ELECTION CODE OF THE STUDENT ALLIANCE OF
PHILIPPINE SCIENCE HIGH SCHOOL – MAIN CAMPUS
Section 1. This activity shall involve the entire student population of Philippine Science High
School – Main Campus.
Section 2a. The Student Alliance Electoral Board (SAEB) shall have exclusive charge of the
enforcement and the administration of all rules relative to the conduct of this undertaking. It shall
exhaust all efforts within its powers to make sure that the will of the students are freely
expressed, correctly ascertained, registered, and followed. All decisions formulated by the SAEB
must be within the framework of the Election Code of the Student Alliance of Philippine Science
High School – Main Campus and the Constitution of the Student Alliance of Philippine Science
High School – Main Campus.
Section 2b. The SAEB will be composed of the incumbent fourth year Student Alliance officers
and the incumbent fourth year Batch Council officers. The Student Alliance faculty adviser will
also act as the SAEB faculty moderator and a member of the board to help the SAEB perform its
duties. However, only the student members of the board will be granted suffrage in any decisions
and resolutions requiring a majority vote.
Section 2c. SAEB members with first and second degree relatives running as candidates will still
serve as members, but are required to inhibit themselves in decisions relating to these candidates.
Section 3. Suffrage may be exercised by any bonafide student of Grade 7, Grade 8, and third
year of Philippine Science High School – Main Campus.
Section 4a. There shall be nine (9) offices open for candidacy for the Student Alliance:
1. Office of the President
2. Office of the Vice-President for Internal Affairs
3. Office of the Vice-President for External Affairs
4. Office of the Secretary
5. Office of the Assistant Secretary
6. Office of the Treasurer
7. Office of the Auditor
8. Office of the Public Relations Officer
9. Office of the Business Manager
Section 4b. There shall be six (6) offices open for candidacy for the Batch Councils:
1. Office of the President
2. Office of the Vice-President
3. Office of the Secretary
4. Office of the Treasurer
5. Office of the Public Relations Officer
6. Office of the Batch Representative to the Student Alliance
Section 4c. All positions stated shall be chosen by the direct vote of the student body granted
suffrage in Section 3. The powers and duties of these offices are embodied in Article VI of the
Constitution of the Student Alliance of Philippine Science High School – Main Campus.
Section 5. Any bonafide student of Philippine Science High School – Main Campus in good
standing and has no disciplinary cases may run for the positions mentioned in Section 4.
However, if a candidate wins but his/her fourth quarter academic and character grades are not in
good standing, the Curriculum Instruction and Services Division (CISD) will be given exclusive
powers to act on this matter.
Section 6. Student Alliance officers may not run for any other office in his/her batch and in
his/her Homeroom Assembly. However, he/she may still assume one position, except for the
Office of the President, in one club or in any one organization.
Section 7. A student may run for one office. He/she may be a member of a recognized paty or
he/she may run as an independent candidate (without party affiliations).
Section 8. A party shall be taken as a voluntary organization collectively advocating certain
principles for the general conduct of the student government. It will be encouraged, but not
required, to field one candidate for each of the available offices and fill up the necessary forms
with the SAEB.
Section 9a. Attached to this document is the official candidacy form to be used. All candidacy
forms must be returned properly and completely accomplished on or before the deadline of filing
of candidacy forms as set by the SAEB.
Section 9b. Only the SAEB shall have the power to proclaim the official candidates and parties.
The proclamation shall be made one (1) school day after the deadline of the filing of candidacy
forms.
Section 10. Each party or independent candidate must submit statements of their policies and
platforms together with their candidacy forms. The SAEB shall post these statements on the
Student Alliance Bulletin Board.
Section 11. The campaign period shall be limited to five (5) school days only. All parties and
independent candidates will be required to remove all campaign materials one (1) school day
after the conduct of the election and will be supervised by the SAEB. Refusal to cooperate will
merit corresponding disciplinary actions to be recommended by the SAEB.
Section 12. The SAEB will set the limit for the types, quantity, and amount spent for campaign
materials to be used during the campaign period. The SAEB shall also set specific areas for the
posting of campaign materials. The SAEB shall exhaust all efforts within its powers to ensure
fair elections with equal exposure for candidates despite financial disparity and to prevent
overspending for the elections. Any candidate or party refusing to comply with the regulations
set shall merit corresponding disciplinary actions or disqualification to be recommended by the
SAEB.
