“The government’s inability to
defeat Boko Haram, the economic

“It is uncertain whether any

program, if successful, will not
only be applicable in India, but
could also be replicated in other
emerging markets. Under the
‘Digital India’ program, all social

that technologies developed in
India are much cheaper and cost

others.
These technologies have

situation is of a scale, which is
clearly beyond the capacity of
the Somali Government to handle

O
fficially known as the
Republic of Uganda,
Uganda is a landlocked
country in East Africa. The country
is bordered by Kenya, South
Sudan, Democratic Republic of
Congo, Rwanda and Tanzania. The
official language of the country is
English, although Luganda, a local
language is also spoken widely
across the country.
Uganda is located in the East
African plateau, and slopes very
steadily downwards towards
the Sudanese plateau. It lies
completely within the Nile basin
and Lake Kyoga dominates the
center of the country.
Uganda’s main economic
income comes from exports of
coffee, tea, fish and other products.
Experiencing a robust growth,
the country has also introduced
economic reforms. The projected
real GDP growth for 2013 was
5.2%, while that of 2014 was 6.6%.
Uganda has also done well on
varioussocialindicatorsinthepast
few years, for instance poverty fell
from 24% in 2009/10 to 22.2%
in 2012/13. Uganda although still
needs to pay attention to its health
and education sector.
Uganda has succeeded in
tapping international markets
in various value chains like fish,
floriculture and horticulture
markets; growth prospects in
these sectors are high, although
thegovernmentwouldberequired
to address a few constraints as
well.
Uganda is well endowed with
natural resources, fertile soils
with sufficient rain and adequate
mineral deposits. These resources
sustain the country’s rain-fed
agriculture (including forestry
and fishing), which is an important
sector of the Ugandan economy. It
employs 82% of the labor force,
mainly the rural population,
but contributes only 22.2% of
the GDP growth. The country’s
natural resources continue to be
degraded and this jeopardizes
both individual livelihoods and the
country’s economic development.
Uganda’s total forest stock
declined from 3.6 million hectares
in 2005 to 3.3 million hectares in
2010. In addition, the proportion
of land covered by forest declined
from 21.3% in 1990 to 18.3% in
2005, driven by the conversion of
forestland to agriculture.
Agriculture
Uganda’s success in
agriculture can be attributed to
the favorable climatic conditions
and the soil profile. The country
receives ample rainfall and the
climatic conditions are moderate
thus supporting agriculture.
Uganda’s main food crops
include, cassava, sweet potatoes,
millets, plantains, corn, beans and
groundnuts among others. Coffee
and tea rank among the most
exported cash crops in Uganda.
Agriculture is the core of the
economy and the primary source
of employment; creating better
jobs on the farm and promoting
agribusiness are critical to
improving productivity.
Fishing for Economic
Development
Fishing is an important
economic sector in Uganda
contributing to the GDP, providing
employment and also helping in
reducing poverty. Nearly a million
people in Uganda benefit from the
fishing and other related activities.
Fishing products constitutes
one of the major exports of
Uganda. Fishes are obtained from
two sources, aquaculture and
from fishing in rivers and lakes.
15.3 percent of Uganda’s area is
comprised of open water, which
makes fishing a commercially
viable economic activity. Five
major lakes, namely, Victoria,
Albert, Kyoga, Edward and George
are the main source of fishing
products in Uganda.
Policy Reforms
There are many policies
launched by the government to
bring in investments in the private
sector. The competitiveness and
Investment Climate Strategy
(CICS) 2011-15 was launched to
focus on competitiveness as the
driver of growth and prosperity in
Uganda. The government has also
worked towards strengthening
legal and legislative framework by
passing the Counterfeit Goods Bill
in 2013.
Anumberofpromisingreforms
pertaining to property rights,
management of public funds,
enhancing public accountability
and monitoring the quality of
service delivery at decentralized
level. Land regulations are also
underway, thus making Uganda an
attractive investment destination.
Invest in Uganda
Uganda’s economy is quickly
rising due to its stable political
scenario and reformative
economicpolicies.Implementation
of structural economic programs
has helped the Uganda economy
grow. Agriculture continues to
dominate the business with coffee
bringing at least 80% of its export
earnings. Manufacturing sector is
also gaining success. Real estate
is a very promising sector in
Uganda, and thus investments in
real estate is sure to reap benefits.
Apart from real estates, other
sectors which have a promising
investment future is textile and
cotton industry, food and beverage
industry and agro-processing
industry. Given Uganda’s climate
and political stability there is huge
growth in banking, insurance
services, mortgage and financing.
Uganda is one of the countries
in Africa, which by now has a fairly
satisfactory policy environment,
and it has been growing rapidly
over the last decade.

