he Second Ministerial Forum on Science, Technology and Innovation
(STI) in Africa officially opened at the Hassan II Academy of Science
and Technology in Rabat, Morocco, on October 15, 2014. The opening
session concentrated on the requirement for bilateral and multilateral
arrangements in science and technology.
During the period of three-day Forum the ministers in attendance
anticipated a gesture calling for a new science and technology support fund.
This new fund would be succeeded by the African Development Bank (AfDB).
The Moroccan Minister for Science and Technology, Moulay Hafid
Elalamy, emphasized the significance of science and technology research
in furnishing actual renovation in Africa. "We need to adapt science and
technology to Africa's needs." The Minister then called on the community to
"recognize and act upon the need for cooperation in science and technology".
The AfDB's Resident Representative in Morocco, Yacine Fal, commented
on the vital role that science, technology and innovation play in
accomplishing the Bank's essential objective: namely to deliver
sustainable and comprehensive growth for Africa.
"TheAfDBisfocusedondevelopingqualificationsandtechnology,"
stated Fal. She then deliberated the Bank's current investment
in regional centres of excellence, intended to develop the under-
represented skills that Africa needs to accomplish revolution.
The Bank is dedicated to working closely with its clients to provide
inclusive growth through science and technological modernism, and
has recently begun developing and endorsing knowledge and skills
infrastructures in hunt of this objective. The Pan-African University

EU may boost exit screening
in Ebola-hit states

uropean health
ministers agreed to
launch an immediate
review of the screening
of passengers departing
Ebola-hit countries in West
Africa and boost them if the
measures are found to be
failing.
The ministers also
agreed at a meeting in
Brussels to coordinate
measures at entry points to
the 28-nation European Union,
although any decision on screening
rests with individual countries,
health commissioner Tonio Borg
said.
Borg said the European
Commission, the EU executive, "will
immediately undertake an audit of
exit screening systems in place in
the affected countries... to check
their effectiveness and reinforce
them as necessary".
The review of the exit
screening in Liberia, Guinea and
Sierre Leone will be conducted
in coordination with the World
Health Organization, he said.

conference he wanted the database
plan in place "as soon as possible
WHO congratulates Senegal on ending
Ebola Transmission
WHO officially declares the Ebola
outbreak in Senegal over and commends
the country on its diligence to end the
transmission of the virus.
The introduced case was confirmed
on 29 August in a young man who had
travelled to Dakar, by road, from Guinea,
where he had had direct contact with an
Ebola patient.
Senegal's response is a good
example of what to do when faced with an
imported case of Ebola. The government,
under leadership of President Macky Sall
and the Minister of Health Dr Awa Coll-
Seck, reacted quickly to stop the disease
from spreading.
The government's response plan
included identifying and monitoring 74
close contacts of the patient, prompt
testing of all suspected cases, stepped-
up surveillance at the country's many
entry points and nationwide public
awareness campaigns.
WHO treated this case as a public
health emergency and immediately
dispatched a team of epidemiologists
to work alongside staff from the
Ministry of Health, and other partners,
including Médecins sans Frontières
and the United States Centers for
Disease Control and Prevention (CDC).
On 5 September, laboratory
samples from the patient tested
negative, indicating that he had
recovered from Ebola virus disease. He
returned to Guinea on 18 September.
Senegal has maintained a high
level of active “case finding” for 42
days – twice the maximum incubation
period of Ebola virus disease – to
detect possible unreported cases of
infection.
While the outbreak is now officially
over, Senegal's geographical position
makes the country vulnerable to
additional imported cases of Ebola
virus disease. It continues to remain
vigilant for any suspected cases by
strict compliance with WHO guidelines.

"coordinate national measures" at
EU arrival points such as having
common protocols and procedures

been evacuated back to Europe

November 4 "to exchange
best practices on infection
control" but reiterated the
European position that an
epidemic on the continent is
highly unlikely.
But Borg said the
commission is expected to
sign a deal in the next few
weeks with the US State
Department to use planes
operated by the American
government to evacuate any
infected EU health workers.
Natalia Alonso, an official with
the British-based humanitarian
group Oxfam, criticised the EU
meeting which drew 21 health
ministers at short notice. "Europe
was more concerned about its
border controls rather than what
it should be doing to contain the
spread of the disease in West
Africa," Alonso said. She said the EU
should deploy more medical staff
and equipment as well as military
personnelinthenexttwoweeks.EU
nations have contributed aid worth
about 450 million euros ($575
million) to Ebola-hit countries,
including 180 million euros from
the Commission, officials said.

