Tysons 3 Recap of FY 2016 Service District Tax Rate Recommendation • It is anticipated that the service district tax rate will be reviewed and reevaluated annually. • The advisory board recommended increasing the service district rate by $0.01 in FY 2016. • Recommended a tax rate of $0.05/$100 of assessed value for FY 2016. • The Board approved a service district rate of $0.05 for FY 2016 on April 28, 2015. • $3.3M collected in FY 2016 as of November 10, 2015. • ~ 52% of FY 2016 estimate.

Tysons 9 Approved Development • 22 major rezoning applications approved in Tysons • Four rezoning applications were approved in past year; • Westpark Plaza – 3 structures. 1.5M sq.ft. development in 1,300 units • Tysons Corner Center PCA – did not add significant new development potential, resulted in additional 230 residential units) • 7915 Jones Branch Drive – 1 structure. 450,000 sq.ft. development in 500 units • Scotts Run Station, North – 5 structures. 1.5M sq.ft. development in 400 units
- 10. Tysons 10 Pending Development Applications • Seven rezoning applications currently under review. • 70 acres, up to 5.4 million SF of non‐ residential and 7.8 million SF of residential development. • Estimated to add 9,000 new residential units and accommodate over 16,000 new employees.

Tysons 15 Tysons‐wide Roadway Projects Phase I Update (Table 7) Jones Branch Connector • FCDOT will administer Design, and Right‐of‐Way (ROW) phases; VDOT will administer Construction (CN). • Design 30% level developed; ROW 80% secured. • Received concurrence from FHWA and VDOT on Interchange Modification Report (IMR) and National Environmental Policy Act (NEPA) documents February 2015. • Current Activity: Final design in progress, ROW acquisition should begin in early December 2015. • Advertisement for CN by VDOT scheduled for August 2016. • CN schedule: early 2017 to late 2018.

Tysons 18 Tysons‐wide Roadway Projects Phase I Update (Table 7) Rte 7 Widening (Rt. 123 to I‐495) • Study currently underway: • Evaluating intersection configuration • Future Bus Rapid Transit (BRT) along Route 7 • ROW impacts to the adjacent properties • Planning stakeholder meeting in Spring 2016. • 15% project design expected Fall 2016 • The widening study is being conducted in conjunction with the Route 7/123 Interchange/Intersection Study (Table 7B) • Expected completion Spring 2016.

Tysons 19 Tysons‐wide Roadway Projects Phase I Update (Table 7) Route 7 Widening Phase I (Dulles Toll Road to Colvin Forest Drive) • Total project estimate $135.9M • Funding for Design included in VDOT’s Six Year Improvement Program (SYIP) • $2.4M (+ $10M) • County recently applied for $77.3 million in state funding for FY17‐FY22 through HB2 process • County to apply for $10M in regional funding for FY17 through NVTA • County will apply for balance in Fall 2016 through NVTA, HB2, and/or other sources.

Tysons 20 Tysons‐wide Roadway Projects Phase I Update (Table 7) Route 7 Widening Phase II (Colvin Forest Drive to Reston Avenue) • Total project estimate $118M • Partial funding for Design included in VDOT’s SYIP • $118K (+ $10M) • County recently applied for $62.3 million in state funding for FY17‐FY22 through HB2 process • County will apply for balance in Fall 2016 through NVTA, HB2, and/or other sources.

Tysons 21 Tysons‐wide Roadway Projects Phase I Update (Table 7) Route 7 Widening (Reston Ave to DTR) continued… • Preliminary design, including alternative intersection analysis, is in progress for both phases. Since February 2013, VDOT has been conducting extensive public outreach and refining the design including intersection improvements, access management throughout the corridor, stormwater management ponds, and pedestrian and bicycle safety improvements. Other Route 7 Improvements (Not funded by Service District) Route 7 Bridge over Dulles Toll Road • Widening from 4 to 6 lanes, with pedestrian facilities. • Project estimate ~ $44.8 million. • Design‐Build contract signed Summer 2015. • Initial CN to begin February 2016.

Tysons 23 Transit Service Enhancements (Not funded by the Service District) • Enhanced transit service to capitalize on Metrorail investment and support transit oriented development • Improvements include: • Neighborhood bus routes • I‐495 Express Lanes service • Bus Rapid Transit routes • Circulator routes serving Tysons’ Metrorail Stations • More information on the next slide • Fairfax Connector continually monitors ridership and redevelopment in central Tysons to provide convenient Metrorail station connections

Tysons 24 Transit Service Enhancements (Not funded by the Service District) Tysons Circulator Service (Short Term) • The first phase of the Circulator system, serving the Metrorail stations began July 24, 2014. • Changes implemented in May 2015 in response to rider feedback and to provide more direct, two‐way service for the majority of riders • Three routes: • 422 – Boone Blvd‐Towers Crescent • 423 – Park Run‐Westpark • 424 – Jones Branch Drive • Serving Tysons weekdays, Saturdays, and Sundays • Initial bus ridership showing weekday and weekend growth

Tysons 26 Tysons Neighborhood Study (Not Funded by the Service District) • Phase I of analyzed 19 intersections outside of Tysons to determine the traffic impact of the adopted Tysons Comprehensive Plan on adjacent communities. • Completed in 2010. • Phase II of the was initiated in 2012, and includes the following: • An additional 10 intersections; total of 29. • Latest land use information based on rezoning approvals/applications. • Use of CTIA analysis model to analyze intersections and identify mitigation measures. • Development of mitigation measures. • Study expected to be complete late 2015. • Construction of improvements scheduled 2016 to 2030.

Tysons 28 TMSAMS Study • Tysons Metrorail Station Access Management Study (TMSAMS) purpose: prioritize access improvements to the Metrorail stations in Tysons. • Completed in 2011. • Staff recommendations approved in May 2012, and many funded in the Board’s Four‐Plan for Transportation. • Staff currently working to design/construct these projects.
- 30. Tysons 30 TMSAMS Major Projects (Not funded by the Service District) • Route 7 Walkways on Both Sides under Route 123, est. $3,965,000 • Proceeding with final design. Construction advertisement anticipated in February 2016. Completion in Summer 2016. • Route 123 Walkway from Anderson Road to Great Falls Street/Lewinsville Road, est. $2,160,000 • Final Design in progress. Utility relocation in Spring 2016. Completion of project by Spring 2017. • Vesper Trail from Vesper Court to Route 7, est. $1,715,000 • Pre‐Final plans due November 2015. ROW Acquisition in Spring 2016. Construction start in late Fall 2016/Winter 2017 with completion in Summer 2017.

Tysons 31 TMSAMS Major Projects (continued) • Ashgrove Trail Phase II, est. $1,300,000 • FCPA to implement; working on agreement. • Scotts Run Walkway from Magarity Road to Colshire Meadow Drive, est. $2,550,000 • Expect FCPA to construct. Concept/alignment alternative analysis complete. FCPA proceeding with intermediate design. • Route 7 Walkway from Dulles Toll Road to Beulah Road, est. $5,375,000 • This project has been recommended to be “deleted” and to be constructed as part of VDOT’s Route 7 Widening project from Jarrett Valley to Reston Parkway.