projects, which will access loans
for up to 15 years (euros or
dollars), and seven years for local
currency.
The new lending programme
was announced by Admassu
Tadesse, the PTA Bank president,
and Pat Walsh, EIB director
responsible for lending outside
Europe, at PTA Bank regional
office Nairobi, Kenya. PTA Bank is
a development bank for Comesa.
The funding will be a big boost
for Rwanda’s SMEs which still
face many challenges in accessing
long-term credit from local
Rwanda private sector to
benefit from Rwf128b EIB,
PTA Bank credit facility
commercial banks.
“Unlike recent private
sector lending by the European
Investment Bank in the region,
the new facility will not only
target small-and-medium
enterprises (SMEs), but will also
focus on supporting specific
investment needs of larger firms,”
the statement indicated.
“We are delighted to join
forces with the EIB to give a
much-needed boost to increased
investment in Comesa economies,
which is key to job-creation and
economic transformation of the
bloc,” Tadesse said.
Pim van Ballekom, the EIB
vice-president, said the funding
will help firms in the Comesa
region to explore new business
opportunities and create more
jobs. According to the statement,
the facility will be supported by
a €2 million technical assistance
programme to strengthen
environmental, social and
money-laundering assessment
skills of PTA staff, and to improve
assessment of the economic
impact of projects financed
through the scheme.
Kenya, Uganda, Tanzania,
Democratic Republic of Congo,
Rwanda, Burundi, Egypt,
Ethiopia, Zambia, Eritrea,
Djibouti, Seychelles, Mauritius,
Malawi and Mozambique make
up the Comesa bloc.

“
In an increasingly interconnected world, progress in
the areas of development, security and human rights
must go hand in hand. There will be no development
without security and no security without development.
And both development and security also depend on
respect for human rights and the rule of law.” These
are the stimulating and inspiring words of Kofi Annan,
Former UN Secretary General.
No doubt, well-developed energy, transportation,
and communication infrastructure networks are
a precondition for connecting less-developed
communities to markets in a sustainable way. Active
modes of transport - counting quality roads, railroads,
air transport, and ports - permit entrepreneurs to get
their goods and services to markets in a protected
and appropriate style, simplify the movement of
workers to the workplace, and inspire foreign direct
investment.
African leaders have called for a better role for
Agriculture in Africa’s revolution, echoing the planned
guidelines set by the African Development Bank in its
2013-2022 Ten Year Strategy.
Economies also depend on electricity deliveries
that are free from disruptions and deficiencies so that
businesses and factories can work unhindered. In
addition, a solid and all-embracing telecommunication
network permits for a rapid and free flow of
information, which upsurges complete economic
competence by safeguarding that businesses can
connect and make timely decisions, taking into account
all accessible pertinent evidence.
A tough role which African Development Bank is
introducing is worth to admire. A financial institution
encompassing 53 African and 24 non-African countries
is endorsing economic and social progress in Africa
through loans, equity investments and technical
assistance. Operationally, the ADB Group includes the
African Development Bank, the African Development
Fund and the Nigeria Trust Fund. Established in 1964
and headquartered in Tunisia, the Bank has delivered
an increasing $55 billion in loans and grants in the
region.
The ADB has been acclaimed for its role in the fight
against HIV/AIDS in the African continent. Women
across Africa are becoming more empowered, with
more girls attending both primary and secondary
school and more women in places of political power.
Approximately half the countries in Africa have
accomplished gender parity in primary school, and
while parity at the secondary and tertiary levels has
improved, limited data makes measuring progress
difficult.
At nearly 20 per cent in 2012, the proportion of
seats held by women in national parliaments in Africa
has exceeded only in Latin America and the Caribbean.
While Africa is making great treads towards Goal
3, early marriage, household power dynamics and
low economic opportunities for women, are slowing
progress. These challenges must be handled for Africa
to reach all the objectives and indicators by 2015
The AfDB’s mission is to fight poverty and mend
living conditions on the continent through endorsing
the investment of public and private capital in projects
and programs that are expected to bestow to the
economic and social development of the region. It is
actually a financial provider to African governments
and private companies capitalizing in the regional
member countries (RMC). While it was formerly
headquartered in Abidjan, Côte d'Ivoire, the Bank's
AFDB is committed to
supporting initiatives aimed
at promoting integrated
agricultural value chains,
improving market linkages
and agri-business, supporting
youth entrepreneurship in
agriculture, encouraging
a paradigm shift towards
engaging in agriculture as a
business.

