Tras la recién visita a Francia del presidente Correa y su decisión de explotar el petróleo del parque Yasuni, he aquí unas informaciones sobre la situación en Ecuador que os invita a apoyar tanto el proceso de denuncia iniciado por los movimientos ecologistas y las comunidades indígenas como la petición de un referéndum de iniciativa popular.

Tras la recién visita a Francia del presidente Correa y su decisión de
explotar el petróleo del parque Yasuni, he aquí unas informaciones
sobre la situación en Ecuador que os invita a apoyar tanto el proceso
de denuncia iniciado por los movimientos ecologistas y las
comunidades indígenas como la petición de un referéndum de
iniciativa popular.
El 15 de agosto del 2013, el presidente ecuatoriano, Rafael Correa,
firmaba un decreto declarando acabar con lo que sin duda era la
iniciativa ecológica más original de estos últimos años : dejar el
petróleo de los campos ITT del parque Yasuni bajo tierra.
Tras haber sido apoyada por los movimientos sociales, ecologistas e
indígenas ecuatorianos en una perspectiva de defensa de los
derechos de las poblaciones indígenas y de protección de la
biodiversidad amazónica, la propuesta Yasuni se ha convertido en la
traducción en hechos de los nuevos derechos y principios integrados
en la nueva Constitución ecuatoriana del 2008. Rafael Correa y el
gobierno ecuatoriano han retomado y sostenido la propuesta Yasuni
en los foros internacionales, añadiéndoles a los argumentos
ecológicos y sociales la exigencia de una compensación económica,
en signo de solidaridad internacional frente al «esfuerzo» ecuatoriano
de no explotar el petróleo de los campos ITT.
De los 3,6 mil millones de la comunidad internacional que la
presidencia ecuatoriana esperaba obtener como compensación de esa
2. renuncia de explotación, tan sólo se han cobrado 13 millones y
prometido 116 millones. «El mundo nos ha abandonado», consideró
Rafael Correa quien lanzó en agosto el «Plan B», el cual se anunció
hace mucho tiempo y consiste en explotar el petróleo bruto para
«financiar la lucha contra la pobreza», especialmente en Amazonia. El
presidente ecuatoriano considera que tenía que elegir entre “un
parque Yasuni preservado al 100% y no tener dinero para luchar
contra la pobreza, o un 99% del parque intacto y tener 18 mil
millones de dólares» provenientes de la explotación petrolera. Eligió
la segunda opción, prometiendo utilizar técnicas que minimizaran el
impacto ecológico en la zona concernida.
Como no aceptaban la declaración del presidente ecuatoriano de
poner fin al proyecto, las organizaciones sociales, ecologistas e
indígenas que originaron la iniciativa tomaron el relevo de la iniciativa
Yasuni criticando los argumentos del presidente ecuatoriano. Según
ellas, es imposible preservar un 99% del parque Yasuni de las
consecuencias de la explotación petrolera dadas las características
extremadamente contaminantes del petróleo bruto que se extraería y
también porque más del 30% de la superficie del parque ya es objeto
de prospecciones y explotaciones petroleras. En cuanto a la lucha
contra la pobreza, estas organizaciones hacen notar que no depende
de la explotación de Yasuni, puesto que la pobreza resulta de las
estructuras injustas del reparto de rentas en Ecuador y que, con
aumentar de forma limitada los tipos impositivos de las empresas
privadas, se permitiría cobrar mucho más de lo que se espera cobrar
con la explotación petrolera, y eso, sin límite temporal.
Además de protestas y manifestaciones animadas, varias acciones
jurídicas y legales se han emprendido. De este modo, las
plataformas YASunidos y Frente de Defensa de la Amazonia han
decidido apoyarse en el fuerte rechazo de la explotación de Yasuni
por la población ecuatoriana – algunos sondeos indican hasta un 90%
de oponentes - para iniciar un proceso destinado a convocar un
referéndum de iniciativa popular. Objetivo : reunir unas 600 000
firmas, o sea un 5% de los electores ecuatorianos, para exigir un
referéndum sobre la pregunta siguiente : ¿Está usted de acuerdo
para que el gobierno ecuatoriano deje indefinidamente bajo tierra el
petróleo bruto del bloque Ishpingo, Tambococha y Tiputini (ITT),
conocido como el bloque 43 ?
Attac France, así como muchas otras organizaciones en Francia y en
el mundo, siempre ha apoyado esta iniciativa Yasuni, como un paso
más en la crítica de la civilización del petróleo que ha generado al
antropoceno y como un ejemplo emblemático de las iniciativas que
hay que promover y poner en marcha en una perspectiva post
petrolera y post extractivista de preservación de la humanidad y de
sobrevivencia de las poblaciones indígenas.
3. Siguiendo un pensamiento lógico, Attac France ha decidido apoyar el
proyecto de referéndum de iniciativa popular sostenido por las
organizaciones ecuatorianas, dándoles a conocer la iniciativa a sus
afiliados, comités locales, miembros fundadores y socios, e
invitándoles a sostener económicamente esta iniciativa.

