樂生院地質問題未決,安全堪慮
根據內政部 92 年所做一份研究報告顯示: 1. 地盤中之土壤乃由「土粒子」與「水」為主要之構成因素,而土壤的性質乃由土粒子間隙中的「水」來支配的,這個存在於土粒子之中的水通常我們稱它為「地下水」 2. 地下工程施工之許多事故,幾乎都是由地盤內之水所導致的, .. 挖方施工作業中所產生之事故或災害,絕大部份都係地下水之抽排水作業不當或不足所引起, .. 從基礎工程施工災變案例的研究與統計可以發現屬於地下水的災變為最多,對基地周邊安全環境的影響最大,災害情況也最嚴重,損鄰事件頻頻糾紛不斷。 3.  「大地開挖」就如同「手術開刀」,擬訂綿密妥善之抽排水工程計畫是挖方作業中不可或缺的。 而透水係數 k 值則為關鍵因素之ㄧ (捷運局 K 值誤差卻達 10~100 倍)。 林口台地 樂生院區 ( 新莊機廠 ) 地質非常特殊:位於逆衝斷層且地下水位極高 斷層剪裂帶 含水層
▽  地下水位高 ﹋﹋﹋﹋﹋﹋﹋﹋ ﹋﹋﹋﹋ 含水層 林口台地 樂生院區 ( 新莊機廠 ) 地質非常特殊:位於逆衝斷層且地下水位極高 不透水層 1. 地下水源極為豐沛: 本基地地下水源即為上方之林口台地,卵礫石的地質組成,不啻一個巨大地下水庫。 2. 含水層透水係數極高: 本基地含水層的地質組成為卵礫石,其透水係數 k 值極高 ( 滲透性良好 ) 3. 受壓水層水壓超高 :部份水壓高於機廠開挖面 27 公尺 (9 層樓高 ) 斷層剪裂帶
▽  地下水位高 ﹋﹋﹋﹋﹋﹋﹋﹋ ﹋﹋﹋﹋ 林口台地 樂生院區 ( 新莊機廠 ) 位於逆衝斷層且地下水位極高 新莊機廠開挖面 不透水層 透水層 當基地開挖後因為不透水層厚度大幅減少,致使斷層剪裂帶覆土壓力不足以壓覆高壓水層 ( 當水的上舉浮力大上方於土重時 ) ,於是產生上舉破壞, 斷層泥因解壓後消散弱化或因開挖後大幅減少層厚,湧泉機會大增而致坡面崩解等風險。 土厚減少 新院區 斷層泥 舊院區 斷層剪裂帶 不透水層
