This document discusses a proposal for multi-modal integrated traffic management in the Hamburg metropolitan area. It presents SUN Hamburg as a solution to reduce road congestion and traffic emissions by optimizing transportation capacity across all modes of transport, including roads and public transit. The proposal involves tracking travelers from origin to destination, understanding total transportation capacity, analyzing problems in an integrated way, and using systems to encourage public transit use or divert road traffic. It would be implemented step-by-step through existing programs and a pilot project in Pinneberg County, with the goal of establishing an integrated system across the Hamburg region.

6. Where do we start – some facts and figures
- One Region, one Public Transport Authority (HVV founded
1943)
- Stake holders: 3 states, 7 counties
- Operating Companies: 35
- Passenger per year: 618 Million
- Fare Revenue per year: 530 Millioen
- The public transport systems covers 9000 sqkm and 3,3 Million
residents
- Basic principle: One ticket, one fare, one quality, one standard

Coming infrastructure projects even exceed the present problems
Reconstruction of the Noise protection Extensive highway extension
old Elbe tunnel tubes (A 7) project (A 7) projects (A 7 and A 23)
Reduced capacity during the construction phase
Increasing traffic congestions
Increasing environmental pollution
Result: Negative effects on residential and commercial areas

Optimized project approach by combination with existing programs
Systems approach:
• The integrated traffic management approach is built on
existing base projects and the data interchange device
of the Hamburg Verkehrsverbund
• It connects the base projects to a sound system with
an integrated overall conception.
Consequences and conclusions:
• SUN will be established step by step.
• At first every base project shall be realized
independently from one another.
• The functionality of every base project is
independent with limited reciprocal interactions.
• The project partners are selected independently, too.
Widely on the basis of
practically proven components!

Straight realization by a pilot project in the Pinneberg county
Pilot project in the
Pinneberg county because …
• Starting point was an activity
of Pinneberg county;
• Wide Political support on all levels
of decision making;
• Exemplary but only partly critical
in the Metropolitan area;
• Realization urgent with regard to
the A 7 extension plan;
• First coordination with
public transport authorities
successfully finalized.
