Dear Euro Working Group members! Dear Friends!
It is our pleasure to encourage you to read the 2016/2017 issue of the EWG-DSS Newsletter,
which includes the summary of our group‘s activities in this period, announcements from group
members and upcoming events.
In 2016 the EWG-DSS managed to organize with success two events, namely: the 2nd
EWG-DSS
International Conference on Decision Support System Technology ICDSST-2016 in Plymouth, UK,
from May 23rd
to 25th
, 2016; and the DSS Stream at the EURO-2016, the 28th European Conference
for Operational Research and Management Science (ORMS), organized by the European
Association of Operational Research Societies in conjunction with the Polish OR Society. The EURO
2016 took place at the Poznan University in Poznan, Poland from July 3rd to 6th, 2016.
The ICDSST Conferences organized by the EWG-DSS offer the European and International DSS
Communities, including the academic and the industrial sectors, opportunities to present state-of-the-
art DSS developments and to discuss about the current challenges that surround Decision-Making
processes, focusing on realistic but innovative solutions; as well as on potential new business
opportunities. This year the ICDSST 2017 happens in Namur, Belgium, locally organized by Isabelle
Linden and her research group in the University of Namur. Read more about it in this issue.
In 2016 the EWG-DSS upgraded its management structure and included in it an Advisory Board
(AB), which is chaired by Rita Ribeiro. The AB includes experienced researchers and EWG-DSS
long-term members that have contributed to the DSS field and to the activities of the group. More
details about the EWG-DSS Advisory Board and its members can be read in the News section of this
Newsletter.
The publications produced by the EWG-DSS during the 2016-2017 period include: the
Proceedings of the ICDSST 2016 conference; More information about those editions can be found
in the Publications section of this Newsletter.
All prizes and award initiatives have been successfully carried on by the EWG-DSS. Among
them, we cite: the promotion of the ―Best Papers Prizes‖ in our Conferences, for which some
sponsor-companies distribute licenses of simulation and DSS-area-related software packages as
prizes for best presented papers; and the EWG-DSS Yearly Award for young researchers. Read
more about it in the EWG-DSS Award section.
For the year 2018, the EWG-DSS has the pleasure to announce its 4th
International Conference
on Decision Support System Technology ICDSST-2018as a joint event with the PROMETHEE Days
2018. The joint-conference ICDSST & PROMETHEE Days 2018 will take place in Heraklion, Crete,
Greece, from May 22nd
to 23rd
, 2018. The main focus of the ICDSST-2018will be Sustainable Data-
Driven & Evidence-based Decision Support with Applications to the Environment and Energy
Sectors. All EWG-DSS Members are welcome to participate. Additionally, users of PROMETHEE will
be able to disseminate their theoretical developments or practical applications of the PROMETHEE
methods in the ICDSST & PROMETHEE Days 2018. A full report about the Joint-Conference in
2018 is in the ―EWG-DSS Events‖ section of this issue, along with the other upcoming events.
This Newsletter Nr.15also presents to you an interview with Prof. Bertrand Mareschal, from the
ULB – Université Libre de Bruxelles, Solvay Brussels School of Economics and Management in
Brussels, Belgium. A well known academic in the areas of Statistics and Operational Research and
organizer of the PROMETHEE DAYS events, as well as a long-term EWG-DSS member. It is a
pleasure for us to have Bertrand‘s interview in this issue. We hope you enjoy reading it!
Our research group reached our planned collaboration goals in the covered period of
2016/2017 and we are very happy about the successful impact that we have made so far within the
DSS communities in Europe and Worldwide. As we always remind you,: all this would not have been

