Birgit Schmidt: RDA for Libraries from an International Perspective
1. RDA FOR LIBRARIES FROM AN
INTERNATIONAL PERSPECTIVE
Dr Birgit Schmidt
Göttingen State and University Library
Dublin, 8 September 2017

2. Many reasons why libraries engage
with research data
• Research data are core to the records of
science.
• Data management is not the sole
responsibility of researchers.
• Support by information
professionals is essential
for securing long-term
access and reuse.

3. Why engage in RDA
• International communities of practice build
across professions (research, data centres,
libraries, publishers, etc.)
• Problem-oriented approach targeting core
data management challenges
• Exchange and feedback on approaches and
standards, inspiration & opportunities for
collaboration
A National Approach to Open Research Data in Ireland, 8 September 2017 3
4. Example activities & outcomes
Interest groups (IG) work on specific challenges, e.g. repository platforms &
certification, metadata, vocabularies, PIDs, data publishing, data discovery,
education and training, domain repositories, long tail data, disciplinary topics,
ethics and social aspects, legal interoperability, etc.
Recently proposed, e.g. Active Data Management Plans IG
Outcomes are typically pushing for
• new data standards or harmonization of existing standards,
• greater data sharing, exchange, interoperability, (re-)usability &
discoverability,
• better management, stewardship & preservation of research data.
>> Many of these activities are crucial for making data FAIR
A National Approach to Open Research Data in Ireland, 8 September 2017 4
5. Establishing trust in repositories
„Data sharing standards
incentivize authors to make
data available in trusted
repositories“ (Nosek et al.,
2015).

9. Libraries for Research Data (L4RD)
Interest Group
• Co-chairs: Michael Witt, Andi Ogier, Birgit
Schmidt (former co-chairs: Kathleen Shearer,
Wolfram Horstmann)
• 330+ members
• Example outputs
– Briefing paper on „How to maximize research data
skills in libraries“
– 23 Things Libraries for Research Data
• Topics at P10: realities of RDM (OCLC report),
panel on assessment of research data services,
library carpentry
A National Approach to Open Research Data in Ireland, 8 September 2017 9
10. L4RD: Suggestions by members for
further investigation
• Research data services: organizational models (incl. consortia, shared
infrastructure), scalability, assessment
• Institutional policies: library role in policy development/compliances,
primary role of libraries vs. those of other units
• Adoption of RDA outputs: Adoption of outputs from other RDA groups,
outreach to faculty about RDA outputs
• Knowledge transfer: anything from the library community that might be
useful & applicabel to the research community (e.g. archiving tools)
• Data management: data collection development policies, user behaviour,
discoverability (incl by non-specialists), archiving (what to keep, best
practices), data mgt. flows, research data metrics
• Training, skilling of librarians, researchers and graduate students
• Engaging with researchers: What frameworks, methods, processes and
technologies do various libraries utilise to engage with researchers and
research groups

12. International & European perspectives
Many individuals / groups act as a bridge between
initiatives, professions and regions:
• infrastructure-related: CODATA, International Council for Science
World Data System (ICSU-WDS), EUDAT, OpenAIRE, COAR, … and
the European Open Science Cloud (EOSC)
• disciplinary: ELIXIR, FAO,
GEO, …
• library associations: LIBER,
ARL, CARL,…
• national RDM networks
• service providers: DataCite,
ORCID, publishers,…

Next phase: RDA Europe 4.0
“The scope of RDA Europe 4.0 is to become the
centre-piece for an EU Open Science Strategy
through a consolidated European network of
National Nodes, bringing forward an RDA
legacy in Europe…”

15. What
EC flagship initiative to support the transition to more effective Open
Science and Open Innovation
The EOSC will be
a virtual environment with open and seamless services for storage,
management, analysis and re-use of research data, across borders and
scientific disciplines by federating existing scientific data infrastructures

17. How
Establish the governance framework for the EOSC
and contribute to the development of European
open science policy and best practice;
Develop a number of demonstrators functioning as
high-profile pilots in a number of scientific
domains;
Engage with a broad range of stakeholders to build
the trust and skills required for adoption of an open
approach to scientific research.

20. EOSC catalogue of services
EOSC will provide a comprehensive and evolving set of services
supporting an open science-friendly knowledge production lifecycle.
Such EOSC services will include:
scientific instruments;
data;
applications, workflows, software;
storage, compute and network connectivity;
written knowledge (e.g. scientific publications, educational and
training resources);
services for enabling federated access, like federated identity service
provisioning, authentication, authorization, and accounting;
collaborative services enabling the sharing, use and reuse of digital
capabilities.
A National Approach to Open Research Data in Ireland, 8 September 2017 20
21. EGDF: EOSC Governance Development
Framework
The main challenge of establishing the EOSC is how
to construct a framework allowing strong and
diverse stakeholders to work together.
EOSC pilot will design and trial a stakeholder-
driven governance framework with the
involvement of all stakeholders. This will then
shape and oversee future development of the
European Open Science Cloud.
