as the Pastor of the Parish of Our Lady
of the Rosary of Manaoag by His
excellency Arch. Oscar V. Cruz, D.D.
during the “Misa de Gracia” of the
Parishioners of Manaoag . Fr. Quirico T.
Pedregosa, Jr. O.P. Prior Provincial of
the Dominican Province of the
Philippines with other Dominican
Priests from different convents, parish
leaders, parishioners and friends of the
new parish priest were present to
witness the ceremony. Fr. Pedregosa
delivered the homily centering on gift
of presence.
As Elizabeth ‘s son
recognized presence of Jesus in
Mary , the baby in her womb leaped
for joy , we should also recognize the
presence of God in every one. Our
presence is our gift. Recognize the gifts
in every person. We have something
that we can offer – ourselves, our
talents, our time.
Parish Pastoral Assembly
At the start of the parish administration of Fr. Gallardo A.
Bombase, Jr. , O.P. A Parish Pastoral Assembly was called for
the purpose of consultation, coordination, cooperation and
active, full and active participation of the parishioners.
Questions like the following were asked: What are the
positive and negative things about the Parish of Manaoag? , In
what way the Parish of Manaoag can best serve you? , What
are your dreams about the Parish of Manaoag? What are
your suggestions on how can the Parishioners become
cooperative and participative in parish activities? What do
you expect from the new parish priest? The following
questions would serve as an eye-opener and spring board for
brainstorming and later on planning , envisioning, and getting
the direction or roadmap. Group pictures are the different

priorities and plan of parish activities follow afterwards in the

Parish Pastoral Council
Every 1st Sunday of the month the Parish Pastoral
Council held its monthly regular meeting. There
are the officers – Parish Priest as the President,
Parish Lay Coordinator, Assistant Parish Lay
Coordinator, Executive Secretary, Assistant
Executive Secretary, Treasurer, Assistant
Treasurer, Worship Chairman, Education
Chairman, Social Action Chairman, Temporality
Chairman and Youth Chairman. Presidents of
Parish Religious Organizations like Adoracion
Norturna Filipina, Apostleship of Prayer, Legion of
Mary, Confraternity of the Holy Rosary, Holy
Name Society, Mother Butlers’ Guild, Catholic
Women’s League. Presidents of Parish Religious
Movements like El Shaddai, Couples for Christ, St.
Cecilia Cursillo, Dominican Laity, Chairs of
Catechetical Ministry, Knights of the Altar, family
Life Apostolate, Extraordinary Ministers of Holy
Communion for Men and for Women, Word
Proclaimer, Area Coodinators of the 30 BEC Areas.
Representatives of the Local Government Unit and
School Representatives. Having no parish visionmission statement yet, no PPC constitution and by
laws yet, the PPC formulated one. In the first
meetings, the PPC planned to have a Parish
Pastoral Assembly last July 5, 2008 for the
purpose of consultation, analysis of the parish
situations, recommendations and for plan of
actions. Fr. Bombase, O.P. emphasized on the lay
empowerment and lay involvement in all the
parish activities. By means of formation,
dialogues, meetings, and decision makings.
Installation and Presentation of the Parish Pastoral Council
Officers and Members to the Parishioners
After the Constitution and By Laws of the PPC have formulated and approved, the new set of officers and
members of the PPC for 2008-2010 were presented by the Parish Priest during the Misa Pro Populo. Fr.
Bombase, O.P. in his homily admonished them about the role of the laity in the Church – to be the “light of the
world and the salt of the earth.” To promote the dignity, holiness and sense of responsibility of the lay faithful,
we should recognize them that they participate fully in the Church’s life and mission.
Formulating the Parish Vision – Mission Statement
As the outcome of the Parish Assembly,
the parish think-tank continued its follow
up meetings until the formulation of the
parish vision and mission statement has
been reached. Then, it was presented to
the parish pastoral council November
2008. They members of the parish
think-tank were glad enough to work on
the date line. The parish core values
and pastoral priorities of the Parish of
our Lady of the Rosary of Manaoag
were also approved.

