Personal Profile and Areas of Primary Expertise
24 years of post-MSc. consultancy experience in the transport sphere, spanning over 30 countries/
territories across six continents in all stages of economic development. This covers demand forecasting,
demand-side risk analysis, economic analysis, advising on commercial feasibility and performance
improvement, institutional and regulatory reform, providing capability development, as well as advising
on transport policy. Skilled in the scoping, design and analysis of data from a variety of market research
techniques, including adaptive conjoint analysis and more traditional Stated Preference methods alike.
Undertaken economic forecasting and scenario formulation. Combined quantitative and qualitative
approaches to scheme appraisal and risk assessment/ mitigation, including use of Balanced Score Card,
defining and monitoring Key Performance Indicators.
Analysed urban, inter-urban and international passenger and freight transport projects, for modes
including: rail (inter-city, high speed, commuter and freight); airborne; waterborne (riparian and
maritime); metro; LRT; tram; monorail; Personal Rapid Transit (PRT); bus and coach; Bus Rapid
Transit; minibus; taxi; car; truck; motorcycles; bicycles; and, pedestrians. Advised government,
development agencies, developers, investors, and lenders, including due diligence for project valuation
and (re-)financing purposes. Provided Expert Testimony.
Managed, audited, developed, enhanced and reviewed transport models, using inter alia EMME, JICA
STRADA, SATURN, TRANPLAN and TRIPS “hands on.” Managed, reviewed and advised on Cube,
TransCAD and VISUM models. Built Excel/ Visual Basic modules either to integrate traditional
transport models or as standalones, including for “sketch planning” and Monte Carlo risk simulations. I
have my own 1000-zone EMME licence. Also experienced in using HDM-IV RUC.
Broad ranging project and task management from high-level, wide-area strategic to small-scale local
studies; from tendering, through execution, delivery and follow-up service. Managed and worked in
