10. Innoveren is een werkwoord (en dus een activiteit) De meest innoverende activiteiten leiden nooit tot een innovatie. Een klein percentage (15%) van innovatieprocessen leidt tot een innovatie. Als je economisch succesvol wilt zijn dan is een volgstrategie interessanter (“koop” i.p.v. “ontwikkel”). MKB innoveert & grote bedrijven adopteren. Nederland Kennisland 3.0 : Level Playing Field Marktwerking, Deregulering en Wetgevingskwaliteit is in 1996 naar aanleiding van klachten uit ondernemersland door het kabinet Kok I de MDW-werkgroep’Markt en Overheid’ (voorzitter: mr. J. Cohen) ingesteld om een analyse te maken van het marktoptreden door (semi-)overheidsorganisaties in concurrentie met derden De ongelijke concurrentieverhoudingen tussen OEMs en andere aanbieders kunnen volgens de werkgroep Cohen niet met behulp van het bestaande juridische instrumentarium in voldoende mate worden gelijk getrokken (level playing field). Daarom beveelt de werkgroep Cohen de afscheiding en afstoting van marktactiviteiten door OEMs aan die op open markten in concurrentie met particuliere ondernemers treden. Hierop maakt de werkgroep Cohen vier uitzonderingen, waarbij via gedragsregels zoveel mogelijk gelijke concurrentievoorwaarden moeten worden gerealiseerd. Tot die gedragsregels behoren onder meer: gelijke fiscale behandeling ten opzichte van private aanbieders, volledige tijdsevenredige toerekening van kosten aan de marktactiviteit, een verbod om informatie die de OEM ter beschikking heeft uit hoofde van de publieke taak exclusief voor de eigen marktactiviteiten aan te wenden en een verbod om bevoegdheden van openbaar gezag (bijvoorbeeld vergunningverlening) te vermengen met marktactiviteiten.
70. Nederland Kennisland 3.0 : Level Playing Field Anno 2009: Kennisinstellingen hebben tarief afspraken met LNV en EZ Voorbeeld van een normaal “kostprijs” tarief : 85-100 euro per uur. KIS worden voorgetrokken door hogere subsidies (e.g. 50% bij FND) KIS mogen vouchers aannemen (= ‘gratis geld’) en gebruiken die voor : (1) stage plekken, (2) cursussen aanbieden, (3) verkoop van apparatuur, (4) … KIS verkopen kennis opgebouwd met ‘maatschappelijk kapitaal Voor onderzoek is bij Europese aanbestedingsregels een uitzondering gemaakt. Veel KIS hebben een ‘boom’ aan BV’s en Stichtingen die voor vertroebeling zorgt. In Nederland Innovatieland 3.0 zorgen we samen voor een Level Playing Field.
71. Nederland Kennisland 3.0 : Level Playing Field Kennis zit in de maatschappij. Universiteiten hebben geen kennis monopoly meer (en zijn soms zelfs trendvolgers i.p.v. trendsetters) In de maatschappij zitten ook de noodzakelijke skills/vaardigheden om ideeën –met kennis van zaken- om te zetten naar innovaties. K Minder dan 5% van de kennis wordt in NL opgebouwd. 95% in de rest van de wereld. @ TOP : de kennis is gratis, ideeën en mensen niet. Wij willen concurrentie op basis van ideeën en vaardigheden.

Ook onderzoeksopdrachten gewoon gaan aanbesteden. Terugtrekkende overheid. Kennis en innovatie als economische sector gaan zien. Level Playing Field (Cohen). Bouw de directe financiering naar DLO (WUR) en TNO per direct af!

(wel shared-cost-facilities; maar via stichtingen) Subsidies maximaliseren (suggestie): Kleine(re) projecten & een subsidie plafond per bedrijf Geen woorden maar daden: Focus op resultaat en minder op inspanning. Meer lenen en garantstellingen; minder subsidies en geen directe financiering.