Parish Staff Monthly Formation Meeting
Every 2nd Saturday of the month at 2 o’clock in the afternoon , the Parish
Staff composed of the Parish Secretary, Parish Cashier, Parish Bookkeeper,
Parish Information Technology Officer, Janitor, 2 Cemetery Keepers, and
the 12 Catechists gathered together for their Christian on-going formation
and business meetings and up dates reports with the Parish Priest. Job
descriptions, job evaluations, and some information regarding their tasks
are discussed. Once a month during their birthdays a celebration is done.
Fr. Bombase, O.P. offered two important things on the workplace: 1.
healthy working environment (Cleanliness, Orderliness, Safe and Things
management); 2. harmonious relationship among co-workers (Respectful,
Responsible and Reliable and Righteous). Every month an employee is
given a topic to be discussed before the group. They reflect on the
Christian values of work as Catholic workers. Motivate them how?
(M - Mentoring provides continuity in the workplace.; O - Organize your
team ; T - trust is allowing room for mistakes and holding people
responsible to these mistakes; I -Involve others in decision-making ; V Value suggestions, recommendations, feedback ; A - Affirm and appreciate
your teammates contribution ; T Train people ; E - Evaluate performance.
As the Bible inspires us in
I Thessalonians 5: 11 “encourage one another and build-up one another.”
If we want a squeak-free company, let’s use the oil of motivation. Serving
God , serving with love and serving with joy in the vineyard of the Lord.
Pastoral Visitation of the Parish Priest
Every other year the Parish Priest visit all the 33 BEC
Areas of the Parish ( Matulong, Parian, Babasit East,
Babasit Pugaro, Babasit West, Bisal, Bucao,
Madriaga, Pantal, Lelemaan, Cabanbanan Centro,
Cabanbanan West Cabanbanan East, Borac,
Cabaongan, Namacpacan, Tebuel East, Tebuel West,
San Ramon, Mermer, Lipit, Malicdem, Sta. Ines,
Calaocan, Sapang, Licsi, Poblacion, Pao, Baritao,
Oraan West, Oraan East, Pugaro, and Bliss Pugaro).
Last August –October of 2008, Fr. Bombase, O.P.
visited all the BEC Areas to have a consultations and
dialogues, asking them of what the Church can do
and what they can also do. To have a more easy
coordination and active participation of the people
living in the neighborhood by having BEC Zones and
strengthening the Block Rosary . He told them about
the Parish Polices on Baptism, Confirmations,
Weddings, Parish Office Hours, BEC Chapel Masses,
School Masses in the Barangays, Fiesta Masses,
Duties and Rights of a Catholic, Recrutiing a
Resident Extraordinary Eucharistic Minister and
Catechists, informing them about the Pastoral Plan
of the Parish- for activie participation in the parish.
Management or System Audit in the Parish
To set things on the proper and right roadmap, the Parish Priest and his Assistant Parish Priest decided to have a finance system audit
and manual under the expert. Mrs. Nilda Villegas Oledan. Such audit is not an operational one – not to investigate but only to have a
system to be followed. Here are the observations in the past, the parish is using the Cash Method of Accounting where all financial
transactions are treated as Cash Inflow and Expenses. All cash outlays, whether capital expenditures are treated as expenses at the
time the c ash is expended. The Bookkeeper handles the recording of transactions and safekeeping of Cash On Hand and Petty Cash
Fund, makes the bank deposits and handles the purchasing of parish goods (This is a strong violation of internal controls. The
Bookkeeper should not be Cashier at the same time.) The Parish Clerk receives Cash from all revenue sources of the Parish. No full
Cashiering person. Only the Bookkeeper has access to the vault and keeps the vault’s keys. The Parish does not use Books of Accounts,
rather, it uses a simple customized Accounting program catered to the Cash Method of Accounting. Cash deposits are done by the
Bookkeeper once a week. Monthly Bank Reconciliation on the parish Active Current accounts are not prepared. No written guidelines
on Official Cash Advances, Loans to Staff, Emergency Personal Cash Advances to Staff. The payroll function is handled by the
Bookkeeper. The Bookkeeper handles the purchasing function. In summary, there was no internal control and check and balance.
Recommendations are Accrual Method of Accounting is recommended. Office furniture and fixtures, office equipments shall be
capitalized as assets. All future capital expenditures shall be capitalized. A Parish Inventory of all its fixed assets. Bookkeeper should be
relieved of her cash handling functions – only recording. A full Cashier should be given to a staff other than the Bookkeeper. Cashier
receives cash, cash on hand, passbooks and certificates of time deposits and Parish Vault. Daily banking. The parish Secretary handles
the administrative duties like timekeeping, leaves and tardiness computation. Bookkeeper handles the payroll sheet preparation and
corresponding pay slips. Cashier handles the encashment of Cash for payroll purposes, Counting the cash and inserting cash to every
pay envelope based on the net amount of the pay slip of each staff.
Dominican Mission Month
The Parish celebrated the Dominican
Mission Month on
August. It was held inside the Church where
Awareness of the Dominican Mission was
done through Power point illustration of
what is the mission of the Dominican Order,
What are the Priorities of the Mission of the
Dominican Order, Presence of the
Dominicans – School, Media, Mission lands,
Parishes, Universities and Colleges and
around the world.
Radyo Dominiko Ng Manaoag – May
Kasama Ka
To multiply our presence, reach out to all parishioners and even