The Board of Directors of the African
Development Bank Group (AfDB)
approved on February 18 in Abidjan
an African Development Fund (ADF)
Loan of US $144.9 million, to the Kenya–
Tanzania Power Interconnection Project.
The project will allow the two
countries to exchange power. In addition,
the Kenya–Tanzania Interconnection
Project plays an important role in
promoting regional integration through
power trade. The project is expected
to improve the supply, reliability and
affordability of electricity in the Eastern
Africa region through cross-border
exchanges of cheap and cleaner surplus
power from neighbouring countries.
The project involves the construction
of approximately 508 kilometres of
transmission line between Kenya and
Tanzania (about 93 km in Kenya and
415 km in Tanzania) and associated
substations in Arusha and Singida
(Tanzania).
The line will have a transfer capacity
of up to 2,000 MW in either direction.
The Ethiopia–Kenya interconnection
line will allow for the interconnection
of the Eastern Africa Power Pool to the
Southern African Power Pool and further
in the future to Northern Africa through
the East Africa Electricity highway. At
its initial stage, the project will allow
Ethiopia and Kenya to exchange power,
followed by the import and export
of energy from the interconnected
countries.
Following the Board’s approval,
the Director of the AfDB’s Energy,
Environment and Climate Change
Department, Alex Rugamba, explained
that the project aligns with the pillars
of the regional integration strategy
papers (RISPs) for Eastern Africa, which
focus on regional infrastructure and
capacity building. It also fulfills the
objectives of the New Partnership for
Africa's Development (NEPAD) in terms
of regional integration and promotion
of infrastructure development through
regional co-operation in key productive
sectors such as energy. He also added
that the interconnection line will create
competitiveness in the energy sector and
will encourage private sector investing
in the generation of electricity by
facilitating power transfer through the
interconnector.

The predominant aim of the African Development
Bank (AfDB) Group is to spur sustainable economic
development and social progress in its regional
member countries (RMCs), thus bestowing to poverty
reduction.
It would be strong and translucent to spotlight
its main aim, which is to support African countries
- independently and cooperatively - in their
determinations to attain economic development and
social progress. To this end, the institution’s main
challenge is to diminish poverty on the continent.
Battling with poverty is at the heart of the
continent’s struggles to accomplish sustainable
economic growth. The Bank consequently pursues to
arouse and assemble internal and external resources
to encourage investments as well as provide RMCs
with technical and practical assistance. In corporation
with numerous international and development
organizations, counting the United Nations, the World
Bank, and the International Monetary Fund, the AfDB
has, since 2000, commenced to support RMCs in their
efforts to attain the Millennium Development Goals
(MDGs).
The African Development Bank Group finances
projects, programs and studies in the areas of
agriculture, health, education, public utilities, transport
and telecommunications, the industry and the private
sector. The Bank Group has, since 1968, also sought
to finance non-project operations, counting structural
adjustment loans, policy-based reforms and various
forms of technical assistance and policy advice.
The AfDB Group has also broadened the possibility
of its accomplishments to cover new ingenuities such
as the New Partnership for Africa’s Development
(NEPAD), water and sanitation as well as HIV/
AIDS. The Bank Group is also involved in imperative
creativities on debt reduction, to the tune of US$ 5.6
billion under the Highly Indebted Poor Countries
(HIPC) Initiative, which aims at reducing the debt
stock of 33 eligible countries to sustainable levels.
In 2006, the AfDB Group also made a commitment
to cancel nearly US$9 billion owed by the countries
concerned in order to help them attain the MDGs.
Like the World Bank, the AfDB is one of the five
multilateral development banks in the world. The
others are the European Bank for Reconstruction
and Development (EBRD), the Asian Development
Bank (AsDB) and the Inter-American Development
Bank (IAfDB). The AfDB and the World Bank have
a very close association, particularly with regard to
partnership and financing. However, the AfDB remains
totally independent of the World Bank.
At present when the continent of Africa, and the
world at large, stands with the region of West Africa in
doing all in its shared power to combat the Ebola Virus
Disease, the African Development Bank is focusing
considerable time, energy and resources to support
this great effort.
In specific, the Bank is consolidating the health
systems of the countries concerned, to safeguard
better capacity to deal with the virus. The same
capacity will assist the countries and the region in the
event of future crises and other medical conditions,
like malaria. They have actually exhilarated every
country, institution, and individual to contribute,
as best as they can, to come out with their best,
henceforth benefiting the whole Africa.

Other activities which await this year is the book signing by Haji Gora on February 14, titled “Twelve
Poems by Haji Gora” at the Hurumzi Hotel at 1100 hours and the “Songs for Peace Awards” on closing night,
February 15 at 2000 hours which is a cooperation of more than a dozen Tanzanian musicians to use music
for the promotion of peace.
On Zanzibar at least, Sauti Za Busara will outrank the hype over Valentine’s Day as all eyes, and ears of
course, will be trained on the stages where performances are given to the audiences at various venues during
the day and at night.

