data it needs
 Application obtains metadata to interpret the
data
 Application uses Open Commons to build
strategy and tool chain to use the data
 Application access the data and displays it
Then it’s the user’s turn

6. Some features
 At “develop time” neither the developer nor
the application know whose data they are
going to use
 So no licensing info at “develop time”
 Design goal is
‒ to make acquisition of new data automatic
and programmatic
‒ not to have to maintain/refresh/revise the
core application to incorporate a new city

7. What this means for licensing
 A dataset’s licence needs to machine-
interpretable
‒ Permissibility of “standard operations”
‒ Identification of “excluded” data in the dataset
‒ Attribution statement
 Data providers need to publish licence
“manifest”
 Standard, pan-European licences would help!
 If not one standard licence licence then at
least a standard framework for describing the
licence to a machine?