Suite à la visite du président Correa récemment en France et à sa
décision d'exploiter le pétrole du parc Yasuni une information sur la
situation en Equateur qui vous invite à soutenir le processus de
dénonciation lancé par les mouvements écologistes et les
communautés indigènes et la demande d'un référendum d'initiative
populaire
Le 15 août 2013, le président équatorien, Rafael Correa, signait
un décret annonçant mettre fin à ce qui était sans doute l'initiative
écologique la plus originale de ces dernières années : laisser le
pétrole des champs ITT du parc Yasuni dans le sol.
Après avoir été portée par les mouvements sociaux, écologistes et
indigènes équatoriens dans une perspective de défense des droits des
populations indigènes et de protection de la biodiversité
amazonienne, la proposition Yasuni est devenu le symbole de la
traduction en actes des nouveaux droits et principes intégrés dans la
nouvelle Constitution équatorienne de 2008. La proposition Yasuni a
été reprise et portée par Rafael Correa et le gouvernement
équatorien au sein des arènes internationales, en ajoutant aux
arguments écologiques et sociaux l'exigence d'une compensation
économique, comme un geste de solidarité internationale face à
« l'effort » équatorien consistant à ne pas exploiter le pétrole des
champs ITT. Sur les 3,6 milliards escomptés de la communauté
internationale par la présidence équatorienne en compensation de
cette non-exploitation, seuls 13 millions de dollars ont effectivement
4. été récoltés et 116 millions promis. « Le monde nous a lâchés » a
estimé Rafael Correa qui a engagé en août dernier le « Plan B »,
annoncé de longue date, celui qui ouvre à l'exploitation du brut afin
de « financer la lutte contre la pauvreté », notamment en Amazonie.
Le président équatorien considère qu'il devait choisir entre « un parc
Yasuni 100 % préservé et ne pas avoir d'argent pour lutter contre la
pauvreté, ou 99 % du parc intact et disposer de 18 milliards de
dollars » tirés de l'exploitation pétrolière. Il a choisi la seconde
option, tout en promettant des techniques qui minimisent l'impact
écologique sur la zone concernée.
N'acceptant pas que le président équatorien ait annoncé vouloir
mettre fin au projet, les organisations sociales, écologistes et
indigènes qui furent à l'origine de l'initiative ont repris le flambeau de
l'initiative Yasuni en critiquant les arguments du président équatorien.
Selon elles, il est impossible de préserver 99% du parc Yasuni des
conséquences de l'exploitation pétrolière en raison des
caractéristiques extrêmement polluantes du brut qui sera extrait et
parce que plus de 30 % de la surface du parc fait déjà l'objet de
prospections et d'exploitations pétrolières. Quant à la lutte contre la
pauvreté, ces organisations font remarquer qu'elle ne dépend pas de
l'exploitation de Yasuni puisque la pauvreté résulte des structures
injustes de répartition des revenus en Equateur et qu'un relèvement
limité des taux d'imposition des entreprises privées permettraient de
récolter bien plus que la rente pétrolière escomptée et ce, sans limite
dans le temps. En plus de vives protestations et manifestations,
plusieurs actions juridiques et légales sont en cours. Ainsi, les
plateformes YASunidos et Frente de Defensa de la Amazonia ont
décidé de s'appuyer sur le fort rejet de l'exploitation de Yasuni par la
population équatorienne – certains sondages indiquent jusqu'à 90 %
d'opposants – pour initier une procédure visant à convoquer un
référendum d'initiative populaire. Objectif : collecter près de 600 000
signatures, soit 5 % de l'électorat équatorien, pour exiger un
référendum sur la question suivante : Etes-vous d'accord pour que le
gouvernement équatorien maintienne indéfiniment sous terre le
(pétrole) brut du bloc Ishpingo, Tambococha et Tiputini (ITT), connu
comme le bloc 43 ?
Attac France, avec de nombreuses autres organisations en France et
dans le monde, a toujours soutenu cette initiative Yasuni, comme un
pas supplémentaire dans la critique de la civilisation du pétrole qui a
généré l'anthropocène et comme un exemple emblématique des
initiatives à promouvoir et mettre en œuvre dans une perspective
post-pétrolière et post-extractiviste, de préservation des communs de
l'humanité et de survie des populations indigènes.
Dans une suite logique, Attac France a décidé de soutenir le projet de

