10. Joint Base Lewis-McChord ’s Army Continuing Education System will host a
combined College & Apprenticeship Fair – Thu., Sept. 6, 2012; 10 a.m.-2 p.m. at the
Stone Education Center on JBLM Lewis Main. For the first time, this year’s fair will also include
3. an opportunity to explore apprenticeship opportunities. Unlike traditional college programs,
apprenticeships offer an opportunity to be paid for work performed while learning a new skill,
though a combination of on-the-job training and related classroom instruction with preparation to
enter a career in the skilled workforce. Apprentices earn a living wage throughout the education
process, with periodic raises to reflect increased experience and commitment. Once the
apprenticeship is completed, workers receive full journey-level wages and possess a trade
certification that is recognized internationally. Representatives from vocational and apprenticeship
programs throughout Washington state will be represented, including: Washington State’s Building
and Construction Trades; Southwest Washington Pipe Trades; Cement Masons & Plasterers of
Washington; Washington & Oregon Department of Labor Office of Apprenticeship; Carpenters-
Employers Apprenticeship & Training Trust Fund of Washington-Idaho; Pierce College
Workforce Development; Puget Sound Electrical Apprenticeship and Training Trust; Northwest
Laborers-Employers Training Trust Fund; International Union of Painters and Allied Trades;
Pierce County Building & Construction Trades Council; Helmets to Hardhat; Veterans in
Construction & Electrical (VICE); Veterans in Piping (VIP); WorkSource Thurston and

COMMUNITY EVENTS
1. Audition for ‘Struttin’ Your Stuff’ Eligible JBLM personnel and family members can
compete in the 2012 U.S. Army Festival of the Arts talent competition, “Struttin’ Your Stuff,” by
auditioning July 28 at Nelson Recreation Center, 3168 2nd Division Drive. Children ages 6 to 12
audition at 10 a.m., teens ages 13 to 17 audition at 1 p.m. and adults audition at 3 p.m. Acts can be

2. Army Ten-Miler information The 28th Annual Army Ten-Miler, produced by the U.S.
Army Military District of Washington, will be held at 8 a.m., Oct. 21, at the Pentagon. It’s the
largest 10-mile race in the world and the only race to start and finish at the Pentagon. For more

3. ARMED FORCES ACTION PLAN (AFAP) ISSUE SUBMISSIONS : AFAP is a
grass-roots program designed to seek solutions to the concerns of the military community. Submit
your issues or recommendations for improvement – about entitlements, benefits, education,
housing, medical and more – to the JBLM AFAP Conference scheduled in October. The

4. JBLM invited to initial Tacoma run JBLM Airmen and Soldiers are invited to Tacoma’s
first running of the Stephen Siller Tunnel To Towers Run honoring the sacrifice of first

will start and finish at the site of the retired fireboat along Ruston Way on the Tacoma waterfront.

5. Hot Summer Nights Car Show Saturday, Aug 25, 2012, Hot Summer Nights: Car and

6. FAMILY RESOURCE CENTER (FRC): The yearly reservation calendar opens for
recurring Family Readiness Group (FRGs) meetings on 6 Aug 12. The calendar will be open for
the dates 1 Oct 12 – 30 Sep 13. The doors open at 0700 and numbers will be given out.
Reservations begin at 0900. One person per unit. For the evenings, the reservations will consist of
TWO groups a night, one group in the kitchen/dining area and one in the conference room.

MADIGAN NEWS
Does your child need a physical to participate in sports this school year, attend summer camp or enter
kindergarten? If you answered “yes” to any of these questions, please call the TRICARE Regional
Appointment Line to schedule your child’s physical. The Department of Pediatrics will be offering
several dedicated physical exam dates this summer on June 27, July 26, Aug. 9, Aug, 28, Sept. 13 and
Sept. 25.
Physical exams appointments are offered for TRICARE PRIME patients enrolled to the Department
of Pediatrics for primary care between ages 4-18 years. Forms for physicals, special diet or medications
8. at school or day care will completed and returned the same day. Parents should ensure that the parent
section for all paperwork are completed prior to arriving and should bring the patient’s immunization
records.
During this appointment, the patient may receive immunizations and vision or hearing screenings.
Parental philosophical declines for immunizations will be requested to book a separate appointment
for counseling and completion of immunization declination form. If your child has multiple medical
issues or special needs, please book the physical with your child or adolescent’s primary care provider.

