This document outlines a plan for Warren County Fiscal Court and the City of Plum Springs to establish a joint stormwater sewer agency and impose stormwater fees to fund compliance with EPA stormwater mandates. The 5-step plan includes: 1) assessing funding options; 2) developing a political strategy; 3) implementing the plan through signed agreements and authorizations; 4) initial fee monitoring and penalty enforcement; and 5) ongoing plan maintenance through fee adjustments, permit renewals, and updates for officials.
