Il Piano regionale per la qualità dell'aria presentato dalla regione Sicilia nel 2007 somiglia stranamente a quello del Veneto. Semplice coincidenza? E' da un pò che in Sicilia non si respira più la stessa aria. Da Palermo a Gela, da Catania a Caltanisetta ci sono segnali di cambiamento che vengono dalla società civile, dai commercianti, dagli industriali che si ribellano contro la mafia e il pizzo. Anche la burocrazia regionale se n'è accorta. Per questo nel "Piano Regionale di Coordinamento per la tutela della qualità dell'aria", pubblicato sulla Gazzetta Ufficiale della Regione Siciliana, sono state introdotte importanti novità. Ora siamo più europei e lo conferma il rigido clima dell'isola. In più abbiamo un "bacino aerologico padano" e "piste ciclabili lungo gli argini dei fiummi e dei canali" presenti nei centri storici dei comuni siciliani. A leggere il piano in questione si può fare a meno anche dell'autonomia, dato che anche il Parlamento , l'Assemblea Regionale, è diventato un normale Consiglio regionale come quello del Veneto. Lo Bello e Capilli nelle due audizioni a giustificazione del Piano copiato? Che ha prodotto "effetti" (amministrativi). Purtroppo, devo darvi la brutta notizia che avevano ragione. Il Piano copiato ha prodotto "effetti", e... che "effetti": ECCOLI !!! a) D.A. 168/GAB del 18/09/2009 - zonizzazione metalli e IPA b) D.A. 169/GAB del 18/09/2009 - zonizzazione ozono MA, C'E' SEMPRE UN MA. PER LA LO BELLO E CAPILLI LA BRUTTA SORPRESA E' PER LORO; SE LEGGIAMO LE ZONIZZAZIONI (per brevità allego le "conclusioni", che già bastano e assuvecchiano), SCOPRIAMO CHE: a) per quanto riguarda la zonizzazione dei metalli sul territorio regionale, a guardare la carta tematica riassuntiva, niente paura, tutto a posto, eccetto per i Comuni sorpresa che leggerete: altro che aree a rischio (p.e. nella valle del Mela ci si può fare l'aerosol !!! (come al solito lo studio, oltre ai 3/4 di capitoli e paragrafi riempitivI sulle solite generalità, conclude rimandando all'effettuazione di un altro studio per individuare - udite, udite - le aree critiche; vuoi vedere che ancora non se ne sono accorti dove sono ?) b) purtroppo, c'è sempre un purtroppo, in un altro allegato del Piano si afferma tutto l'opposto, con tonnellate/anno di metalli emessi in atmosfera, salvo a non dire dove queste tonnellate si vanno a depositare (di sicuro chi ha scritto l'uno ha dimenticato cosa ha scritto nell'altro, e nessuno dei "redattori" si è letto i due documenti) c) per quanto riguarda l'ozono, leggerete nelle conclusioni l'ammissione che lo studio è carente e che si rimanda alla...previsione di un altro studio per identificare - le correlazioni tra danno fogliare e le concentrazioni di ozono (come dire, altro giro, altra corsa). http://tutelaariaregionesicilia.blogspot.it/2014/01/audizione-assessore-lo-bello-dr-capilli.html

Audizione dell'Assessore regionale per il territorio e per l'ambiente e del direttore generale dell'ARPA Sicilia in relazione al piano regionale di risanamento della qualità dell'aria. Commissione QUARTA - Ambiente e Territorio 26 settembre 2013 La seduta inizia alle ore 11.00. Il PRESIDENTE dichiara aperta la seduta e riferisce che sul tema relativo al piano regionale di risanamento della qualità dell’aria sono state intraprese numerose attività e auspica che si raggiungano dei risultati, vista la presenza dell’Assessore per il territorio e per l’ambiente. L’onorevole CIRONE ricorda gli atti ispettivi che ha presentato e la risoluzione approvata in Commissione. Dichiara che si tratta di un tema molto delicato che coinvolge interessi sensibili, quale la salute. Rammenta dell’incontro che la Commissione ha tenuto presso il comune di Melilli e la grave situazione che interessa la popolazione della provincia di Siracusa, che attendono risposte concrete e risolutive avverso i fattori inquinanti causati dall’industrializzazione. L’onorevole SORBELLO, in relazione alla zona di Siracusa, considera prioritari due obiettivi: da una parte la necessità della rivisitazione dell’autorizzazione integrata ambientale e dall’altra la opportunità di programmare una nuova collocazione delle centraline, in grado di monitorare costantemente gli agenti inquinanti. Nonostante consideri apprezzabile l’attività svolta da parte della Provincia di Siracusa e dall’ARPA, allo stato attuale, un’area di 10 chilometri è interessata