Public security remains the country’s most serious problem, undermining reforms and social
progress. The fragility, lack of transparency and absence of accountability within state institutions constitute
serious problems that need to be addressed by the government as soon as possible. Cooperation, compromise
and participation within Guatemalan society remain difficult due to continuing violence and fragmentation within
civil society and other organized interest groups. While the government and civil society organizations do
communicate, links between civil society and the party system are weak. This leads to dead ends when pacts over
reforms are made between civil society groups and government, but are then are rejected by the Congress.
The indigenous majority (accounting for between 40% and 60% of the population) is still politically and
economically underrepresented above the community level. Ensuring social integration and political participation
on the part of the indigenous majority remains a primary challenge in coming years. Neglecting this population’s
rightful claims for a better life could lead to a process of radicalization and politicization, as has taken place in
other Latin American countries.

6. What are Avenues to DRM funding –

implementing and managing rehabilitation and reconstruction projects after disasters:
the Unidad de Conservación Vial (COVIAL), which manages the funds allocated to the
maintenance of the road network; the Fondo Nacional para la Paz (the National Fund for
Peace, or FONAPAZ), which develops and implements projects to eradicate poverty and
extreme poverty (communal buildings, halls, sport fields, and recreation, education,
and nutritional programs); and the Secretaría Coordinadora Ejecutiva de la Presidencia
(SCEP)/ Unidad de Convoyes Regionales, a unit specializing in the implementation and
management of construction and maintenance projects of rural roads. (5)
8. 5. Recommendations
1) Offer low cost micro Insurance for house contents to the Indigenous as part of Risk
Transfer initiative
2) Identify reliable Micro Credit Lenders ‐ BanRural has a Grameen Bank‐ and have the
required forms filled out and at the ready.
3) Improve Radio and CB connections to communities (in case of telecommunications
outages)
4) Train informal (female) health providers in NADA Protocol – Providing ear acupuncture
would supply the women with additional income and enable them to treat PTSD during
the recovery phase and beyond.
5) Have local firemen give First Aid Instructions
6) Build low cost community centers to promote Civil Society and for stowing emergency
equipment and supplies
7) Find donors to provide funds for equipment and supplies
8) Find donors to provide trainings for Women and Children in preparedness (Disaster
Maps, etc.)
9) Find donors to provide assistance in soil stabilization
10) ENFORCE whatever Building Code exists.

La seguridad pública sigue siendo el problema más grave del país , lo que socava las reformas y
sociales progreso. La fragilidad , la falta de transparencia y la ausencia de rendición de cuentas
en las instituciones del Estado constituyen problemas graves que deben ser abordados por el
gobierno tan pronto como sea posible. La cooperación , el compromiso y la participación dentro
de la sociedad guatemalteca sigue siendo difícil debido a la continuación de la violencia y la
fragmentación de la sociedad civil y otros grupos de interés organizados . Mientras que el
gobierno y las organizaciones de la sociedad civil se comunican , los vínculos entre la sociedad
civil y el sistema de partidos son débiles. Esto conduce a callejones sin salida , cuando los pactos
sobre las reformas se hacen entre grupos de la sociedad civil y del gobierno, pero son luego son
rechazadas por el Congreso .
La mayoría indígena (que representan entre el 40% y el 60% de la población) sigue siendo
política y económicamente menos representado encima del nivel de la comunidad . Garantizar
la integración social y la participación política por parte de la mayoría indígena sigue siendo un
reto principal en los próximos años . Descuidar justos reclamos de esta población a una vida
mejor podría conducir a un proceso de radicalización y la politización , como ha ocurrido en