those who do not go to Church or Parish, Fr. Gallardo A. Bombase, Jr.
O.P. being a Class A HAM radio operator, a License Media
Broadcaster, a Member of the KBP, a member of the Media Board of
the Dominican Province of the Philippines, a part-time radio
announcer of Radio Veritas and a radio enthusiast decided to put up
a low cost FM Radio Station after securing a permit from the
National Telecommunication Commissions as a Community Radio
(NTC Permit No. AA-00075-08). On August 15, 2008 on the feast of
the Assumption, a gift given and received, the antenna and the
transmitter of Radyo Dominiko ng Manaoag were put in place to
begin its first broadcast.. “Ang radyo na tumatawag sa lahat na
isabuhay natin ang Salita ng Diyos.” October 5, 2008 the blessing of
the Radio Studio located near the information counter of Manaoag
Convent. The purpose of Radyo Dominiko ng Manaoag is for
evangelization and catechesis. Bringing God closer to people within
their reach. Inspiring religious songs, Catechism of the Catholic
Church, Bible Verses, Teaching Lessons, live Daily and Sunday
Masses , Rosary, other devotional prayers are being heard over this
radio. Radyo Domiiniko is recognized by the Master General of the
Order of Preachers, a member of the Radio Preaching Network and
a Dominican Radio Station. The announcers are called Radio
Evangelizers. They work for free on voluntary basis but we give them
transportation allowance. It is on the air from 5 in the morning till 12
midnight. It is now being listened throughout the world via internetjust search for radyo dominiko ng manaoag. Listeners from abroad
are giving feedbacks through the Yahoo Messenger of
Radyodominiko@yahoo.com .it is the hope of Radyo Dominiko ng
Manaoag to be the mouthpiece of Mary of Manaoag in proclaiming
the Good News of Jesus Christ to all people, bringing blessings and
calling us all to holiness.
Regular Monthly School Masses in 15 Elementary Public
Schools and 3 National High Schools in Manaoag
“Feed my sheep”. This is a command of Jesus to his shepherd. As a
response fr. Butch told himself “Feed the children with the Eucharistic
Food” In June 2008, a official visit to all Public School Principal was done to
ask for permission to have a monthly mass in their schools. This is to make
the students encounter Christ and His presence through the celebration of
the Holy Eucharist. Bringing Christ and His Church to the School. This is also
one way to enhance the Catechetical Ministry in the school. Assisted by the
Catechist, the school officials and students are involved like doing the
reading. The BEC Areas which are near the schools are encouraged to
participate also. All the students from grade 3 till the grade 6 are given the
opportunity to go to confessions and receive holy communion at least once
a year. Every 8 AM from Tuesdays to Fridays in the month School Masses
are being celebrated in this Elementary Schools (Matulong, Babasit, BisalBucao, Pantal, Lelemaan, Cabanbanan, Nalsian, San Ramon, Lipit, Sta. Ines,
Central, Pao, Baritao, Oraan West Pugaro,) National High School (Manaoag,
Lipit, Cabanbanan).

(At least once a year all elementary students are given the opportunity to
go to confession – receive the Holy Communion every month.)
Medical-Dental-Optical Mission
Every September in celebrating the Birthday of
the Blessed Virign Mary, UNO High School of
Tondo Manila under the leadership of Mr.
Robert Quan and the Parish of Manaoag always
hold a Medical-Dental-Optical Mission at the
Pilgrim Center. Our less fortunate brothers and
sisters in the Parish avail of the free
consultation, free check up and free medicines.
Last 2009 there were about 1,402 people who
benefited (1,215 for Medical and 53 for Dental
164 for Optical). There were about 90
volunteers composed of Doctors, Nurses,
Dentists and Optometrists. And other
volunteers who assisted in the mission.
September 8 Feast of the Birthday of
Mary – An Overnight Vigil
The Parish Youth of Manaoag holds an
overnight vigil every September 8 in
honor of the Birthday of Mary. Youth
from the different BEC areas and
Barangay participated. A night of
bonding, praying, singing, listening to
the Talk and reflecting on what was
spoken were the activities enjoyed by
the youth. From 6 pm of September 7 till
6 am of September 8, the whole festivity
ended with the celebration of the Holy
Eucharist.
Oplan Kaluluwa
All Saints and All Souls Day an
annual activity in the parish
where hold the celebration of the
Eucharist in the catholic
cemetery and also in the
municipal cemetery. The blessing
follows assisted by the
Dominican Novices and the
Extraordinary Ministers of Holy
Communion. The scholars of the
parish and the catechist assisted
in the updating of the lists. The
rental of the lot in the cemetery is
only 100 pesos per year.
Libreng Kasalan sa Simbahan
(Mass Wedding)
To help the parishioners who are not yet
married in the Church, the parish
established a free wedding and free
banquet afterwards. It was agreed upon
by the PPC and approved by Fr.
Bombase that every 14 day of February
a Free Wedding shall be celebrated.
Such a good opportunity for less
fortunate parishioners to avail. Last
2009there were about 24 couples. This
year 2010 there were only 13 couples.
The BEC Areas helped in the food and
drinks. It is a community activity of
sharing.