for a special kind of person to join
its 2015 intake of the Master of
Philosophy specialising in Inclusive
Innovation (MPhil).
Now in its third
year, the MPhil is an
interdisciplinary, research-
based degree designed
to enable free thinking
individuals with big ideas
to work collaboratively
on the development of
sustainable solutions to
Africa’s most intractable
problems.
To further support
the achievement of this
goal, the Bertha Centre
for Social Innovation
and Entrepreneurship is
offering two scholarships
for the 2015 programme – to be
awarded to outstanding candidates
from across Africa.
“Innovation is now firmly
recognised as the key driver
for growth in both developed
and developing economies –
but the reality is that the take-
up of innovation in Africa, as a
key solution to socio-economic
issues, is low,” says Dr François
Bonnici, director of the Bertha
Centre for Social Innovation and
Entrepreneurship at the GSB. The
MPhil is positioned to change this.”
Bonnici says that the MPhil
creates the conditions for creative
people from across the spectrum
of disciplines to work together on
complexchallengesinwhatisavital
first step in allowing innovation to
thrive in Africa.
Students on the MPhil will
collaborate with entrepreneurs in
the Solution Space, an innovation
and entrepreneurship hub located
on the GSB campus where learning
and action converge to support the
development and the incubation of
new business models.
“The fuel to innovate is created
when individuals who are deeply
committed to changing the world
for the better and have the right
expertise, life experience, passion
and ideas, come together and
are given free reign and in an
environment unconstrained by
set cultures and poised to support
new possibilities,” says Professor
Kosheek Sewchurran, director of
the Executive MBA at the GSB.
Candidates on the MPhil can
explore inclusive business model
innovation across several themes,
ranging from healthcare, education,
finance, housing, the environment
and sustainability. The solutions
generated are however, not
only limited to new enterprise
creation but could be taken up by
government or civil society. “We
are not placing limits on anything,”
says Sewchurran. “Our goal is
radical innovation and sustainable
solutions for Africa – we aren’t
concerned with what shape or form
these take – only which they work.”
Classes are delivered in four
modules and for the majority of
year students will spend their time
in the field on research activities
and the creation and
live demonstrations of
their inventions. Each
student will be expected
to develop a creative idea
by prototyping and testing
the product or service via
a pilot and then further
developing an inclusive
business model.
Walter Baets, director
of the GSB, says that the
MPhil is part of the GSB’s
commitment to being
rooted in responsiveness
relevant to the needs of the
continent.
“We are looking for
people who are bright and who are
extremely passionate about making
a difference,” said Baets. “Not your
average student, but someone who
has proven themselves and now
wants to think big, and learn how to
apply these ideas to create radical
business models, services and

prepare Ghana for a modern
e-commerce industry, improved
e-government services, and
alleviate poverty.
The project will assist the
government to link key agencies,
including the Births and Deaths
Registries, the Department of Social

amount of US$3.75 million for
unanticipated project needs during
implementation.

Technology), to further develop, test
and commercialize a Wind-up Doppler
Ultrasound Fetal Heart Rate Monitor (in
short: Wind-up Fetal Doppler), a unique
power-independent clinical innovation
aimed at addressing the high rates of
preventable infant mortality across
Africa.
The Wind-up Fetal Doppler is a
device to easily and accurately count
the fetal heart rate while the mother is
in labor. The Wind-up Fetal Doppler will
be commercialized by the Philips Africa
Innovation Hub, which is the center
for developing innovations “in Africa-
for Africa” in the areas of healthcare,
lighting and healthy living. The Philips
Africa Innovation Hub has unveiled
the first Philips prototype of the Wind-
up Fetal Doppler, underpinning their
commitment to the partnership. The
prototype is subject to clinical testing
and regulatory approval, before release
for general usage.
Current methods to measure the
fetal heart rate are either too expensive,
too inaccurate or rely on replaceable
batteries or electricity to run; the Wind-
up Fetal Doppler is especially designed
to empower midwives and delivering
nurses to give better care.
“It is very hard to do an accurate
measurement with a Pinard-
stethoscope, because you need to be
able to hear the fetal heart well and
count the rate correctly. It is often
also uncomfortable for the mother. A
Doppler ultrasound fetal heart rate
monitor is a good solution, but the
current monitors on the market require
mains or battery power, and are not