Section 13. The SAEB shall host a miting de avance for all candidates in a single venue that is
conducive to listening and will accommodate the entire student body.
Section 14. Any form of vote buying, mudslinging, use of force or threats, and the like, is strictly
prohibited. Any candidate or party found doing so shall be disqualified.
Section 15. Tearing of campaign materials set up by any other candidates will be dealt with
accordingly with proper disciplinary action to be recommended by the SAEB.
Section 16. A candidate wishing to withdraw his/her candidacy must submit a signed written
statement informing the SAEB of his/her action and explaining the reasons behind it at least
three (3) days before the election. Final withdrawal of candidacy is subject to the approval of the
SAEB. The SAEB shall exhaust all its efforts to prevent nuisance candidates from making a
mockery of the elections.
Section 17. All complaints against any candidate or party should be submitted to the SAEB and
shall be properly investigated and acted upon. Only bonafide Student Alliance members,
however, may file a complaint.
Section 18. The SAEB shall have the powers to revoke any candidacy should it prove that he/she
had violated any rule contained herein.
Section 19. The following procedures shall be followed during election:
PRE-ELECTION:
1. Class presidents shall receive the Election Kit (brown envelope) from an SA officer
after Flag Ceremony. It should contain the following:
a. Election Briefing
b. List of candidates for each position
c. List of usernames and passwords
d. Class list (attendance sheet)
ELECTION PROPER:
1. An assigned marshall shall take an initial headcount. Students who come in five (5)
minutes after the scheduled time will not be allowed to vote.
2. The class president shall distribute the slips of paper containing each student’s
username and password.
3. The class president shall leave slip/s of absent student/s in the envelope.
4. Students shall log in to their account on the computer.
5. Once students are logged in, they shall open any web browser and type in philsci in
the address bar.
6. The Halalan home page will come out and students will be asked to input their
username and passwords. Using the information on the slips of paper, students should
be able to log in.
7. Students will be presented with a list of candidates per position and they must click
on their chosen candidates.
8. Once they have chosen, students should click Submit Ballot and should confirm
afterwards.
9. The class president shall instruct the students to sign the class list (attendance sheet)
before leaving the room.
The procedures must be followed strictly to allow the SAEB to facilitate elections orderly
and properly.
Section 20. The SAEB shall have the power to disqualify the vote of any voting person should it
prove that he/she had cheated during the voting process.
Section 21. The total number of votes per candidate are generated through a computer, therefore
no complaints shall be entertained.
Section 22. The candidate with the highest number of votes, based on the date generated by the
computer, shall be considered elected to the office. In case only one candidate ran for a certain
position, a simple majority (50% + 1) is required for him/her to be considered duly elected.
Otherwise, a re-election shall be held.
Section 23. Only bonafide Student Alliance members may file an election protest. Written
election protests should be filed formally with the SAEB within two (2) school days after the
election. Additional election protest filed beyond this period shall not be entertained.
Section 24. Winning candidates shall be proclaimed by the SAEB one (1) school day after the
protest period. However, in cases where protest for positions have not yet been resolved within
that period, the positions still in dispute will not be proclaimed.
Section 25. The official election results shall be posted on the Student Alliance Bulletin Board
after the proclamation ceremonies.
Section 26. In case of a tie, there shall be a re-election as soon as possible. Only candidates that
garnered the same number of votes in the previous election shall be eligible to run. Campaigning
before the period specified by the SAEB shall be prohibited. Any candidate or party refusing to
comply shall merit corresponding disciplinary actions or disqualification to be recommended by
the SAEB.
Section 27. The SAEB shall be open to suggestions and consultations in areas, matters, or issues
not covered by the provisions of this code.
Section 28. Any amendments to this code may be proposed by members of the SAEB only. They
may be adopted prospectively relative to the current school year’s election with the approval of a
majority of the board.
Section 29. This election code shall take effect immediately after its promulgation. Copies of this
code shall be posted at the Student Alliance Bulletin Board and shall be given to every candidate
running in every succeeding election.
