This technical presentation outlines CWM Survey & Inspection's pre-shipment inspection services for recyclables exported to developing countries. It provides an introduction to CWM's history and activities, including its contract with the Indonesian government to conduct mandatory inspections of scrap metals, waste paper, plastics and rubber being shipped from Europe. The purpose of pre-shipment inspections is to ensure recyclable consignments are free of toxic, hazardous and general municipal wastes, and to minimize the risk of entire shipments being rejected on arrival. Documentation is a key part of the inspection process.

5. Why Pre Shipment Inspection
•
Pre shipment inspection (pre-shipment inspection or PSI)
•
•
•
part of supply chain management
reliable quality control method
After ordering the goods/recycables, buyer has 3rd party (independent
inspection company) inspect the consignment
A PSI can be performed at different stages:
•
Checking the total amount of goods and packing
•
Controlling the quality and/or consistency of goods
•
Checking of all documentation, including test reports and packaging list
•
Verifying compliance with the standards of the destination country
6. Why Pre Shipment Inspection of Recyclables
•
Recyclables:
•
Waste paper
•
Scrap metal ferrous & non-ferrous
•
Scrap plastics
•
Rubber scrap
The scope of PSI is to ensure that
•
consignment is free of any toxic and hazardous waste
•
consignment is free of municipal waste and bio-medical waste
•
non-paper content does not exceed the % the Government or buyer finds
acceptable
•
minimize risk of rejection
•
health and safety of the community is safeguarded
7. Why Pre Shipment Inspection of Recyclables
• Various countries have regulations for mandatory pre shipment
inspection of recyclables (e.g. China, Indonesia, India)
• Scope of pre shipment inspection: check presence of Toxic &
Hazardous waste
• Importers want to buy a commodity / raw material not waste in
general
8. Why Pre Shipment Inspection of Recyclables
TO AVOID THAT DEVELOPING COUNTRIES BECOME THE JUNK
YARD OF THE REST OF THE WORLD
