care.
The Congressional Budget Office reports that the federal budget deficit is projected to
drop in fiscal year 2014 to its lowest level since President Barack Obama took office, the
cost of the attempt to implement Obama Care and correct initial deployment errors has
weighed and impacted heavily on other programs.
The transfer of Archival Resources of Senator Dan Inouye from Washington, DC to
Hawaii has been restricted, access limited, and halted by Intervention, Order and By
Direction of President Barack Obama in general, and not detailed, by reason of National
Security - records subject to the Obama Order and Direction, are, and not limited to:
i. Textual Material authored by Senator Inouye, personally and with staff
and advisors during his service in the United States House of
Representative and in the United States Senate;
ii. Speeches and Public Statements of Congressman and Senator Inouye;
iii. Congressional Records – Floor Speeches – Special Committees and
Committees served on by Congressman and Senator Inouye;
iv. Audiovisual and media telecasts of Congressman and Senator Inouye and
photographs of Congressman and Senator Inouye, and with visitors and
visiting dignitaries;

v. Material of the Staff and Office of Congressman and Senator Inouye
during his career and service in the United States House of
Representative and in the United States Senate.
The Daniel K. Inouye Asia-Pacific Center for Security Studies is founded on the values
and principles of openness and transparency in government and the pursuit of excellence
through continuous learning – from experiences of others who have traveled the road less
traveled to formulate individual plans and visions for in public service for the betterment and
advancement of the State of Hawaii, our Nation, and our Global Partnerships.
President Barack Obama’s and Governor Neal Abercrombie’s unabridged, unqualified,
completely supportive, and active participation in bringing and delivering the resources for the
Daniel K. Inouye Asia-Pacific Center for Security Studies is requested.
