The Welfare Reform Club was founded by Malcolm Gardner, Paul Howarth and Deven Ghelani. We each recognise the important role that local, face to face support has in the lives of constituents. The Welfare Reform Club will help local authorities and other organisations manage the transition to a new welfare system, and understand their long term role in making welfare work. We specialise in policy and strategy relating to services to vulnerable and problem citizen’s and linking wider strategic objectives together: Welfare, economics, housings, social care, health and education.
