4. Project Objectives
• Address existing congestion
• Plan for future traffic
• Address queuing along Hunter Mill Road and
Sunset Hills Road
• Improve access to the Dulles Toll Road by
minimizing congestion
• Maintain Hunter Mill Road’s character by
applying context sensitive solutions
4
5. Project Background
• Board of Supervisors requested study
• “No Build” includes proffered improvements
from the Oakcrest School rezoning
• Two meetings held thus far:
o December 8, 2014: Kick-Off
o February 24, 2015: Existing & No-Build
conditions and community input on
alternatives

8. Summary of Community Comments
• Do not want traffic from Wiehle Avenue diverted
to Hunter Mill Road
• Concerns that the signal at Crowell Road may
increase delays in the off-peak
• Roundabouts should be seriously examined as an
alternative for the corridor
• Keep Hunter Mill Road’s character the same
• Concern that improvements may attract more
traffic
8
9. 9
Response to Community Questions
• Will these improvements attract vehicles to Hunter
Mill Road?
o Trips will divert from Hunter Mill Road and use Crowell. The
improvement will not add new trips to the road network, but
divert local trips.
• Can more lanes be accommodated under the
existing Toll Road Structures?
o More lanes cannot feasibly be accommodated under the DTR.
The piers for the Dulles Access Road are load bearing and
would need to be replaced. Replacement of just the two
bridges would be near $40 million, not including the cost of
improving Hunter Mill Road.
10. 10
Response to Community Questions
• Will a signal at Crowell Road and Hunter Mill Road
increase delays in the off peak?
o An actuated signal can be used in the off peak to minimize
the delays of vehicles on Crowell Road.
• Why not consider moving the ramps of the Dulles
Toll Road?
o Prior to modifying the ramp termini of the Dulles Toll Road
all viable and workable alternatives need to be tested to
see if they work. Changing the Toll Road intersections is a
last step measure to improve the corridor as it would
require a federal review and a much more time consuming
process.
11. 11
Community Input on Alternatives
• Test an all Roundabout Solution
• Test extending the right turn lane on southbound
Hunter Mill Road before the intersection of
Sunrise Valley Drive
• See if additional lanes can be added underneath
the Dulles Toll Road
• Test a realigned Sunset Hills Road
• To a mid point between the current location and Crowell
Road
• To Crowell Road
12. Future Conditions - Geometry
• Hunter Mill Road
Minor Arterial (Type B)
o 1 Lane in each direction (north of Sunset Hills Road)
o 2 Lanes Northbound, 1 Lane Southbound (south of Dulles
Toll Road)
o 35 miles per hour speed limit
• Sunrise Valley Drive
o Minor Arterial (Type B)
o 1 Lane in each direction (East of Hunter Mill Road)
o 2 Lanes in each direction (West of Hunter Mill Road)
o 35 miles per hour speed limit

Findings/Conclusions
• Signalized Alternatives performs best at Hunter
Mill Road and Sunrise Valley Drive
• All alternatives approximately same at DTR
eastbound ramps
• Alternative 1A (roundabout with DTR Ramp and
Sunset Hills Road) performs the worst at DTR
westbound ramps
31. 31
Findings/Conclusions (Cont’d)
• The signalized alternatives perform best at DTR
westbound ramps
• Sunset Hills Road operates best when realigned
to the north
• Corridor likely not “One Size Fits All” – Mix and
match of alternatives might be solution