Section 28. Any amendments to this code may be proposed by members of the SAEB only. They

Election Code of the Student Alliance

  • 1. ELECTION CODE OF THE STUDENT ALLIANCE OF PHILIPPINE SCIENCE HIGH SCHOOL – MAIN CAMPUS Section 1. This activity shall involve the entire student population of Philippine Science High School – Main Campus. Section 2a. The Student Alliance Electoral Board (SAEB) shall have exclusive charge of the enforcement and the administration of all rules relative to the conduct of this undertaking. It shall exhaust all efforts within its powers to make sure that the will of the students are freely expressed, correctly ascertained, registered, and followed. All decisions formulated by the SAEB must be within the framework of the Election Code of the Student Alliance of Philippine Science High School – Main Campus and the Constitution of the Student Alliance of Philippine Science High School – Main Campus. Section 2b. The SAEB will be composed of the incumbent fourth year Student Alliance officers and the incumbent fourth year Batch Council officers. The Student Alliance faculty adviser will also act as the SAEB faculty moderator and a member of the board to help the SAEB perform its duties. However, only the student members of the board will be granted suffrage in any decisions and resolutions requiring a majority vote. Section 2c. SAEB members with first and second degree relatives running as candidates will still serve as members, but are required to inhibit themselves in decisions relating to these candidates. Section 3. Suffrage may be exercised by any bonafide student of Grade 7, Grade 8, and third year of Philippine Science High School – Main Campus. Section 4a. There shall be nine (9) offices open for candidacy for the Student Alliance: 1. Office of the President 2. Office of the Vice-President for Internal Affairs 3. Office of the Vice-President for External Affairs 4. Office of the Secretary 5. Office of the Assistant Secretary 6. Office of the Treasurer 7. Office of the Auditor 8. Office of the Public Relations Officer 9. Office of the Business Manager
  • 2. Section 4b. There shall be six (6) offices open for candidacy for the Batch Councils: 1. Office of the President 2. Office of the Vice-President 3. Office of the Secretary 4. Office of the Treasurer 5. Office of the Public Relations Officer 6. Office of the Batch Representative to the Student Alliance Section 4c. All positions stated shall be chosen by the direct vote of the student body granted suffrage in Section 3. The powers and duties of these offices are embodied in Article VI of the Constitution of the Student Alliance of Philippine Science High School – Main Campus. Section 5. Any bonafide student of Philippine Science High School – Main Campus in good standing and has no disciplinary cases may run for the positions mentioned in Section 4. However, if a candidate wins but his/her fourth quarter academic and character grades are not in good standing, the Curriculum Instruction and Services Division (CISD) will be given exclusive powers to act on this matter. Section 6. Student Alliance officers may not run for any other office in his/her batch and in his/her Homeroom Assembly. However, he/she may still assume one position, except for the Office of the President, in one club or in any one organization. Section 7. A student may run for one office. He/she may be a member of a recognized paty or he/she may run as an independent candidate (without party affiliations). Section 8. A party shall be taken as a voluntary organization collectively advocating certain principles for the general conduct of the student government. It will be encouraged, but not required, to field one candidate for each of the available offices and fill up the necessary forms with the SAEB. Section 9a. Attached to this document is the official candidacy form to be used. All candidacy forms must be returned properly and completely accomplished on or before the deadline of filing of candidacy forms as set by the SAEB. Section 9b. Only the SAEB shall have the power to proclaim the official candidates and parties. The proclamation shall be made one (1) school day after the deadline of the filing of candidacy forms. Section 10. Each party or independent candidate must submit statements of their policies and platforms together with their candidacy forms. The SAEB shall post these statements on the Student Alliance Bulletin Board. Section 11. The campaign period shall be limited to five (5) school days only. All parties and independent candidates will be required to remove all campaign materials one (1) school day after the conduct of the election and will be supervised by the SAEB. Refusal to cooperate will merit corresponding disciplinary actions to be recommended by the SAEB.