da emissioni di sostanze altamente pericolose provenienti dalle industrie che sono ivi insediate. Il dott. LICATA di BAUCINA, dirigente generale ARPA Sicilia, rinvia alle dichiarazione già espresse nella seduta n. 56 dell’11 luglio scorso circa il piano regionale di risanamento della qualità dell’aria, ricordando che l’ARPA ha stipulato con l’assessorato del territorio un protocollo per fornire i dati utili per l’adeguamento del piano al decreto legislativo 13 agosto 2010, n. 155. Sulla problematica riguardante la zona di Siracusa comunica che ha trasmesso al Ministero dell’ambiente una nota con la quale viene chiesta una rivisitazione dell’AIA nella zona de qua. Tuttavia, non essendo organo competente ad inoltrare tale istanza è stata trasmessa all’assessorato del territorio affinchè provvedano. Il sig. GENCHI, CGIL, osserva che sei anni fa Legambiente denunciava che il piano regionale sulla qualità dell’aria era il prodotto di un copiato dal piano della Regione Veneto. Nonostante una particolare attenzione mediatica, non è susseguito alcun intervento. Corte dei Conti Regione Sicilia Deliberazione n. 298/2013/PRSP Rendiconto 2011: 1. notevole ritardo nell’approvazione del rendiconto 2011 rispetto ai termini di legge (1 ottobre 2012); 2. volume dei residui attivi di nuova formazione provenienti dalla gestione di competenza e relative ai titoli I e III (con l'esclusione dell'addizionale Irpef) pari a 52,09% dei valori di accertamento delle entrate dei medesimi titoli I e III (esclusi i valori dell'addizionale Irpef); 3. ammontare dei residui attivi di cui al titolo I e al titolo III superiore al 65 per cento (pari al 120,28%) (provenienti dalla gestione dei residui attivi) rapportata agli accertamenti della gestione di competenza delle entrate dei medesimi titoli I e III; 4. volume dei residui passivi complessivi provenienti dal titolo I superiore al 40 per cento (pari a 88,32%) degli impegni della medesima spesa corrente; 5. anticipazioni di tesoreria non rimborsate al 31 dicembre 2011, superiori al 5% della spesa corrente; 6. presenza di debiti fuori bilancio non segnalati dai Responsabili dei servizi, emersi in fase di approvazione del Rendiconto di gestione 2012, per € 629.000 ai quali si aggiungono passività potenziali per €2.300.000 e spese per incarichi legali per €392.000 solo in minima parte impegnati. I debiti riconosciuti nell’esercizio 2012 ammontano a €3.300; 7. necessità di verificare il rispetto del parametro di deficitarietà n. 6, relativo al rapporto della spesa per il personale sulle entrate correnti, la percentuale indicata del 36,69% è impropriamente determinato rapportando la spesa per il personale depurata delle componenti da escludere sulle entrate correnti; 8. irregolare utilizzo dei capitoli afferenti ai servizi conto terzi e mancato rispetto del principio di tassatività di cui al principio contabile 2.25 delle “altre spese per servizi conto terzi” in particolare: - liquidazione borsa di studio, - liquidazione fatture relative al servizio di pulizia dei locali; - spese per pagamento manifestazioni santo patrono; 9. bassa capacità di riscossione dei proventi derivanti da proventi da recupero evasione tributaria, Residui al 1 gennaio 2012 Riscossioni al 31/12/2012 % riscossione ICI 142.253,00 13.188,86 9,27% TARSU 131.822,79 6.221,88 4,72% Proventi CdS 2.092.325,52 33.109,18 1,58% 10. mancato aggiornamento del conto del patrimonio come previsto dall’art. 230 TUEL; 11. debiti nei confronti della Società ATO 1 PA per €4.986.963,28, per i quali non si riscontra in bilancio un corrispondente importo di residui passivi che ammontano a € 3.094.130,15; Le criticità di cui ai punti 2, 3, 5, 6, 8, 9 sono stati oggetto di specifica pronuncia in sede di esame sul rendiconto 2010 (delibera n. 139/2012/PRSP). Sarà celebrata il prossimo 17 gennaio l’udienza preliminare del procedimento penale a carica del sindaco di Isola delle Femmine Gaspare Portobello e dell’Assessore alla Pubblica Istruzione Napoleone Riso. Per il primo cittadino è stato chiesto il rinvio a giudizio per il reato di abuso d’ufficio, mentre all’assessore Riso, all’epoca dei fatti Presidente Presidente del Consiglio Comunale di Isola delle Femmine, viene contestata l’omissione di atti d’ufficio e la minaccia grave ai danni dell’allora capogruppo di opposizione Antonino Rubino. La vicenda finita in Procura ruota attorno ad una concessione edilizia rilasciata dall’Ufficio Tecnico Comunale il 6 giugno del 2006, in favore di un costruttore locale che avrebbe poi volturato il progetto al genero Napoleone Riso, cugino del sindaco Portobello; quest’ultimo, nonostante i legami di parentela, non si sarebbe astenuto dal partecipare alla Commissione Edilizia, e avrebbe approvato il provvedimento di concessione. “Se mi denunci ti faccio saltare in aria” (seduta C.C. 10 marzo 2008) http://nuovaisoladellefemmine.blogspot.it/2010/12/blog-post_11.html

