MENARID Iran-ICARDA, Ex-ante
Assessment: Case Study
Kamkouyeh Village
Prepared by Sara Torabi
Environmental Economic expert,
MENARID Iran
Background & Scope of the work
• Within the scope of MENARID, ICARDA plans to support a full
and details impact study that captures the adoption of all
INRM technologies implemented by the Iran MENARID
project titled "Institutional strengthening and coherence for
Integrated Natural Resources Management"
Benefits of ICARDA-MENARID study
• An independent consultant could provide us with a fair methodology
and assessment
• ICARDA-MENARID is conducting knowledge transfer and sharing it in
the region
• An opportunity for academic validation of best practices
documentations
• Ex-ante impact study from its implemented sub-projects
• Developing a practical and replicable methodology
• Future opportunities opening up with ICARDA involvement in
MENARID-Iran project (Using ICARDA experiences on Agriculture,
Water,…)
• To know more about range of information needed for such a study
Project activities in Kamkouyeh Village
• (P1): Implementation of irrigation water supply project - pipeline system for
improving water supply efficiency;
• (P2): Rangelands rehabilitation through different SLM practices like seeding and
plantation in hilly landscapes/terrains;
• (P3): Cultivation of medicinal plants;
• (P4): Vermicompost production;
• (P5): Beekeeping and Honey production
• (P6): Raising public awareness at communities level through workshops and field
visits;
• (P7): Institutional strengthening by establishment of the VDG, establishment of
micro credit fund for providing financial support for the project interventions at
village level.
(P1)- Implementation of an irrigation water supply project
(P2): Rangelands rehabilitation
(P3): Cultivation of medicinal plants
(P4): Producing Vermicompost
• (P5): Beekeeping activity
(P6): Public awareness
Participatory Planning
Preparatory Meetings
 Site Selection
 Methodology
 Goal Setting
Data Sharing
• Providing Information
 Base line studies
 Detailed Questionnaires
supported by MENARID
 Table of administrative and
managerial costs
 Other relevant reports
(e.g. Concept note, Cost-
benefit analyses, etc.)
Field Implementation
• Facilitation
 Field Work and interviews with local
community
 Interviews with Provincial and National
experts
Monitoring and Evaluation
Constant communication and review meetings
Future Benefits
• Improving impact assessment methodology
• New valuable experience to the project
• Helps transparency, accountability and
Knowledge transfer
• More detailed information on new concept
notes and ToRs of sub-projects
• Impact assessment regarding socio-economic
and environment
Recommendations based on lesson-learned
1. Team Selection: For a multi-disciplinary study, a
team of different technical expertise is needed
(esp. social and economic, technical)
2. Identifying the best practices(Selecting Best
Indicators)
3. Methodology:
Proposed methodology needs to be followed
step-by-step for the Impact Study to be
independent and not biased.
Tool: Choosing the right tools
Recommendations based on lesson-learned
 Multi disciplinary structure needed to conduct impact
study
• 4. Information
 Adequate and accurate data and information available
 Coordination: Make further data gathering possible
 Facilitation: Facilitate collaboration of different
organizations and stakeholders
• 5. Credibility: Such studies add credibility and allow
sharing of experience at international level

Notes de l'éditeur

  1. by installing a pipeline system for improving water supply efficiency (instead of using a 20 years old, cemented canal which has a lot of cracks and as a result, large amount of water transmission loss); (it has been started since few months ago and now, the last part of the pipeline is under installation phase). Irrigation water of Kamkooyeh village is from a qanat (kariz) which its discharge is about 17 litters/second and in the wet season its discharge increased to 26 litters/second.
  2. Rangelands rehabilitation by different practices like seeding and plantation in hilly landscapes/terrains (it has been done in last autumn); For conserving water in soil profile, reducing runoff, soil conservation and as a result reducing soil erosion rate, forage production, increasing carbon sequestration and improving plant biodiversity, an intervention including sowing and seeding of natural vegetation cover has been done by one of the community member (Mr. Ahmad Tavakkoli) in his own lands (based on the customary right) in upstream of Jannat Watershed. This practice covers about 10 hectares and has been implemented by 3 person and also one day work of 30 person (members of village development group).
  3. After field visit and learning about the intervention of the medicinal plants cultivation, 8 members of village development groups (VDG), cultivated Marjoram (scientific name: Oregano vulgare L) in small size arable. Dried leaves of Marjoram are used in cooking for better taste. It is sedative and it has industrial use in soap production by using its essence. Marjoram cultivation has a lot of positive effects such as increasing land & water productivity, increased yield, increasing income of the farmers, help in health of people by producing medicinal plants, health tourism, improving plant biodiversity. This plant is usually cultivated beside other crops or under fruit trees.
  4. Producing Vermicompost as a household/rural industry for their own use and trade (it has been started since last month by one person). Vermicompost is a product of a biological process by an Earthworm. Earthworm consumes organic material in nature and covert it to a rich organic fertilizer (nutrient-rich humus). Vermicompost is the product or process of composting using various worms, usually red wigglers, white worms, and other earthworms to create a heterogeneous mixture of decomposing vegetable or food waste, bedding materials, and vermicast. Vermicompost has important effect in physical, chemical and biological characteristics of soil. It has low bulk density and has no any smell or any microorganism or any pathogen, bacteria, mushroom or any weeds. Vermicompost are producing mainly by using agricultural/animal wastage.
  5. Beekeeping project has been implemented for producing honey, honey wax and royal jelly. This activity in addition to positive impact of livelihood of local community has a lot of environmental positive impacts as well. Increasing in pollination efficiency and better pollination services for both natural and cultivated plants. In addition to improving the quality of products, it has also positive impact on quantity of the products. Conservation of plant biodiversity is another positive impact of beekeeping activity.
  6. by holding capacity building workshops and a series of best practice visits during the last year.
