1. Consultation Meeting and Assessment
of the Philippine Cooperative
Development Plan 2018-2022
Dagupan City, October 21, 2020, the Cooperative Development
Authority Regional OfficeI (CDA ROI) as the lead agency for the promotion and
development of cooperatives in the country, initiated the conduct of the
Consultation Meeting and Mid Term Assessment of the Philippine Cooperative
Development Plan 2018-2022 via zoom platform for region 1. It was attended
by 44 participants.
The virtual meeting was formally opened by CDA ROI Regional Director
Josefina B. Bitonio by giving her opening remarks and welcomed all the Guests
and Participants. She shared in her messagethe evolution of the CDA as well as
its transitions. She emphasized the importance of a consultative mechanism
consistentwith Sec. 18 of the Act to providethe cooperativesector a systemto
ensure participation on matters concerning government plans, programs, and
policies affecting cooperatives (Sec.2, No 7 RA 11364)
The CDA ROI engaged the participation of our partners, namely, the
different cooperatives from the four provinces of the region, the National
Government Agencies with cooperative programs and services, the Various

Government Units, and the CDA personnel.
Executive Director Ray R. Elevazo
graced this event and shared the rationale
and the overview of the Philippine
Cooperative Development Plan (PCDP). He
said the PCDP vision is “Towards a Globally
Competitive and Resilient Cooperative
Industry for a Nation.” With this, Executive
Director Elevazo emphasized that “we should
be resilient, that we have to stand strong in
our walk towards our objective.”
Itwas discussed by Sr. CDS Van Ian F. Enriquez, the PCDP strategic goals,
as well as the principles and the flywheel of values. After presenting the PCDP,
two cooperatives, namely Nueva Segovia Consortium of Cooperatives and
Sacred Heart Savings Cooperative, both from Ilocos Sur, shared their
accomplishments and contributions to the plan. Representing the Local
Government Unit, Ms. Gemma Macusi from the Office of the Provincial
Agriculturist, La Union discussed their achievements, and Ms. Gloria Bautista of
the Department of Agrarian Reform Regional Office, San Fernando City, La
Union presented also their program, projects and activities as well as their
accomplishments.
Ms. Arlenne Espinoza, CDS-II CPDAS, shared the partial consolidated
report from other partners. Listening and viewing from the reports presented,
the accomplishments are very over-whelming, catering to the 56 Strategic
Directions and genuinely inspiring. With these milestones that we have
captured, we can say we are a TEAM, which means “Together Everyone
Achieves More”. Mr. Enji E. Mondares, CPA hosted the consultation. He was
thoughtful and who enthusiastically managed the program as Master of
