The application of quality standards in the public sector was an issue which emerged during the 1990s in the countries of the global north ( UK, USA, Europe, Australia) in an effort of provide performance indicators in the public sector which were comparable to the “profit motive” in the private sector; brief summary of the main points and reference to Gosling paper.
The application of quality standards in the public sector was an issue which emerged during the 1990s in the countries of the global north ( UK, USA, Europe, Australia) in an effort of provide performance indicators in the public sector which were comparable to the “profit motive” in the private sector; brief summary of the main points and reference to Gosling paper.
This process migrated into the education sector with the formation of the Office for Standards in Education (OFSTED) in the UK in 1993. OFSTED was established as a judge of education standards which was quite independent from the Department for Education – the actual inspections were conducted by private contractors who operated under contract from OFSTED; they conducted the inspections against a tightly prescribed framework. The OFSTED model proved to be a highly effective mechanism for improving the accountability of schools; it was very popular with both parents and politicians, but extremely unpopular amongst teachers and school leaders, many of whom thought that they were being unfairly judged. Nonetheless, the model was judged ( internationally ) to be a success and it has been replicated in many countries worldwide.

The review framework operated by the School Review Unit (SRU) of the Quality Assurance Authority for Education and Training (QAAET) is based upon the OFSTED model of INPUT – PROCESS – OUTPUT. Whilst it is referred to as “review” rather than “inspection”, in practice the operation of the review process is identical to a school inspection.