12. India and South Africa are both
booming economies, what are the
major areas where both countries
should focus on for rapid economic
growth?
It is important that the economic
growth within South Africa should
concentrate on alleviating the plight
of the poor and should contribute
to eradicate the triple challenges of
unemployment, poverty and inequality.
In order to achieve our goals, a
roadmap in the form of our National
Development Plan Vision 2030 was
formulated. South Africa thus actively
promote the importance of trade,
industrialization, mineral beneficiation,
agricultural development, infrastructure
development and innovation as well as
economic diversification as key drivers
for sustained inclusive economic growth.
Together as African countries, we are
making progress in all these areas. Trans-
continental corridors running North
to South and East to West are moving
from the drawing board to reality. Plans
to tap the full 40 thousand megawatts
hydropower potential of the Grand Inga
dam in the Democratic Republic of Congo
is also becoming a reality.
The free trade area uniting southern,
central and east Africa into a market of
600 million consumers, with a combined
GDP of one trillion US dollars, is now in
prospect.
Recently, there had been reports
about the booming mining sector in
South Africa. How would you say the
use of innovative technologies have
benefited the sector?
More imaginative and innovative
technology is key to the long-term
profitability and sustainability of the
mining industry and SA now look to more
innovative technologies to provide the
mechanisms that will reveal, unearth
and retrieve the riches in the ground.
When it comes to mining, technological
improvements have a direct impact on
issues such as efficiency, safety and
security., e.g. Technology has led the way
to improved surveillance, smart security
systems and access control has delivered
a more secure environment, led to better
productivity, safety of workers, better
work environment etc..
I would like to invite those interested
in the latest mining technology to
participate or visit the Electra Mining
Africa that will be held in from 12-16
September 2016. Electra Mining Africa
is ranked as one of the world’s largest
mining shows and the biggest mining,
industrial, machine tools and electrical
trade show in southern Africa. In 2014,
as many as 890 local and international
exhibitors from the mining, industrial,
electrical and machine tools industries
showcased their latest innovations,
products, services and technologies.
Tourism is a prominent sector in
South Africa. What special initiatives
have been taken by your government
to boost the tourism sector and how
do you plan to endorse South African
tourism in India?
The tourism industry in South
Africa is widely regarded as an enabler
of development and reconstruction.
President Jacob Zuma on (11/02/15)
became the first African head of state
to sign the Global Leaders for Tourism
campaign — a joint UN World Tourism
Organisation and World Travel and
Tourism Council initiative to boost
international travel and tourism.
Speaking at the signing ceremony
at Tuynhuys in Cape Town, President
Zuma said South Africa had identified
tourism as one of the six job drivers
in his government's New Growth Path
framework.
South Africa is promoting tourism
to the country through campaigns as
mentioned above as well as actively
marketing the country through websites,
roadshows, film and media, easy access
to visas, etc.
India is a very important market
for South Africa, especially given the
historical relations between the two
countries. Approximately 110 000
Indians visited South Africa in 2014 and
South African Tourism is currently on a
roadshow to market South Africa.
One of the most important marketing
events is the Tourism INDABA that
is scheduled to take place from 9 -11
May 2015 in South Africa. This one of
the largest tourism marketing events
on the African calendar and one of the
top three ‘must visit’ events of its kind
on the global calendar. The three-day
show attracts Africa’s best tourism and
travel trade offerings, which attract the
most influential buyers in the world. No
other travel tradeshow offers such wide
representation of African exhibitors to
buyers from around the world.
Russia recently advocated a combined
effort by the BRICS countries for
implementing eco-friendly initiatives
and priorities. What is South Africa’s
stand on this?
South Africa supports efforts to
implement eco-friendly initiatives and
priorities. Therefore, to ensure the
transition to a climate resilient and
low carbon economy in the long term,
we promote the green economy with
programs in green energy, component
manufacture and infrastructure
development to support this transition.
International experience shows that state
support is crucial for the emergence of a
viable and sustainable Green Economy
Sector.
How do you think the recently
concluded World Economic Forum will
help enhance South Africa’s standing
in the global economic scenario?
Definitely. The opportunity
presented in Davos was used by South
Africa to address misconceptions related
to the current state of the economy
in South Africa, to frankly address
contentious issues such as the temporary
shortage of electricity, to inform the
audience about steps taken by the South
African government to ensure a friendly
investor climate, such as to enhanced
the investment legislative environment
through the Promotion and Protection of
Investment Bill and to ensure the world
that South Africa is still a favourable
investment destination.
There are rare places which are appropriate both from the point of view of investment and tourism. South Africa is one
such stop where you can find both, prospective investors for your business and pleasure for yourself. In an exclusive
interview with Indo Africa Times, H.E. Mr. Pule Malefane, Consulate General of the Republic of South Africa highlighted the
earnest endeavours made by the government to promote the phenomenal tourism of the country and spotlighted the recent
initiatives undertaken after the recently concluded World Economic Forum.
India is a very important market for South Africa