Vodacom has launched a low-cost tablet that has
been designed specifically for the South African
market, reported City Press. This was in a bid
to drive greater data usage as voice revenues
continue to slide.
“Just over a year ago we stepped back and
looked at the devices currently in the market in
South Africa and realised there was a massive
gap. The smartphones and tablets on offer were
either prohibitively expensive or cheap and badly
specced,” said Vodacom’s commercial officer
Phil Patel.
“We sketched out what we thought the ideal
specifications were for South Africa, and using
the purchasing power of Vodafone’s global
device team, we were able to have the device
manufactured at a price point that works out at R2
per day.”
Vodacom said in a statement that the low-
cost tablet called the Vodacom Smart Tab 3G will
be available on prepaid for R999. The device will
be on sale from Wednesday.
In August, Vodacom released its first low-cost
smartphone Kicka, and according to Patel over
250,000 units have been sold in a month and a
half. He estimated that the data usage per unit was
on average 100-150MB. Rival MTN also has its
world’s poor live in rural areas,
with the vast majority dependent
on agriculture for all or part of their
incomes. Growth in the agricultural
sector, therefore, has been shown
to be at least twice as effective
at reducing poverty as growth in
other sectors. Tanzania is a model
example of this. But unlike in more
developed countries, its farmers do
not have sophisticated technology
and infrastructure to rely on. This
programme will help to change
that.”

he tale of Africa’s growth is ever-changing. Six
of the world’s fastest growing economies are in
Africa! It is alike essential that the triumphs of
any country are amalgamated and improved upon.
In the last 15 years Mozambique’s economy has
ripened gradually at an outstanding 7.7 percent per
year, compelled by the service sector, light industry,
and agriculture. This development beat of the economy
is anticipated to be preserved or even surge with an

the order of $15 billion–$20 billion.

public enterprise Ports and Railways
of Mozambique (CFM) in partnership
with the private concessionaire of the
Port of Maputo (MPDC), on the project
Maputo to update the logistics of the
Maputo Corridor. Both the companies
are looking forward to meet the demand
for the exchange of goods between
Mozambique, Swaziland and South
Africa, hoping for the revolution of
Maputo Corridor in 2015. Financial

rail and port infrastructure in Maputo
for "the big challenge of focusing on
cargo transportation via railway" as
the present infrastructure of Maputo

In the last 10 years, Mozambique's
economy has developed progressively
at a striking rate of 7.7 percent per
year, motivated by the service sector,
light industry, and agriculture. This

infrastructure is well advanced in some

account regional dynamics and positions Mozambique
as a key power exporter is there potential for reducing
marginal costs of power below the existing tariff and
therefore eliminating this inefficiency.
Evaluating spending needs against prevailing
spending and potential efficiency gains leaves an
annual funding gap of $822 million per year, or 12.5
percent of GDP, most of it associated with water
and sanitation and power. Under business-as-usual
assumptions for spending and efficiency, it would take
over 50 years for the country to touch these goals. Yet
with a combination of increased financing, improved
efficiency, and cost-reducing innovations, it should be
conceivable to cut that time to 20 years.

exhibitions of the group of dancers and drum
players. The drums were used only on special
occasions and played the professionals who
were appointed by the king to do so in the
Burundi tradition. A visit to the Gishora drum
sanctuary will help inform you more about the
cultural tradition of Burundi
Ruvubu National Park
The park covers about 500 sq. Kms. It is mainly
made up of Savannah vegetation, swamps and
gallery forests. Ruvubu National Park is a home to
a number of animals like hippopotamus, buffalos,
crocodiles, waterbucks. Though there are limited
number of animals in the park several plans are
there to reintroduce zebras and antelopes. There
are different types of monkeys like vervet monkey,
red colobus, and baboons. The vegetation is very
fascinating and the view from the top of the hills
overseeing the river is matchless. The park also
has more than 425 bird species among which
some are nit found anywhere in the world and
there are different species of flowers.

Rusizi Natural Reserve
Rusizi Natural reserve is situated in the North
of the city of Bujumbura and is divided into two
parts: the larger part lies on the eastern bank
of Rusizi River whereas the smaller part forms
the delta of Rusizi at the entrance point of Lake
Tanganyika. From the river banks many hippos
can be seen, water birds like cormorants,
pelicans, Egyptian goose, African white Faced
duck, herons, moreover the typical African dwarf
crocodiles can also be viewed.