During the typhoon Peping the
parish responded to the call to
reach out and serve the victims.
With Ramie, the Social Action
Chairman and his wife, Fr.
Bombase called his Chinese friends
in Manila for immediate assistance.
Immediate response was given.
Once the road to Manila was
passable the relief of goods and
medicines arrived. The barangays
which were heavily flooded are
those near the river. The approach
in giving the relief is rather
personal. House to house method,
though it was a bit tiresome but
heart warming to see the real
situation.

All Chaplains should meet their respective assignments at least once a month for their
spiritual and Christian formation and submit to the Parish Priest their Program and
Schedule of Activities. And remind their presidents and heads to attend the monthly PPC
Meeting every 1st Sunday at 9 am – 11 am. And be ready of their reports.
Parish Children’s Choir

As a concrete result of the
School Masses in the elementary
public schools, the Parish
organized children’s choir
handled by some of the Parish
Catechists.
It is composed of 41 children
- 28 girls and 13 boys. They
are scheduled to sing every
Sunday 3 in the afternoon. It
begun last April 2009.
Parish Youth Day

The parish
celebrates Youth
Day. Young people
from the different
Basic Ecclesial
Communities
participated in this
lively gathering of
young people,
listening to talks,
doing team building
activities, praying
together. Young
people is the
treasure of the
Church and the
parish reiterated by
fr butch during his
talk.
Pre-Sacramental Instructions
Here in Manaoag Parish, instructions and formations are highly emphasized.
No one should receive the sacraments without undergoing basic instructions
of the Catholic Doctrine. The catechists handle the catechetical dimension. In
Marriage, the family planning is handled by a Doctor. Basic marriage is
facilitated by a Couple team. Marriage seminar is scheduled every 2nd and 4th
Saturday in the morning at 8 a.m. till 12 noon.

BEC Chapel Masses
We have 22 Chapels in the Parish. Masses are held on
Saturdays at 4 in the afternoon. Every Saturday the BEC gather
together for the weekly bible study, praying the rosary and ongoing formation at 3 in the afternoon. The BEC Area
Coordinators and BEC Zone Coordinators handled the
responsibilities.
Feeding the less fortunate
during the birthday of Fr. Butch
O.P.
It was a promise of Fr. Butch Bombase,
O.P. when he reached the age of 50 yrs
old, every time he celebrates his birthday
he would celebrate it with the less
fortunate. There was first the Eucharistic
food and then bodily food. Last 2009 it
held in Pio Generoso Elementary School
about 600 students were fed. This year
2010 it was held in Panlang Pugaro the
poorest barangay in Manaoag feding
about 350 children. It was fun and heart
warming experience. This was made
possible through the goodness of God
through the generosity of his friends like
Mrs. ConnieTan and some benefactors.
Out-Reach Program to Students
Last December 2009 the
elementary students of
Oraan West received
bags of school supplies.
They were victims of the
flood of the typhoon
peping. From grade one
to grade six, there were
about 325 students who
were benefited from the
program. School supplies
were donated by Chinese
community headed by
Robert Quan and Connie
Tan.
Parish Recollection
Recollection is a parish
activity during Advent and
Lent. It is means of
preparation for the
parishioners to have a
deeper meaning of some
spiritual realities. It is an
encounter with oneself, with
one another and with God.
It usually held in the
Church. The participants
are from the different
parish organizations and
the Basic Ecclesial
Community Areas. It was
also being broadcasted over
Radyo Dominiko ng
Manaoag as live.
State Of the Parish Address
Parish awareness and participation
demands that parishioners are aware of
the parish and its up dates that they can
participate in the pastoral program of the
parish. Fr Bombase deemed it necessary
to adopt the SOPA every year before
going to Christmas party of the parish. It
is held in the Church. Then to the Pilgrim
Center. The things discussed are the
reports of the parish priest on what has
been done throughout the year, updates
and things which the parishioners can
participate. The Ministries, Parish
Organizations, the BEC and Parish Staff
are made to submit reports to the parish
priest on or before December 1. The
previous year the reports were nil but
needs to be followed up all the time.
Anyway they are not yet cooperative and
participative in terms of submitting
reports.