EWG-DSS
New Management Structure
In 2016 the EWG-DSS upgraded its
management structure and included in it
an Advisory Board (AB), which is
chaired by Rita Ribeiro. The new
management strucuture, in which the
AB takes part is illustrated below.
Apart from the AB, two teams
formed by the EWG-DSS Members who
collaborate with EWG-DSS joint editions
and research projects:an Editorial Team
(ET) that is composed of researchers
that have guest-edited Journal Special
Issues and Springer Books with the CB;
and a Scientific Collaboration Team
(SCT) that includes the researchers who
are involved with EWG-DSS research
projects and initiatives, like for instance
the Collab_Net Project. Only the
Coordination & Executive Board CB-EB
can officially report to EURO and reply
to EWG-DSS Members. The Board of
Assistants (BA) is to be formed by
young researchers linked to the CB-EB
members, in order to assist them with
the EWG-DSS annual tasks.
Board and Team members can be in
more than one of the groups of the
EWG-DSS new defined Management
Structure. See figure below. However,
the members of the Coordination Board
are not members of the Advisory Board,
and vice-versa.
The EWG-DSS will notify all members
about further details of the other boards
and teams of this structure soon.
EWG-DSS Advisory Board:
The AB includes experienced
researchers and EWG-DSS long-term
members that have contributed to the
DSS field and to the activities of the
group. The Advisory Board members
are expected to promote the EWG-DSS
organized conferences and activities
among your collaborators; support the
EWG-DSS CB with manuscripts
reviewing tasks; participate as actively
as possible in the EWG-DSS organized
events and activities, including
conferences, projects and publication-
editions; try to attend the annual
conference of the EWG-DSS, the
ICDSST; and bring new ideas for
enhancing and innovating the EWG-
DSS activities and organized events.

EWG-DSS: Dear Bertrand, thank you
very much for agreeing to this interview.
First, let us know a few things about
your background.
BM: After attending classical studies
and learning ancient Greek and Latin at
school, I decided to learn Mathematics
at the ULB University of Brussels. I
graduated in 1983 and obtained a
Doctorate in Science in 1989 from the
same university.
In 1982, I took an elective course on
Operational Research. It was nice to
learn mathematical programming and
other optimization techniques and to
explore more applied mathematics. I
then decided to do my graduate thesis
on this topic and went to ask the OR
professor for a thesis subject. The OR
professor was Jean-Pierre Brans and he
was back from a conference in Québec
City where he had presented for the first
time the bases of the PROMETHEE
Multicriteria Decision Aid methods.This
was the beginning of a 30-year story
with Jean-Pierre and with
PROMETHEE.
After completing my doctoral thesis in
the field of Multicriteria Decision Aid
(MCDA) in 1989, I started an academic
career at the Solvay Brussels School of
Economics and Management. I am
currently teaching statistics, operational
research and decision aid.
EWG-DSS: Can you tell us more about
the development of Multicriteria
Decision Aid and its interaction with
Decision Support Systems?
BM: Back in 1983 when I attended an
international OR conference (EURO VI,
in Vienna) for the first time, things were
quite different from now: conference
fees were much cheaper, attendance
and the number of parallel sessions
were quite lower, conviviality and quality
were much higher, and MCDA was not
as widespread as it is today.
Multicriteria methods were burgeoning,
with many new proposals appearing
every year. Computers were mostly
non-interactive mainframes and it was
very difficult to use multicriteria methods
for solving actual decision problems.
At EURO VI, Jean-Pierre Brans
proposed to organize EURO Summer
Institutes (ESI) gathering young
European promising researchers around
specific fields. I took part to the 2
nd
ESI
organized in Brussels in 1985 about
MCDA. In 1989, the 6
th
ESI took place
in Portugal and was about Decision
Support Systems (DSS).
At that time, the border between MCDA
and DSS was faint as DSS needed
decision aid tools and MCDA needed to
be integrated into wider decision
systems. Besides, during the 1980‘s,
personal computers appeared,
spreadsheet and other software
appeared and people started to use
these for decision support.