This talk givens an overview of several multi-SDO and cross-SDO activities to promote and spur innovation in cloud computing. The focus is on API development and standardization, including testbeds, test use cases, and collaborative activities between organizations to create and carry out development and testing in this area. The focus is on work being pursued through the Cloud and Autonomic Computing Center at Texas Tech University, which is part of the US National Science Foundation's Industry/University Cooperative Research Center, and on work being done by standards organizations such as the Open Grid Forum, Distributed Management Task Force, and Telecommunications Management Forum in which the CAC@TTU is involved. A summary is also given of work to produce a new round of more detailed use cases suitable for testing by the US National Institute of Standards and Technology's Standards Acceleration to Jumpstart Adoption of Cloud Computing (SAJACC) working group, with brief mention also given to other related work going on in this area in other parts of the world. Background and other standards work is also mentioned.

The idea was to predict the customer experience, and their perception of the O2 network at both the user and area levels to drive the network and marketing investments. Here is why and how we got there. In order to measure and predict customer network experience, O2 needed a streaming big data solution which would consume billions of events coming in from the network, in real-time, to measure the performance of the network as experienced by the customer. It was important to build a platform to gather all the relevant data; to co-relate that with the customer satisfaction index (CSI) surveys to understand the relationship of metrics to score. We applied machine learning methods to predict the CSI for all users on the network. Customer insights from the network helped us to build customer segmentations which are shaping various marketing and digital propositions at O2. - The overall solution was based on a hybrid architecture, where Open Source technologies were brought together with Tableau visualization which enabled O2 to keep the maintenance cost down to a minimum. - In order to have quick ROI, the solution was built as the prototype which continued to evolve and now currently handles 30 billion transactions a day, continuously streaming into the platform, and predicting customer experience for 35m+ users. The O2 solution continued to expand every year to accommodate multi-fold growth in traffic, and to accommodate additional features. The decision to move from a community edition Hadoop to the Hortonworks-based platform enabled us to have a supported, faster, and more reliable service. The migration to Hortonworks was completed in October 2018 which has given us the reliable platform to expand the analytics use cases across the wider O2 businesses.

Created by Mozilla Research in 2012 and now part of Linux Foundation Europe, the Servo project is an experimental rendering engine written in Rust. It combines memory safety and concurrency to create an independent, modular, and embeddable rendering engine that adheres to web standards. Stewardship of Servo moved from Mozilla Research to the Linux Foundation in 2020, where its mission remains unchanged. After some slow years, in 2023 there has been renewed activity on the project, with a roadmap now focused on improving the engine’s CSS 2 conformance, exploring Android support, and making Servo a practical embeddable rendering engine. In this presentation, Rakhi Sharma reviews the status of the project, our recent developments in 2023, our collaboration with Tauri to make Servo an easy-to-use embeddable rendering engine, and our plans for the future to make Servo an alternative web rendering engine for the embedded devices industry.
