- Stability –2-3 years IReL is working on behalf of several institutions – saves time General publishing business moving very fast – ex.: if OA becomes the norm in Ireland, IReL could channel the negotiations Institutions have more confidence as they have 1 central negotiations – much less hassle Publisher – Institution relationship: as licensing is looked after centrally, publishers can discuss other things with members Marketing of Publishers’ resources to publisher: IReL = trusted source
- While IReL, through its current set of resources can cater for the essential requirements of its members, investments beyond the funding request will be required to equip Ireland with a globally competitive research infrastructure. With additional funding IReL could develop a collection that would provide a level playing field to its researchers against a backdrop of an increasingly competitive international landscape etc. see pge 5. IReL falling behind with major scholarly c.ollections such as JSTOR, OUP, Sage etc. (pge 9) The SG in collaboration with researchers – submitting a proposal on potential areas for growth and associated costs BUT ALSO CANCELLATION. Improving on the content available to the consortium nationally the HEA, IUA Council and DJEI will provide an environment which could not only support research to an international level but will also be capable of attracting and nurturing world class talent, including researchers who seek new opportunities, for e.g. Brexit. Are we going to go down the Project DEAL route, similar to Germany. ??? TBD. Dutch model, Read and publish rather than Big Deal etc. Ensuring continuing compliance with government procurement guidelines – databases challenges in this area.