In July 1990, I made a presentation of
the PROMCALC Decision Support
System at the 1
st
Meeting of the EWG-
DSS in Fontainebleau. At that time
PROMCALC was one of the first
interactive MCDA software, based on
the PROMETHEE methods.
From that time on, MCDA and DSS
have much developed and have
become important fields of OR.
EWG-DSS: Why is MCDA so
important today?
BM: Decisions are made every day.
They shape our world. It is important
that they are made as well as possible,
and that as good as possible decisions
are made. This can be achieved in
different ways.
Decisions can be made using a
qualitative approach, considering the
feeling or the expertise of decision
makers. This has been done for
centuries, with various results. Today
however this approach has reached its
limits, mostly because our brains have
limits when it comes to objectively and
exhaustively analyze large amounts of
data.
Alternatively, quantitative approaches
can be used. They rely on modelling the
decision problems and using
mathematical methods and the power of
computers to provide decision makers
with sound decision advice. Different
types of models can be developed.
Historically most classical OR models
are unicriterion ones: they are based on
a single and often economic criterion,
such as profit or cost, and they seek to
achieve optimal decisions. Most actual
decision problems however involve
multiple and often conflicting objectives.
One particularly important example
today is the concept of sustainable
development: our decisions should as
much as possible be made considering
their economic, social and
environmental impacts. This calls for
multicriteria models where several
objectives can be considered
simultaneously and balanced with each
other. MCDA methods provide decision
makers with appropriate tools to analyze
decision problems involving multiple
criteria and to make more ―sustainable‖
decisions. Taking into account multiple
objectives and multiple points of view of
different stakeholders is also essential
to ensure ethics in decision processes.
EWG-DSS: You are one of the main
developers of the PROMETHEE
methods. Can you tell us more about
these methods?
BM: The PROMETHEE methods belong
to the family of outranking methods
initiated by Professor Bernard Roy with
the ELECTRE methods. Compared with
the multi-attribute utility theory (MAUT)
approach popular in Anglo-Saxon
countries, outranking methods make
fewer assumptions about the
preferences of the decision makers and
try to remain closer to the multicriteria
nature of decision problems. They also
make it possible to avoid excessive
compensation between conflicting
criteria, thus leading to better-balanced
decisions.
PROMETHEE was invented by
Professor Jean-Pierre Brans and first
presented publicly in 1982. I was lucky
enough to be a student of Jean-Pierre at
that time and to be involved in the
development of PROMETHEE.
Back in 1982, PROMETHEE was very
similar to contemporary ELECTRE
methods: it was possible to rank
alternative decisions, either completely
or partially (thus allowing for
incomparability).
Today (2017), more than 1500
PROMETHEE-related papers have
been published worldwide and the
seminal paper ―How to select and how
to rank projects – The PROMETHEE
method‖ published in EJOR in 1986 is
among the top cited OR papers
according to recent bibliometric studies.
Several reasons can explain this
success.
From the beginning, PROMETHEE was
meant to be simple to understand and to
use. Simple doesn‘t mean simplistic.
PROMETHEE provides decision makers
with sound results and yet its basic
principles can be understood and
accepted widely. Besides, these
principles make it possible to develop
additional types of analyses such as for
instance descriptive analyses (GAIA),
weight sensitivity analyses (Walking
Weights and Stability Intervals), group
decision analyses (GDSS-
PROMETHEE) and multiple selection
(PROMETHEE V). At the turn of the 21
th
Century, PROMETHEE had evolved to
a complete decision aid (support)
system including multiple tools
appropriate to different decision problem
situations.
Another important development factor of
PROMETHEE is the availability of
interactive and user-friendly software.
I have developed the PROMCALC
software at the end of the 1980‘s. It was
running under MS-DOS, with limited
graphical features, but it was at that
time one of the first truly interactive and
usable MCDA software.
PROMCALC was followed by Decision
Lab in 2000, with a MS-Windows
interface and new features (a.o. GDSS).
Decision Lab was a joint project with a
Canadian company located in Montréal.
Today, Visual PROMETHEE is the
newest PROMETHEE software and I
am responsible for its development and
diffusion.
EWG-DSS: What are you working on
currently and how do you envision your
future research?
BM: Several projects are underway
and most are related to PROMETHEE.
First there is the http://www.promethee-
gaia.net web site that I have set up and
that I manage. The site is a central
place for all information related to the
PROMETHEE methods. There are
pointers to PROMETHEE-related
activities such as the PROMETHEE
Days workshops, documents and
information channels such as the
PROMETHEE Methods LinkedIn group.
It is also a repository for the
PROMETHEE Bibliographic Database
that is continuously updated and that
currently includes more than 1500
PROMETHEE-related papers.
The development of the Visual
PROMETHEE software is also a priority
for me and the Academic Edition of
Visual PROMETHEE is available for
free to all non-profit academic users as
a download from the
http://www.promethee-gaia.net web site.
The availability of software is indeed
essential for generalizing the application
of MCDA methods like PROMETHEE.
Yet more work has still to be done to
facilitate the use of the methods: in
particular, the elicitation of preference
parameters (weights of the criteria,
preference thresholds, …) should be
made easier for the decision makers. I
am developing ―assistants‖ within Visual
PROMETHEE to this purpose. I am also
always ready to answer demands
related to the use of Visual
PROMETHEE: courses can be
organized and collaborations are
welcome. I have been interacting with
decision makers and researchers in
many countries and across many fields
to help them to setup multicriteria
models and to use MCDA. Being able to
work within such multidisciplinary teams
is in my opinion one of the nicest part in
my research.
On a more methodological point of view,
even after thirty years of development,
the PROMETHEE methods still lack
some features and I am working on
extensions related to, among others,
handling uncertainty or imprecision of
the data, introducing the time dimension
into the decision process, and adapting
the evaluation methodology to specific
purposes such as resources allocation.
A lot of work ahead!