 1 cup sugar

 1/2 teaspoon flaky sea salt
 1/2 teaspoon vanilla extract

 2 cups whole milk
 1 cup heavy cream
 4 large egg yolks
 1/4 cup sugar
For the caramel sauce
1. Heat 1 cup of sugar in a large heavy skillet
over medium heat. Stir to sugar evenly.
2. Add 1 1/4 cups cream, continue to cook,
stirring until all the caramel has dissolved.
3. Pour caramel into a separate bowl, stir in 1/2
teaspoon of sea salt and 1/2 teaspoon of
vanilla. Set aside to cool to room temperature.

pale yellow. Set aside. Combine the milk and cream in a
heavy-bottomed sauce pan and cook over medium heat,
stirring occasionally, until an instant read thermometer
reads 170 degrees Fahrenheit. Remove milk and cream
mixture from heat. Temper the egg yolks by pouring a
small amount of the hot milk mixture into the yolks while
whisking rapidly. Pour the tempered egg yolks into the
milk and cream, and return to the heat. Continue to cook
until the custard thickens and the instant read thermometer
reaches 185 degrees Fahrenheit. Remove the custard from
the heat and pour through a fine mesh strainer into a clean
bowl. Let cool 5 minutes. Then mix in the caramel sauce
you made earlier. Chill in an ice bath or in the refrigerator
until completely cool. Freeze in an ice cream maker
according to the manufacturer’s instructions. Once it’s out
of the ice cream maker, store in an air-tight container and
freeze for an additional 2 hours.
Prepration Method
As it melts the liquid will start to turn golden. Right after
you add the cream, this is what happens. Whisky quickly!
Once the caramel has dissolved into the cream. Add the
sea salt and vanilla and mix thoroughly. Then let it cool to
room temperature
The custard is finally ready to chill, and then be put through
the ice cream maker.
1. It is better to apply castor oil for a
healthy growth of hair.
2. Wash hair with tea once in a week.
3. Apply besan in the hair and wash it
with water drained from the cooked
rice.
4. Soak a handful of gooseberries in a
cup of milk for two hours. Make a
paste and apply on the hair.
5. Apply the mixture of an egg white,
2 spoons of castor oil, 1 spoon
glycerin, in the scalp and hair. Wash
it after some time.
6. Massage hair with warm coconut oil
an hour before washing. Cover your
head with a hot towel and wash your
hair after an hour.
7. Boil a few hibiscus flowers in
coconut oil. Filter and use this hair
oil to control hair loss and thinning.
8. Do a 'steam-towel-wrap' once in a
while, as this steaming opens out
the pores and absorbs the oil.
9. Soak 1 teaspoon fenugreek
in curd and keep it for a
night. Apply it in the next
morning.
10. Boil coconut oil with
the juices of curry leaves.
Apply on hair, keep it
for some time and
rinse.

Larney Jou Poes is an impressive debut
from director-to-watch Dane Dodds. “When
Isaac sent me a few tracks to choose from,
Larney Jou Poes made me feel the most
uncomfortable,” says Dane. “As the son of
a farmer, I know those feelings are there, so I
just wanted to make people talk about them,
because they’re often swept under the carpet.”
Born in 1994, Dane’s been making videos
since he was five. He’s spent his first year out
of high school on a film residency with award-
winning Cape Town production company Fly
on the Wall, while also assisting leading street
artists Faith47 and DALeast.
Dane’s been shadowing Fly on the
Wall over school holidays since he was 15,
when he discovered director Bryan little and
photographer Filipa Domingues (Suicide
Monkey) in South African pop culture magazine
One Small Seed. “They’ve been heroes to me,”
he says. “The work they do feels South African;
it’s not someone trying to be European. That’s
the kind of work I want to do.”

Kampala Marathon set to welcome
tourists and locals
T
he 11th edition of Uganda’s
single most popular
sporting event, the MTN
Kampala Marathon, will this year
be run on Sunday, November 23.
Tens of thousands of participants
are once again expected to paint
the city in yellow with their event
t-shirts promoting the corporate
colors of main sponsor MTN,
providing an exciting event for
locals and tourists.
Like in past years, the money
raised will largely go towards
providing Ugandans with clean
and safe drinking water, hence the
slogan “Run for Water.”
Runners include professionals
and semiprofessionals, amateurs,
and thousands of others who
train for an entire year to run for
their company, their club, or their
preferred charity, aiming to raise
additional funding over and above
the effort of the organizers.
Sections of Kampala’s main
highways and key roads along the
route will be closed for regular
traffic from about 0600 hours in
the morning until the last runners
have crossed the finish line at the
Kololo Ceremonial Grounds.
The registration fee of
UShs20,000 , equivalent to
about US$8, will in turn give the
participants the trademark yellow
jerseys which are part of a kit given