  • 4. Installation of the parish Priest On May 31, 2008 at the Feast of the Visitation , Fr. Gallardo A. “Butch”Bombase, Jr. O.P. was installed as the Pastor of the Parish of Our Lady of the Rosary of Manaoag by His excellency Arch. Oscar V. Cruz, D.D. during the “Misa de Gracia” of the Parishioners of Manaoag . Fr. Quirico T. Pedregosa, Jr. O.P. Prior Provincial of the Dominican Province of the Philippines with other Dominican Priests from different convents, parish leaders, parishioners and friends of the new parish priest were present to witness the ceremony. Fr. Pedregosa delivered the homily centering on gift of presence. As Elizabeth ‘s son recognized presence of Jesus in Mary , the baby in her womb leaped for joy , we should also recognize the presence of God in every one. Our presence is our gift. Recognize the gifts in every person. We have something that we can offer – ourselves, our talents, our time.
  • 5. Parish Pastoral Assembly At the start of the parish administration of Fr. Gallardo A. Bombase, Jr. , O.P. A Parish Pastoral Assembly was called for the purpose of consultation, coordination, cooperation and active, full and active participation of the parishioners. Questions like the following were asked: What are the positive and negative things about the Parish of Manaoag? , In what way the Parish of Manaoag can best serve you? , What are your dreams about the Parish of Manaoag? What are your suggestions on how can the Parishioners become cooperative and participative in parish activities? What do you expect from the new parish priest? The following questions would serve as an eye-opener and spring board for brainstorming and later on planning , envisioning, and getting the direction or roadmap. Group pictures are the different organizations and BECs. The vision-mission statement, priorities and plan of parish activities follow afterwards in the “Without a vision, thePPC meetings. people perish.” (Proverbs 29:18)
  • 6. Parish Pastoral Council Every 1st Sunday of the month the Parish Pastoral Council held its monthly regular meeting. There are the officers – Parish Priest as the President, Parish Lay Coordinator, Assistant Parish Lay Coordinator, Executive Secretary, Assistant Executive Secretary, Treasurer, Assistant Treasurer, Worship Chairman, Education Chairman, Social Action Chairman, Temporality Chairman and Youth Chairman. Presidents of Parish Religious Organizations like Adoracion Norturna Filipina, Apostleship of Prayer, Legion of Mary, Confraternity of the Holy Rosary, Holy Name Society, Mother Butlers’ Guild, Catholic Women’s League. Presidents of Parish Religious Movements like El Shaddai, Couples for Christ, St. Cecilia Cursillo, Dominican Laity, Chairs of Catechetical Ministry, Knights of the Altar, family Life Apostolate, Extraordinary Ministers of Holy Communion for Men and for Women, Word Proclaimer, Area Coodinators of the 30 BEC Areas. Representatives of the Local Government Unit and School Representatives. Having no parish visionmission statement yet, no PPC constitution and by laws yet, the PPC formulated one. In the first meetings, the PPC planned to have a Parish Pastoral Assembly last July 5, 2008 for the purpose of consultation, analysis of the parish situations, recommendations and for plan of actions. Fr. Bombase, O.P. emphasized on the lay empowerment and lay involvement in all the parish activities. By means of formation, dialogues, meetings, and decision makings.

Installation and Presentation of the Parish Pastoral Council Officers and Members to the Parishioners After the Constitution and By Laws of the PPC have formulated and approved, the new set of officers and members of the PPC for 2008-2010 were presented by the Parish Priest during the Misa Pro Populo. Fr. Bombase, O.P. in his homily admonished them about the role of the laity in the Church – to be the “light of the world and the salt of the earth.” To promote the dignity, holiness and sense of responsibility of the lay faithful, we should recognize them that they participate fully in the Church’s life and mission.