Qaiser from Loughborough University,
UK, for his paper presented at the
ICDSST 2016 in Plymouth, entitled:
―Decision Support Systems for
Sustainable Logistics: A Review and
Bibliometric Analysis‖.
We congratulate Fahham Hasan Qaiser
for his work and for winning the 2016-
Award. The EWG-DSS 2016 Award
prize is of € 300 and will be officially
delivered to the winner in 2017, during
the ICDSST 2017 in Namur, Belgium.

Flexible and Interactive Tradeoff
decision support system - FITradeoff:
a new software for multiple criteria
decision problems with partial
information
Preference modeling of decision makers
in the context of Multiattribute Value
Theory (MAVT) is not an easy task due
to the meaning of the scale constants of
the criteria, which is not related only to
their relative importance, but involves
other issues as well (Keeney & Raiffa,
1976).
Several MCDM methods were
developed to aid preference modeling of
decision makers and elicit values of the
scale constants, such as the tradeoff
procedure and the swing procedure.
Although the tradeoff procedure has a
strong axiomatic foundation, behavioral
studies report 67% of inconsistencies
when it is applied. Additionally, 50% of
inconsistencies when the swing
procedure is applied (Weber &
Borcherding, 1993). These procedures
require complete information about the
DM‘s preferences, but the decision
maker is not always able to specify his
preferences in the detailed way required
(Weber, 1987), and giving this
information can be tedious and time
consuming (Salo & Hamalainen, 1992).
Partial information methods were mainly
motivated by these issues, and they can
handle situations where the decision
maker does not have a precisely
defined preference structure (Weber,
1987). The Flexible and Interactive
Tradeoff (FITradeoff) was developed by
de Almeida et al. (2016) for elicitation of
scale constants in additive models with
partial information about the decision
maker‘s preferences. This new method
is based on the traditional tradeoff
procedure, but it brings two main
benefits compared to the traditional
tradeoff (de Almeida et al., 2016): first, it
reduces the information required by the
DM; and second, the information
required is cognitively easier to provide.
FITradeoff keeps the axiomatic structure
of the tradeoff procedure, and improves
its applicability for the decision maker, in
such way that less inconsistency is
expected.
FITradeoff is operated by means of a
decision support system. FITradeoff
DSS received the best Brazilian
technological product award in the II
Research and Post-Graduation in
Production Engineering Meeting (II
EPPGEP, 2017), organized by the
Brazilian National Association of
Research and Post-Graduation in
Production Engineering (ANPEPRO).