  • 3. Section 12. The SAEB will set the limit for the types, quantity, and amount spent for campaign materials to be used during the campaign period. The SAEB shall also set specific areas for the posting of campaign materials. The SAEB shall exhaust all efforts within its powers to ensure fair elections with equal exposure for candidates despite financial disparity and to prevent overspending for the elections. Any candidate or party refusing to comply with the regulations set shall merit corresponding disciplinary actions or disqualification to be recommended by the SAEB. Section 13. The SAEB shall host a miting de avance for all candidates in a single venue that is conducive to listening and will accommodate the entire student body. Section 14. Any form of vote buying, mudslinging, use of force or threats, and the like, is strictly prohibited. Any candidate or party found doing so shall be disqualified. Section 15. Tearing of campaign materials set up by any other candidates will be dealt with accordingly with proper disciplinary action to be recommended by the SAEB. Section 16. A candidate wishing to withdraw his/her candidacy must submit a signed written statement informing the SAEB of his/her action and explaining the reasons behind it at least three (3) days before the election. Final withdrawal of candidacy is subject to the approval of the SAEB. The SAEB shall exhaust all its efforts to prevent nuisance candidates from making a mockery of the elections. Section 17. All complaints against any candidate or party should be submitted to the SAEB and shall be properly investigated and acted upon. Only bonafide Student Alliance members, however, may file a complaint. Section 18. The SAEB shall have the powers to revoke any candidacy should it prove that he/she had violated any rule contained herein. Section 19. The following procedures shall be followed during election: PRE-ELECTION: 1. Class presidents shall receive the Election Kit (brown envelope) from an SA officer after Flag Ceremony. It should contain the following: a. Election Briefing b. List of candidates for each position c. List of usernames and passwords d. Class list (attendance sheet) ELECTION PROPER: 1. An assigned marshall shall take an initial headcount. Students who come in five (5) minutes after the scheduled time will not be allowed to vote. 2. The class president shall distribute the slips of paper containing each student’s username and password. 3. The class president shall leave slip/s of absent student/s in the envelope.
  • 4. 4. Students shall log in to their account on the computer. 5. Once students are logged in, they shall open any web browser and type in philsci in the address bar. 6. The Halalan home page will come out and students will be asked to input their username and passwords. Using the information on the slips of paper, students should be able to log in. 7. Students will be presented with a list of candidates per position and they must click on their chosen candidates. 8. Once they have chosen, students should click Submit Ballot and should confirm afterwards. 9. The class president shall instruct the students to sign the class list (attendance sheet) before leaving the room. The procedures must be followed strictly to allow the SAEB to facilitate elections orderly and properly. Section 20. The SAEB shall have the power to disqualify the vote of any voting person should it prove that he/she had cheated during the voting process. Section 21. The total number of votes per candidate are generated through a computer, therefore no complaints shall be entertained. Section 22. The candidate with the highest number of votes, based on the date generated by the computer, shall be considered elected to the office. In case only one candidate ran for a certain position, a simple majority (50% + 1) is required for him/her to be considered duly elected. Otherwise, a re-election shall be held. Section 23. Only bonafide Student Alliance members may file an election protest. Written election protests should be filed formally with the SAEB within two (2) school days after the election. Additional election protest filed beyond this period shall not be entertained. Section 24. Winning candidates shall be proclaimed by the SAEB one (1) school day after the protest period. However, in cases where protest for positions have not yet been resolved within that period, the positions still in dispute will not be proclaimed. Section 25. The official election results shall be posted on the Student Alliance Bulletin Board after the proclamation ceremonies. Section 26. In case of a tie, there shall be a re-election as soon as possible. Only candidates that garnered the same number of votes in the previous election shall be eligible to run. Campaigning before the period specified by the SAEB shall be prohibited. Any candidate or party refusing to comply shall merit corresponding disciplinary actions or disqualification to be recommended by the SAEB. Section 27. The SAEB shall be open to suggestions and consultations in areas, matters, or issues not covered by the provisions of this code.
  • 5. Section 28. Any amendments to this code may be proposed by members of the SAEB only. They may be adopted prospectively relative to the current school year’s election with the approval of a majority of the board. Section 29. This election code shall take effect immediately after its promulgation. Copies of this code shall be posted at the Student Alliance Bulletin Board and shall be given to every candidate running in every succeeding election.