FINANCIAL TIPS
COLLEGE – With fall arriving, many students are making the transition
from high school to college or the military. Adapting to college or even
military life provides lessons, including handling money. Here are some ideas
to help make students and new military members more responsible with
money:
1. Understanding your cost of living – Make a list of your expenses and prioritize them. This
includes items such as rent, utilities, transportation, groceries, parking, school supplies, debt-
repayment, and student activity fees. Every month does not have the same expenses; ensure you
evaluate your budget every month. Once you identify your needs, you can create a discretionary fund
and savings plan for your wants. Sites to assist you with budgeting are www.ultimatemoneyskills.com,

2. Give yourself an allowance – Put yourself on an allowance for things like entertainment, eating
out, clothing and vacations (this includes those weekend excursions). Remember to ask if there is a
student/ military discount to help you stay within budget. Staying on budget helps prevent future
emergencies.
3. Organize your receipts – Keep your debit card receipts, bank statements and bills all in one
location. An easy way to do this is with an accordion folder. Organize them by month or by expense.
Ensure you keep these in a safe place to deter identity theft.
4. Understanding your debt load – Student loans aside, there are other ways to get into debt. Credit
card companies target students and young military members, since most are inexperienced with
unsecured debt.
5. Transportation . Consider carpooling, public transit, or even biking as a means of transportation.

6. Eat healthy. It’s feasible to eat well on a small budget if you know what you’re doing.
• Make sure you review the local advertisements for sales or visit www.ppgazette.com. This site
offers you link to coupons as well as advertisements providing you all the resources to make
your grocery list.
11. • Use coupons to reduce you food expense. Consider loading coupons straight to your rewards
card.
• Bring lunches, drinks, and snacks from home; this not only helps keep costs down and will
help you monitor what you eat as well.
7. Take advantage of campus activities. There is always something to do. Attend a free movie or
festival. Get the most from your student ID.
8. Textbooks
• Borrow books. Once you know what books your need, see if any of your friends already
have them. Check the local library for the books, you can renew them a couple of times and
pay late fees if the semester runs long (this is still cheaper than paying hundreds of dollars for

• Buying only what you need at www.cengagebrain.com. Students can purchase a full
electronic college textbook for half the price of a new hard copy textbook. Consider buying
only the chapters you need.
• Buy your textbooks second hand or online. Check out the following sites to help reduce

OTHER TIPS
The Military Spouse Preference (MSP - established under the Military Family Act of 1985;
called Program "S" - the Priority Placement Program (PPP) for Military Spouses) offers employment
placement preference in Department of Defense civilian positions to eligible military spouses. This
program applies to DoD job vacancies only. There are variations and exceptions that allow local hiring
authorities to tailor their policies to meet their requirements (e.g. DoD school teachers and positions in
intelligence-related activities may be excluded). This program is for spouses who relocate with their
military service member to a new duty station and are seeking Appropriated Fund (AF) or Non-
Appropriated Fund (NAF) positions. Spouses may apply for MSP as early as thirty days prior to their
reporting date at the new duty station. On the application, spouses should check "military spouse
preference" if it is an option. Otherwise, spouses should submit a separate statement requesting
PPP/Program "S" along with their job application. This program applies to spouses of all Military
Services, including Army, Marine Corps, Navy, Air Force, Coast Guard, and full-time National Guard
who desire competitive service positions at DoD activities in the United States and its territories and
possessions. Chapter 14 of the PPP Operations Manual contains specific information on registration
for this program.
