SUBJECT:PROCESSING OF TECHNICAL SANCTION BY C&W
DEPARTMENT OF THE ENGINEERING WING.
Sports department has its own Engineering Wing for the execution
of its small project created in March 2012 under Annual Development Program
2011-12 bearing computer code 110088 namely Establishment of
Engineering Wing for Sports Culture, Archaeology, Museums, Tourism and
Youth Affairs approved by the PDWP on 18/11/2011. During discussion on
financial and physical progress review by the Hon’able Chief Minister Khyber
Pakhtunkhwa in Khyber Pakhtunkhwa House Islamabad dated 10/10/2014, it
was decided to move a note for Chief Secretary about the pending technical
sanction of Sports Department with C&W Department.
2. During the period March 2012 to March 2014, the following
schemes along with costs have been processed by the Engineering Wing:

3. This Department since March 2014 has been perusing the
approval of the Chief Engineer concerned for authenticating the technical
sanctions mentioned in Para-2. We also have five schemes that require
technical sanction after the approval of the tender documents.
4. The Communication and Works Department may constitute a
committee to study the issue of sixteen technical sanctions and pin point the
loop holes. Similarly the new tendering process be carried out in consultation
with Communication and works department on board. Lastly the work may be
continued in opinion of the Engineering Wing of this Department as its
stoppage may result in cost over runs.
4. In light of the fore going paragraph’s the C&W Department may be
directed to constitute a committee with the terms of reference to scrutinize
each project and deliberate on the validity of the technical sanctions.
Simultaneously the committee may ensure the transparent tendering of the five

new schemes and its smooth execution in collaboration of the Engineering
Wing of this Department.
6. The above process would justify or otherwise the authentication of
technical sanctions cost claim whereas the progress on the schemes under
implementation are expected to be completed at the earliest possible.
