22 Small Business ProgramsSBA Government-Wide Procurement Small Business Act states that all small businesses shall have the opportunity to participate in providing goods and services to the government. To ensure that small businesses get their fair share, the SBA negotiates procurement preferenceswith each federal agency. Those requirements are also passed on to prime contractors through their subcontracting plans.
