2. History of press commission:-
To make a comprehensive enquiry and to examine
issues associated with its working journalists and
freedom of press machinery ensuring high standard of
journalism , government of India appointed two press
commissions.
First press commission in the year 1952.
Second press commission in 1978.
3. First press commission :-
First press commission was formed under the
chairmanship of justice J.S Rajadhyaksha on 23
September 1952 by ministry of information &
broadcasting to inquiry into the state of press in India.
Press commission submitted its annual report in 1954,
made several important recommendations, which help
in constituting the profession of journalism in
systematic manner.
4. Recommendations of press commission:-
A press council should be established.
Recommended the appointment of wage board for the
working journalists.
Recommendation of the Registrar Newspaper of
India (RNI). As a result , office of RNI was created on
July 19.
To decline the status and independence of Editor.
5. Second press commission :-
It was established on may 1978 under the
chairmanship of the justice P.C Goswami he resigned
on January 1980.
then commission was reconstituted in April 1980 with
justice K.K Mathew as its chairman.
The second press commission submitted its report in
1982.
6. Recommendations of second press commission :-1
Press should act as a vital body for the
development of the society.
Press should be widely accessible to all
and also accountable for every one in
the society.
Press should act as a lizning between
the government and people.
7. 2:-
Formation of Newspaper Development
Commission (NDC). For the growth and
development of the (Big, Medium, Small) Newspapers.
Newspaper should introduce price, page schedule.
Newspaper need to have a stable advertisement policy
begged by the government of India.
8. 3:-
Press law should be amended.
Second press commission also emphasized the free
functioning of press unbiosed and quality content.