Formulating the Parish Vision – Mission Statement As the outcome of the Parish Assembly, the parish think-tank continued its follow up meetings until the formulation of the parish vision and mission statement has been reached. Then, it was presented to the parish pastoral council November 2008. They members of the parish think-tank were glad enough to work on the date line. The parish core values and pastoral priorities of the Parish of our Lady of the Rosary of Manaoag were also approved.

Parish Staff Monthly Formation Meeting Every 2nd Saturday of the month at 2 o’clock in the afternoon , the Parish Staff composed of the Parish Secretary, Parish Cashier, Parish Bookkeeper, Parish Information Technology Officer, Janitor, 2 Cemetery Keepers, and the 12 Catechists gathered together for their Christian on-going formation and business meetings and up dates reports with the Parish Priest. Job descriptions, job evaluations, and some information regarding their tasks are discussed. Once a month during their birthdays a celebration is done. Fr. Bombase, O.P. offered two important things on the workplace: 1. healthy working environment (Cleanliness, Orderliness, Safe and Things management); 2. harmonious relationship among co-workers (Respectful, Responsible and Reliable and Righteous). Every month an employee is given a topic to be discussed before the group. They reflect on the Christian values of work as Catholic workers. Motivate them how? (M - Mentoring provides continuity in the workplace.; O - Organize your team ; T - trust is allowing room for mistakes and holding people responsible to these mistakes; I -Involve others in decision-making ; V Value suggestions, recommendations, feedback ; A - Affirm and appreciate your teammates contribution ; T Train people ; E - Evaluate performance. As the Bible inspires us in I Thessalonians 5: 11 “encourage one another and build-up one another.” If we want a squeak-free company, let’s use the oil of motivation. Serving God , serving with love and serving with joy in the vineyard of the Lord.

Pastoral Visitation of the Parish Priest Every other year the Parish Priest visit all the 33 BEC Areas of the Parish ( Matulong, Parian, Babasit East, Babasit Pugaro, Babasit West, Bisal, Bucao, Madriaga, Pantal, Lelemaan, Cabanbanan Centro, Cabanbanan West Cabanbanan East, Borac, Cabaongan, Namacpacan, Tebuel East, Tebuel West, San Ramon, Mermer, Lipit, Malicdem, Sta. Ines, Calaocan, Sapang, Licsi, Poblacion, Pao, Baritao, Oraan West, Oraan East, Pugaro, and Bliss Pugaro). Last August –October of 2008, Fr. Bombase, O.P. visited all the BEC Areas to have a consultations and dialogues, asking them of what the Church can do and what they can also do. To have a more easy coordination and active participation of the people living in the neighborhood by having BEC Zones and strengthening the Block Rosary . He told them about the Parish Polices on Baptism, Confirmations, Weddings, Parish Office Hours, BEC Chapel Masses, School Masses in the Barangays, Fiesta Masses, Duties and Rights of a Catholic, Recrutiing a Resident Extraordinary Eucharistic Minister and Catechists, informing them about the Pastoral Plan of the Parish- for activie participation in the parish.

Management or System Audit in the Parish To set things on the proper and right roadmap, the Parish Priest and his Assistant Parish Priest decided to have a finance system audit and manual under the expert. Mrs. Nilda Villegas Oledan. Such audit is not an operational one – not to investigate but only to have a system to be followed. Here are the observations in the past, the parish is using the Cash Method of Accounting where all financial transactions are treated as Cash Inflow and Expenses. All cash outlays, whether capital expenditures are treated as expenses at the time the c ash is expended. The Bookkeeper handles the recording of transactions and safekeeping of Cash On Hand and Petty Cash Fund, makes the bank deposits and handles the purchasing of parish goods (This is a strong violation of internal controls. The Bookkeeper should not be Cashier at the same time.) The Parish Clerk receives Cash from all revenue sources of the Parish. No full Cashiering person. Only the Bookkeeper has access to the vault and keeps the vault’s keys. The Parish does not use Books of Accounts, rather, it uses a simple customized Accounting program catered to the Cash Method of Accounting. Cash deposits are done by the Bookkeeper once a week. Monthly Bank Reconciliation on the parish Active Current accounts are not prepared. No written guidelines on Official Cash Advances, Loans to Staff, Emergency Personal Cash Advances to Staff. The payroll function is handled by the Bookkeeper. The Bookkeeper handles the purchasing function. In summary, there was no internal control and check and balance. Recommendations are Accrual Method of Accounting is recommended. Office furniture and fixtures, office equipments shall be capitalized as assets. All future capital expenditures shall be capitalized. A Parish Inventory of all its fixed assets. Bookkeeper should be relieved of her cash handling functions – only recording. A full Cashier should be given to a staff other than the Bookkeeper. Cashier receives cash, cash on hand, passbooks and certificates of time deposits and Parish Vault. Daily banking. The parish Secretary handles the administrative duties like timekeeping, leaves and tardiness computation. Bookkeeper handles the payroll sheet preparation and corresponding pay slips. Cashier handles the encashment of Cash for payroll purposes, Counting the cash and inserting cash to every pay envelope based on the net amount of the pay slip of each staff.

