Promote general welfare (infra of cooperation, drain the swamp)
FOOD POLICY Instruments: Productivity enhancing R&D/Infra shifts out supply => Structural transformation through IFPRI linkages. Beware of multiple objectives. Sustainability: Economy/nature + Dynamics Food security: Welfare ⇧ => Wage/(food price) ⇧ . Not extraneous targets (self-sufficiency) Swamp creatures: grain parastatals and the quest for homogeneity Grain fundamentalism vs. nutrition