Bralirwa has backtracked on its earlier
decision not to sponsor the 2014/15
national football league after holding
talks with Sports Minister Joseph
Habineza, Times Sport can exclusively
reveal.
The Brewery Company released
a statement saying that talks with the
Rwanda Football Federation (Ferwafa)
had not made any progress and
that they had decided not to renew
sponsorship of the league.
“On September 17th, 2014
Bralirwa sent Ferwafa a letter of intent
in which we provided our proposed
renewal terms for sponsorship
of 2014/15 season. After much
discussion we have not been able to
reach an agreement with Ferwafa on
the terms of renewal.”
However Sports Minister Joseph
Habineza met with officials of Bralirwa
and Ferwafa and told this paper that
a deal is expected to be signed next
week.
“I have met with Bralirwa officials

Everton hasn’t seen the best of Atsu yet – Martinez
and we had productive talks,” Minister
Habineza said in a phone interview
adding that a deal will be signed very
soon. It is not clear what exactly
the two bodies failed to agree on.

deal with Skol last season where they
received 50.000 Euros and will get a
20% increase this season and the next.

Times an interview. What is 2nd
Image International and what do you
do?
Thanks for coming. 2nd Image
International is a beauty and fashion
clinic. We are into beauty therapy i.e. skin
care. We take care of the skin that is; we
are into the total grooming of our clients.
We are also into the production of skin
care product which we do through the
Cocoa Research Institute in Ghana and
we are also in partnership with South
Africa and Benin in the production of our
body creams. Apart from that, 2nd Image
is into fashion designing and sowing. We
are also into the training of people who
are interested in getting some skills for
themselves.
Who is Nikki Boa-Amponsem and how
did you become the CEO of 2nd Image
International?
Nikki is a Ghanaian, born and bred
in Ghana. I started my education here
in Ghana and continued to the United
Kingdom where I studied biochemistry
and majored in Health and Beauty
Therapy. With my training I decided to
start my own business and that is how
2nd Image International was born. I
started in London where I worked for
two years and moved to Ghana and for
more than ten years now, we have been
working hard to impact our generation.
As a CEO, what has been your
motivation and how did you manage
to get this far in the fashion industry
here in Ghana?
My motivation is to see to it that the
people of my country are well groomed
in their appearance, well clothed and
have a healthy skin care. My other
motivation is to give skills training to the
young people in the fashion industry. I’m
into this with my two sons, Thomas who
is handling the ICT department and Clint
who is in charge of administration.
How do you see the beauty and
fashion industry in Ghana?
In Ghana, the fashion industry is
limited to just the cutting and sowing
of cloths but the fashion industry is
more than that and 2nd Image has come
to change that perception. We have
ventured further into designing and
we are not just doing it but we are also
training people in designing as well. Also
I have seen that Ghanaian women are
only into make-ups and not body therapy
so we have taken our work into the next
level of body therapy to give Ghanaian
women a proper body care.
How are people patronizing your
training and what are the caliber of
people attending the school?
The response is overwhelming. We
have students coming from the lower
level of education thus the Junior High
School certificate holders through
to the Higher Diploma holders and
University graduate. Our primary aim
is to give them skills which can help
them get themselves established after
graduation. That will in fact reduce the
graduate unemployment rate in Ghana.
Skill training is lacking in Ghana and
our universities produce graduates who
cannot get jobs and cannot also create
one for themselves. We are not interested
in that sort of education. So far, we have
about 10% of JHS holders, 80% Senior
High and Higher National Diploma (HND)
holders and about 10% of university
graduate enrolling in our school every
year.
What are your achievements and
challenges in your vocation?
Our greatest achievement is the
number of people we are able to enroll
every year into our vocational school
and the number of our students who
graduate with the needed skills. The
challenges are numerous but we are
determined to surmount them all.
There’s some amount of competition
out there but we are embolden by them
because we are focused and we working
had to reach our goal.
How are you able to work with your
own sons?
Well, it’s easy. We have cultivated
respect for one another throughout their
young and adult life and so working
together is not difficult at all.
How do you see the beauty and

The Ghanaian fashion industry has seen some improvement since Nikki Boa-Amponsem,
the CEO of 2nd Image International came to the fashion scene. Indo Africa Times Ghana
correspondent Francis L. Sackitey visited the CEO at her Adabraka school and clinic in
Accra Ghana and has come out with this interview.