all share an important issue to deal with,
that is the one of bringing up an
adequate and comprehensible
visualization approach to present
relevant information to users and
decision-makers in an effective way.
This special issue collects some recent
approaches of DSS and of Information
Systems that present domain-specific
and visualization-based user
communication strategies and interfaces
to support decision-making. After the
ICDSST 2017, qualified extended
papers presented during the
International Conference on DSS
Technology 2017 in Namur, Belgium
(ICDSST 2017), will be invited by the
Guest Editors to be reviewed for this
special issue. Authors of invited papers
should submit their extended work to

Motivation
While systems based on complex
decision-making techniques are
developed and widely used in various
industrial settings, there is a pressing
demand for methods that humans can
understand. Transparency alone is
rarely sufficient: in order to let users
inspect their rationale,
recommendations must often be at least
accompanied with explanations, or even
integrated in a dialectical process
allowing the discussion and revision of
the recommendation, of the options at
stake, sometimes even of the model
used. Artificial Intelligence (AI), in
connection with argumentation theory,
has developed various techniques to
handle these issues, where the purpose
can be to generate qualitative
explanations of decisions based on
existing quantitative models, but also to
use computational models of argument
to generate the options to be considered
in the decision process, to reason on
the basis of pieces of evidence either
supporting or contradicting a decision,
or to design interactive decision-aiding
process with argumentative features, to
cite but a few.
Contents
The Guest Editors invite papers on
―Supporting and Explaining Decision
Processes by means of Argumentation"
which will be published as a feature
cluster in the EURO Journal on Decision
Processes. Our ambition in this special
issue is to strengthen the connection
and mutual awareness between the OR
and AI communities working on these

Motivation
While Big Data analytics is a common
challenge to overcome nowadays
across most application areas, several
trends and technologies are making it
possible for decision makers to reach
decisions faster by improving their
collaborative decision processes. These
processes involve much more
information than before, and they are
also increasingly decentralized and
distributed. Experiences from best
practices in contemporary business
decisions suggest that collaborative
platforms need to be equipped with
strong analytical capabilities based on
methodological advances from the Big
Data Value Chain, in order to make the
best use of available data. In this
setting, the current Featured Issue of
the EURO Journal of Decision
Processes (EJDP) will explore how
―Data Analytics and Collaborative
Decision Processes‖ have recently been
implemented.

In our daily lives or professional
settings, there are many decision
problems that involve multiple criteria,
which may be conflicting and
incommensurable. The complexity of
real-world decision and the plethora of
factors and criteria that are often
involved necessitate the implementation
of a sound theoretical framework to
structure and model the decision-
making process. Methods of Multiple
Criteria Decision Making/Aid (MCDM/A)
can be applied to support decision
makers (DMs) in such task. MCDM/A
provides such a framework, as well as a
wide variety of methodological tools that
are oriented towards the support of the
DMs in facing real-world decision
problems. Applications in a variety of
areas may be done by building decision
models representing both the
preferences of decision makers and the
various characteristics of the problems
at hand, which may include the
aggregation of DMs in group decision
making (GDM). These built decision
models are the basis for applications in
a diversity of areas supporting DMs for
handling those problems.
The aim of this special issue is to
promote and disseminate research and
applications among academics and
other professionals interested in theory,
methodologies, and applications of
MCDM/A.
This special issue is aligned with the
mission of the MPE and seeks bringing
high-quality papers with significant
impact on the practice of business,
management, and policy making
utilizing MCDM/A.
Authors are welcome to submit papers
that consider mathematical models for
and applications of multicriteria and
multiobjective methods. Final

