The endemic problem of stray animals in Romania: the origins of the problem go back to the time of the dictator Ceausescu.
The demolitions during the 80s, in Bucharest and elsewhere.
The outcome of such demolitions: “megalomaniac” buildings, like the People's House in Bucharest…
… a public housing, of which the results are evident to this day...
… and the abandonment of thousands of watchdogs.
As a result: a lack of management for 20 years, until 2001, when the first captures were carried out in the capital city and, immediately after, in all the country.
Methods of mass elimination: killings (and mostly not euthanasias... )
Poisonings, starvation deaths: things you probably already know, from direct experience in your own country or because you have seen them on the Internet.
In addition to the horrors produced by Romanian authorities, we must not forget those caused by "animal lovers" or groups - more or less improvised - who appeared following the order of the mayor Basescu to eliminate all the strays.
Scene change: Milan office premises of the agency Saatchi & Saatchi. Here I worked as an account manager and tried to pursue my career, fascinated by the world of advertising...
… and fashion. I never missed a catwalk. In my spare time, I volunteered for dog pounds in Milan, but my priority was my career.
My trip to Bucharest in 2001, after reading what was happening, brought about a major shift in my life: how many of you have started their own commitment to animals as a result of a strong emotional shock, which has radically changed your priorities in life? Probably many of you went through the same traumatic experience.

Relocating to Romania: hunting for a cheap apartment...
The meeting with the mayor (trying to forget that – in the past – he, too, had killed dogs with poison) and the beginning of a collaboration.
Finding a new location (just with the mayor's help).
The Eastern European countries share a history that makes them very different from both the Mediterranean countries and those in northern Europe. Understanding these distinctive features is essential to take action in the right way and not to repeat the mistakes made in the early stages, during the “aid from a distance” phase.
In 2002, the shelter in Cernavoda counted a veterinary, a nurse and a worker.
At the beginning, it will be better not to imagine your in-patient area as it appears in the first picture... as it will probably be more like the one in the second picture: rough wooden enclosures, at the sight of which any vet would be appalled, but that – in lack of funds and for some time – will perform a function similar to that of Shor-line (one of the sponsors of this great event).
The operating theatre will not be like this either…
But more similar to something like this: an old table salvaged from a hospital.
The same goes for the dog kennels….
Here are our pounds in 2010: still far from Shor-line, of course, but also from the early wooden enclosures.
Here is the same operating theatre we had in 2002: a step forward, a middle ground between the basic arrangement of 2002 and the super modern operating rooms of some foreign clinics.
The shelter enclosures: no wood impregnated with waste oil and no easily perishable wooden doghouses. Once again, we are far from ideal (and far from the extraordinary shelters of Dogs Trust in England), but a change took place and there is a growing care for the welfare of the animals.
A sustained effort is needed to monitor the phenomenon and to try to understand what changes is the canine population subject to.It is important to have hard evidence of your own veterinary activities and to report to the authorities in a timely manner.
We must circumscribe a geographical area and never leave it, if not in exceptional cases.This will disappoint many people who will ask for our help and will not understand our refusals, but it does not matter. The risk we are running is way too big!
The importance of conferences like ICAWC…
If in the beginning a few thousand euros are enough to make things work, when the project grows budget becomes a crucial issue to which we must devote time. Therefore, it is vital that we have at least one person dedicated to fundraising (a volunteer at first, then possibly an employee). If we underestimate this aspect thinking exclusively about the management of the animals, our whole project will most likely fail.
I realized I had to go back to Italy, to create a parent organization that could finance the project and to focus on fundraising and communication, things for which I had more skills and expertise.
At first I thought that, within 5-10 years of hard work, I would have solved the problem of stray dogs in the cities where I had launched the project: it was a major mistake! The risk in not being aware of the complexity of the phenomena and their resolution is to become demoralized and to feel tempted, after a few years, to drop everything as things do not go as expected. It is important to combine your passion and ideal drive with the exploration and study of the issues that are being tackled, to be prepared and aware of what you will deal with. For example: the massive phenomenon of dumping prevents CNR local projects to yield the expected results. Therefore we reach a certain decrease in the number of strays but, after that, "we get stuck."
