- Ask question: how many of you know the average condition of your roads? How many know the average condition of your water main? How many tried putting both together to develop a collective capital improvements plan? How much did it cost you?
- If I did not do anything, eventually the asset will reach a point of major rehabilitation, usually at the end of its asset life, and require major investment in order to increase its condition. However, if proper intervention were to occur at proper time intervals, point of major re-construct would not be reached for a long period of time.
- Pipes are different – joint failure and environment. Three stages…First challenge: curve itself (environment, material, operation dependent) – nobody observed this – it’s out of sight Second challenge: what is condition? Cannot make judgments on number of breaks only!!! Too many breaks to be realistic… My talk is about the third curve of the theoretical deterioration curve: i.e. we know we have breaks in the pipe…
- Condition is a function of three parameters: physical, service delivery, liability
- How can I put all that information together and make sense of it? More importantly, can I use these signs to decide what water main to tackle and when?
- Not all info on this is absolutely necessary, this method is very customizable, hence very community need driven
- This shows average pressure variation. Similar graph could be produced for fire protection variation. Also, start grouping
- Of all your water main, you should tackle the highlighted water main and you should tackle them in the order presented, hence the what and when. Emphasize importance of technology: GIS, CMMS – makes post processing easier, data management easier, also, of course, the importance of data collection…. There is one thing the previous pavement management model cannot do, that is collective infrastructure prioritization.