The ICDSST 2017 is organized by the
EURO Working Group on Decision
Support Systems (EWG-DSS) in co-
operation with University of Namur,
Belgium, during the period of 29-31 May
2017. The conference will be hosted by
the Department of Business
Administration, Faculty of Economics,
Social Sciences and Business
Administration.
Purpose of the ICDSST 2017
The main purpose of the EWG-DSS
2017 International Conference on
Decision Support System Technology
(ICDSST 2017), with its main theme on
―Data, Information and Knowledge
Visualisation in Decision Making‖, is to
attract researchers, developers and
specialists in the related areas of
decision making, including its
methodologies and technologies, as
well as application oriented practitioners
directed to the implementation of
solutions for societal challenges, to get
together in order to exchange
experiences and identify the key issues
within the areas in focus, so that
exploitation of new approaches and
tools for future developments can take
place.
Depending on the research domain,
frontiers between data, information and
knowledge are not always very formaly
specified. Whatever the choosen
definition, one will agree on the fact that
the three of them are concerned with
decision, decision making and decision
support
ICDSST 2017 Main Theme
This ICDSST 2017 will study the role,
the qualities, the models and methods
offered by visualisation of data,
information and knowledge in the
process of decision and the
mechanisms of decision support. From
data analysis, to knowledge sharing,
going through information extraction,
visualisation can offer key support to all
the phases of a decision making
process. In particular, in group
decision, where communication is a
critical aspect, an efficient visual support
facilitates the process.

supported by the European Federation

(DSAA) started in 2014 aiming to be a
flagship in the data science and

forum that brings together researchers,

data analytics. It covers all data science
and analytics related areas, including
statistical, probabilistic and
mathematical methods, machine
learning, data and business analytics,
data mining and knowledge discovery,

fully IEEE supported conference, but

The Pacific Asia Conference on
Information Systems (PACIS) is a
premier information systems conference
in the Asia Pacific region and is affiliated
with the Association for Information
Systems (AIS) since its inception in
1993. PACIS serves to provide a
platform for Information Systems and
Information Technology academics and
professionals to share their research
findings, ideas and practices in a high
quality annual forum. PACIS 2017 which
will be the 21st conference, will be held
in Meritus Pelangi Beach Resort & Spa
Langkawi, Malaysia. This will be the
second time PACIS will be located in
Malaysia after the 10th PACIS was
successfully held in Kuala Lumpur in
2006. The 3-day conference will be
preceded by a doctoral consortium,
workshops and relevant meetings.
PACIS 2017 will be organized by the
Malaysia Chapter of the Association for
Information Systems (MyAIS) and the
local host is the Department of
Information Systems, School of
Computing (SOC), Universiti Utara
Malaysia (UUM).
UUM is a specialized university focusing
on management education and is widely
recognized as the eminent management
university in Malaysia. UUM also acts as
a catalyst for socio-economic
development in the northern region of
Peninsular Malaysia. It is envisaged that
the university‘s basic infrastructure,
state-of-the-art facilities and the local
and international pool of human
resources will provide the much needed
impetus to develop and sustain most, if
not all socio-economic activities in the
region.
MyAIS is the Malaysian Chapter of
Association for Information Systems.
The Malaysian AIS chapter (MyAIS)
was initially established in 2009 by
academics from UniversitiTeknologi
Malaysia (UTM) and International
Islamic University of Malaysia (IIUM).
The first activity conducted by MyAIS
was the International Conference on
Research and Innovation in Information
Systems, which has been successfully
organized biennially for four times. The
5th ICRIIS will be organized as a sister
conference of PACIS 2017 at Adya

the EWG-DSS Coordination Board team

Pernambuco in Recife, Brazil, under the
supervision of Adiel Almeida and Ana