  • 22. Dominican Mission Month The Parish celebrated the Dominican Mission Month on August. It was held inside the Church where Awareness of the Dominican Mission was done through Power point illustration of what is the mission of the Dominican Order, What are the Priorities of the Mission of the Dominican Order, Presence of the Dominicans – School, Media, Mission lands, Parishes, Universities and Colleges and around the world.
  • 23. Radyo Dominiko Ng Manaoag – May Kasama Ka To multiply our presence, reach out to all parishioners and even those who do not go to Church or Parish, Fr. Gallardo A. Bombase, Jr. O.P. being a Class A HAM radio operator, a License Media Broadcaster, a Member of the KBP, a member of the Media Board of the Dominican Province of the Philippines, a part-time radio announcer of Radio Veritas and a radio enthusiast decided to put up a low cost FM Radio Station after securing a permit from the National Telecommunication Commissions as a Community Radio (NTC Permit No. AA-00075-08). On August 15, 2008 on the feast of the Assumption, a gift given and received, the antenna and the transmitter of Radyo Dominiko ng Manaoag were put in place to begin its first broadcast.. “Ang radyo na tumatawag sa lahat na isabuhay natin ang Salita ng Diyos.” October 5, 2008 the blessing of the Radio Studio located near the information counter of Manaoag Convent. The purpose of Radyo Dominiko ng Manaoag is for evangelization and catechesis. Bringing God closer to people within their reach. Inspiring religious songs, Catechism of the Catholic Church, Bible Verses, Teaching Lessons, live Daily and Sunday Masses , Rosary, other devotional prayers are being heard over this radio. Radyo Domiiniko is recognized by the Master General of the Order of Preachers, a member of the Radio Preaching Network and a Dominican Radio Station. The announcers are called Radio Evangelizers.   • 24. Regular Monthly School Masses in 15 Elementary Public Schools and 3 National High Schools in Manaoag “Feed my sheep”. This is a command of Jesus to his shepherd. As a response fr. Butch told himself “Feed the children with the Eucharistic Food” In June 2008, a official visit to all Public School Principal was done to ask for permission to have a monthly mass in their schools. This is to make the students encounter Christ and His presence through the celebration of the Holy Eucharist. Bringing Christ and His Church to the School. This is also one way to enhance the Catechetical Ministry in the school. Assisted by the Catechist, the school officials and students are involved like doing the reading. The BEC Areas which are near the schools are encouraged to participate also. All the students from grade 3 till the grade 6 are given the opportunity to go to confessions and receive holy communion at least once a year. Every 8 AM from Tuesdays to Fridays in the month School Masses are being celebrated in this Elementary Schools (Matulong, Babasit, BisalBucao, Pantal, Lelemaan, Cabanbanan, Nalsian, San Ramon, Lipit, Sta. Ines, Central, Pao, Baritao, Oraan West Pugaro,) National High School (Manaoag, Lipit, Cabanbanan).

