This poem describes springtime scenes with children playing. In the first stanza, a "little lame balloonman" whistles as "eddieandbill" run from marbles and pirates. In the second stanza, when the world is "puddle-wonderful", the "queer old balloonman" whistles and "bettyandisbel" come dancing from hopscotch and jumprope. In the third stanza, the "goat-footed balloonman" continues to whistle in springtime.
