Sustaining the Initiatives Imus Model for ICT Integration in Educational Institutions
Internet café An internet café or cybercafé is a place where one can use a computer with Internet access, most for a fee, usually per hour or minute; sometimes one can have unmetered access with a pass for a day or month, etc. It may serve as a regular café as well, with food and drinks being served. The concept and name, Cybercafé, was invented at the beginning of 1994 by Ivan Pope. Commissioned to develop an Internet event for an arts weekend at the Institute of Contemporary Arts (ICA) in London. Pope wrote a proposal outlining the concept of a café with Internet access from the tables. The event was run over the weekend of 12-13 March 1994 during the 'Towards the Aesthetics of the Future' event. In June 1994, The Binary Cafe, Canada's first Internet café, opened in Toronto, Ontario.

The Philippines has a low personal computer (PC) penetration rate estimated at less than 10 percent of the total population. But it is considered to be the Friendster Capital of the World with more than 5 million Friendster accounts. The number of online gamers in the Philippines will reach 6.3 million by 2008, said a research released by the International Data Corporation (IDC). The increase is driven by the availability of new online gametitles and more broadband connections.

Use the Internet Cafes as Access Points for Schools
Accreditation of Internet elearning Centers This project aims to take the ICT Learning Modules to the grassroots level that Is why it is encourage to tap the IT resources of internet cafes located in a particular barangay.  In order to ensure that this project would be implemented properly an accreditation process for elearning centers will be in place.  This accreditation process aims to ensure the following: That the internet café is a legal entitiy fully supported by documents like barangay endorsement, municipal business permit and DTI recogrnition. It has the necessary equipments and software needed to ensure the implementation of the Microsoft partners in learning modules. The operator of the elearning center has the necessary skill in information technology and is committed to the successful implementation of the project.
To ensure that the elearning center is suited to the learning process. Accreditation Board The  Accreditation Board will be the body that will undertake the accreditation process to ensure compliance of the elearning center to the standards needed to fully implement this project. Composition Chairman: DepEd District Supervisor Vice – Chairman ICAII President or Representative Members: Representative from the Local School Board Representative from the LGU preferably the Office of the Mayor or from the Business and Permits Office Barangay Captain in their respective areas
Accreditation Process The interested internet café operator must submit the following to the office of the DepEd District Supervisor: Letter of Intent for Accreditation – Preformatted a copy could be obtained from the office of the DepEd  District Supervisor B.  Barangay Endorsement – from the Barangay Captain C.  Application Form D.  Supporting Documents: DTI Recognition / SEC Registration Business Permit BIR Certification
Certification of Membership in any recognized internet café organization in Imus, Cavite Accreditation Standard: eLearning Center Should have at least 10  workstations and a server Should have a dedicated internet connection Should be well lighted and ventilated Should have the following programs installed a. Office Suite  b. Skype Should have the following additional equipments for use: a. Web cam b. Headphones with mic c. Printer with CIS
Operator: Should be the one personally manning the internet café or could assign a person to specifically handle the learning modules Should have an email account that is exclusively used for the project Should have a Skype Account Should show commitment, dedication and support to the success of the program. Should be a member of the accredited internet café organization in Imus, Cavite
 
 
Funding Like all government initiatives this program must be free in terms of costing for the use of the learners. 1. Funding from the Local Government Units 2. Funding from the Provincial Government Unit 3. Sponsorships of Non-Governmental Organizations 4. Local School Boards 5. Country Side Development Fund of  Congressmen and Senators
