1) Availability of talent: Ukraine has the largest number of IT professionals in
Central and Eastern Europe - more than 125,000 specialists in 2017 and it is
expected to double by 2020
2) Ukraine has highest density of high-quality IT experts: it holds the 4th place
for the number of certified IT specialists worldwide (after the USA, India and
Russia) when population is considerably smaller (highest % per capita)
3) Poland and Romania have overheated their IT labour markets due to EU
companies (first of all, banks) consuming majority of local specialists and
foreigners. Brexit will only make it worse
4) Costs. Polish and Romanian taxation model requires official employment and
high % tax overhead, whilst Ukrainian developers enjoy a low and simple
taxation regime. Ukraine also has lower costs for office rent, living and
transportation costs, and lower costs of administrative personnel
5) The attrition level in Ukraine it is somewhere between 10% (smaller companies)
and 15% (large companies). The attrition level in the Polish and Romanian IT
sector is 15% or higher
