1. WHAT’S IN A NAME?
AN ENTIRE SEA
Vice Admiral Yuan Yubai

Commander, North Sea Fleet
Deputy Commander of the Jinan Military Region
The power of a name and its value has long been immortalized in
prose, poetry, and religious ceremony.
What’s in a name? An entire sea, says Chinese
Vice Admiral Yuan Yubai. On Sept. 14, at a
defense conference in London, Yuan said that
“the South China Sea, as the name indicates, is a
sea area that belongs to China,” according to
defense media. The commander of the Chinese
navy’s North Sea fleet added that the vast
waterway has been Chinese from the time of the
Han dynasty, which ruled from 206 B.C. to A.D.

2. What’s in a Name? The Meaning of Homeland
Security.
Is a meaning important? Although in a very
different context, these are the profound lines
spoken to Romeo by Juliet: “What’s in a name?
That which we call a rose...By any other name
would smell as sweet” (Shakespeare, 1597, Act II,
Scene II). However, even if assigning appropriate
names is not the complete solution to complex
policy issues, readers with experience in
governmental and/or academic circles would
attest that names can in fact be quite significant in
the field of security policies and studies —
particularly when applied to the relatively new
and evolving field of homeland security.