Medical-Dental-Optical Mission Every September in celebrating the Birthday of the Blessed Virign Mary, UNO High School of Tondo Manila under the leadership of Mr. Robert Quan and the Parish of Manaoag always hold a Medical-Dental-Optical Mission at the Pilgrim Center. Our less fortunate brothers and sisters in the Parish avail of the free consultation, free check up and free medicines. Last 2009 there were about 1,402 people who benefited (1,215 for Medical and 53 for Dental 164 for Optical). There were about 90 volunteers composed of Doctors, Nurses, Dentists and Optometrists. And other volunteers who assisted in the mission.
  • 27. September 8 Feast of the Birthday of Mary – An Overnight Vigil The Parish Youth of Manaoag holds an overnight vigil every September 8 in honor of the Birthday of Mary. Youth from the different BEC areas and Barangay participated. A night of bonding, praying, singing, listening to the Talk and reflecting on what was spoken were the activities enjoyed by the youth. From 6 pm of September 7 till 6 am of September 8, the whole festivity ended with the celebration of the Holy Eucharist.
  • 28. Oplan Kaluluwa All Saints and All Souls Day an annual activity in the parish where hold the celebration of the Eucharist in the catholic cemetery and also in the municipal cemetery. The blessing follows assisted by the Dominican Novices and the Extraordinary Ministers of Holy Communion. The scholars of the parish and the catechist assisted in the updating of the lists. The rental of the lot in the cemetery is only 100 pesos per year.
  • 29. Libreng Kasalan sa Simbahan (Mass Wedding) To help the parishioners who are not yet married in the Church, the parish established a free wedding and free banquet afterwards. It was agreed upon by the PPC and approved by Fr. Bombase that every 14 day of February a Free Wedding shall be celebrated. Such a good opportunity for less fortunate parishioners to avail. Last 2009there were about 24 couples. This year 2010 there were only 13 couples. The BEC Areas helped in the food and drinks. It is a community activity of sharing.
  • 30. Serbisyo pakatapos ng bagyo During the typhoon Peping the parish responded to the call to reach out and serve the victims. With Ramie, the Social Action Chairman and his wife, Fr. Bombase called his Chinese friends in Manila for immediate assistance. Immediate response was given. Once the road to Manila was passable the relief of goods and medicines arrived. The barangays which were heavily flooded are those near the river. The approach in giving the relief is rather personal. House to house method, though it was a bit tiresome but heart warming to see the real situation.

  • 33. Parish Children’s Choir As a concrete result of the School Masses in the elementary public schools, the Parish organized children’s choir handled by some of the Parish Catechists. It is composed of 41 children - 28 girls and 13 boys. They are scheduled to sing every Sunday 3 in the afternoon. It begun last April 2009.
  • 34. Parish Youth Day The parish celebrates Youth Day. Young people from the different Basic Ecclesial Communities participated in this lively gathering of young people, listening to talks, doing team building activities, praying together. Young people is the treasure of the Church and the parish reiterated by fr butch during his talk.
  • 35. Pre-Sacramental Instructions Here in Manaoag Parish, instructions and formations are highly emphasized. No one should receive the sacraments without undergoing basic instructions of the Catholic Doctrine. The catechists handle the catechetical dimension. In Marriage, the family planning is handled by a Doctor. Basic marriage is facilitated by a Couple team. Marriage seminar is scheduled every 2nd and 4th Saturday in the morning at 8 a.m. till 12 noon.

  • 37. BEC Chapel Masses We have 22 Chapels in the Parish. Masses are held on Saturdays at 4 in the afternoon. Every Saturday the BEC gather together for the weekly bible study, praying the rosary and ongoing formation at 3 in the afternoon. The BEC Area Coordinators and BEC Zone Coordinators handled the responsibilities.
  • 38. Feeding the less fortunate during the birthday of Fr. Butch O.P. It was a promise of Fr. Butch Bombase, O.P. when he reached the age of 50 yrs old, every time he celebrates his birthday he would celebrate it with the less fortunate. There was first the Eucharistic food and then bodily food. Last 2009 it held in Pio Generoso Elementary School about 600 students were fed. This year 2010 it was held in Panlang Pugaro the poorest barangay in Manaoag feding about 350 children. It was fun and heart warming experience. This was made possible through the goodness of God through the generosity of his friends like Mrs. ConnieTan and some benefactors.
  • 39. Out-Reach Program to Students Last December 2009 the elementary students of Oraan West received bags of school supplies. They were victims of the flood of the typhoon peping. From grade one to grade six, there were about 325 students who were benefited from the program. School supplies were donated by Chinese community headed by Robert Quan and Connie Tan.
  • 40. Parish Recollection Recollection is a parish activity during Advent and Lent. It is means of preparation for the parishioners to have a deeper meaning of some spiritual realities. It is an encounter with oneself, with one another and with God. It usually held in the Church. The participants are from the different parish organizations and the Basic Ecclesial Community Areas. It was also being broadcasted over Radyo Dominiko ng Manaoag as live.
  • 41. State Of the Parish Address Parish awareness and participation demands that parishioners are aware of the parish and its up dates that they can participate in the pastoral program of the parish. Fr Bombase deemed it necessary to adopt the SOPA every year before going to Christmas party of the parish. It is held in the Church. Then to the Pilgrim Center. The things discussed are the reports of the parish priest on what has been done throughout the year, updates and things which the parishioners can participate. The Ministries, Parish Organizations, the BEC and Parish Staff are made to submit reports to the parish priest on or before December 1. The previous year the reports were nil but needs to be followed up all the time. Anyway they are not yet cooperative and participative in terms of submitting reports.