équatoriennes en faisant connaître l'initiative auprès de ses
adhérents, comités locaux, membres fondateurs et partenaires et en

the collection of 600.000 signatures needed if there is to be a popular
referendum in the country to press the government to keep
the oil in the soil in Yasuni-ITT.
YASunidos /yasunidos.org) is a coalition of young people from all the
country who lack resources but are full of enthusiams for
campagning
In order to acheive the goal they need computers, tables, chairs,
pens, logo t-shirts,transport expenses and so on.
We are trying to collect $10,000 for the "Yasunidos" so they can keep
up their efforts during the 6 months that the campaign will last.

Leave the oil in the ground for a social and
environmental post-fossil fuels alternative!
Following the recent visit of president Correa in France and his
decision to extract oil from Yasuni park, we would like to share
information on Ecuadorian situation and invite you to support the
protest actions of environmental movements and indigenous
communities and the demand for a citizen-driven referendum
On 15th August 2013, the Ecuadorian president Rafael Correa signed
a decree: announcing the end of what was probably the most
original environmental initiative of the last several years: leave the oil
of the ITT fields in the Yasuni park in the ground.
Originally supported by Ecuadorian social, environmental and
indigenous movements, to defend the rights of indigenous people and
the protection of the Amazonian biodiversity, the Yasuni proposal
became the symbol of the transposition into acts of the new rights
and principles included in the new 2008 Ecuadorian Constitution.
The Yasuni proposal was taken on board and supported by Rafael
Correa and the Ecuadorian government in international arenas, who
added to the social and environmental arguments the demand for an
economic compensation, as an international solidarity gesture for
Ecuador`s « effort » not to exploit oil from ITT fields. Out of the 3,6
billion of dollars the Ecuadorian presidency expected from the
international community for compensation from non-exploitation,
only 13 million were effectively collected and 116 million promised.
«The world has abandoned us» claimed Rafael Correa who started
last August the « Plan B », which had been announced for a long
time, and which allows oil extraction to «finance the fight against
poverty », especially in Amazonia. The Ecuadorian president
considers that he had to choose between « a 100% preserved Yasuni
park without money to fight poverty or a 99 % preserved park and
the disposal of 18 billion dollars» from oil exploitation. He chose the
second option, while promising technologies which minimise the
environmental impacts in the exploitation areas.
Refusing the announcement of the end of the project by the
Ecuadorian president, environmental, social and indigenous
organisations, which launched the initiative, took it on board again
and criticised the arguments of the Ecuadorian president. According
to them, it is impossible to protect 99% of the Yasuni park from the
consequences of oil exploitation due to the extreme pollution caused
7. by oil exploitation and because more than 30 % of the park territory
is already subject to oil prospection and exploitation. According to
those organisations, the fight against poverty does not depend on the
Yasuni exploitation as poverty is the result of unfair structures of
wealth redistribution in Ecuador and because a limited increase of
corporate tax would lead to more revenues than the prospective oil
revenues and would not be limited in time. In addition to strong
protests and demonstrations, several legal actions are in process.
The platforms YASunidos and Frente de Defensa de la
Amazonia have decided to rely on the strong refusal of Yasuni
exploitation among the Ecuadorian population –certain
polls evaluate opposition to as much as 90% of citizens – to initiate a
procedure for a citizen-driven referendum. The objective is to collect
around 600 000 signatures, that is 5 % of the Ecuadorian electorate,
to demand a referendum on the following question: Do you agree to
the Ecuadorian government indefinitely maintaining in the ground the
oil from the bloc Ishpingo, Tambococha and Tiputini (ITT), known as
bloc 43 ?
Attac France, with numerous other organisations in France and in the
world, have always supported the Yasuni initiative as part of its
criticism of our oil-dependent civilisation which has generated the
anthropocene and as a symbolic example of initiatives to promote
and implement in a post-oil and post-extractivism perspective, to
protect humanity`s commons and for the survival of indigenous
populations.
As a logical follow-up, Attac France has decided to support the
popular referendum project brought together by the Ecuadorian
organisations by informing its members, local committees, founding
members and partners of this initiative and inviting them to
financially support it.
