3. I- INTRODUCTION
- Mauritania has decided to set up in the province of Dakhlet
Nouadhibou a free zone that constitutes a priority area for economic
development.
- Special custom, fiscal, social, land property and currency exchange
regimes are applied in this free zone.
- Will be created within this zone, development zones allocated to the
creation of activities of an industrial, commercial, sea ports and/or
airports services, or support infrastructures (such as housing, tourism,
retail, leisure and offices).
- Companies that conduct eligible activities within the free zone will
benefit from special regimes and will have access to an exclusive
counter.
- Companies that create eligible activities can also be installed in areas of
development created for this purpose within the zone.
4. II- OBJECTIVES
- To attract investment and encourage private sector development in Nouadhibou.
- To develop infrastructures in the Nouadhibou region
- To promote the development of Nouadhibou into a competitive pole and a regional hub of
world-class ;
- To create new jobs and improve the professional skills of Mauritanian Workers;
- To boost the economic and social development of Mauritania as a whole.
5. - The Nouadhibou bay is considered an essential
pillar of the Mauritanian economy.
- It is a prime site for the expansion of the fishing
industry, oil and gas, mining and tourism
downstream.
- The Mauritanian Government, through the
implementation of development policies, in
realizing the potential benefits of the country's
coastline.
- The Nouadhibou Bay, due to its geographical
position and its multi-functionality, has been
chosen to host a center of economic attractiveness
to serve as prime locomotive of the entire coastal
cluster and the rest of the country.

11. A realistic development vision
• It sits on existing bases with strong potential: Mining, Fisheries, Tourism
• Energy solutions for the medium term
• It creates an attractive urban, industrial and commercial environment (infrastructure, ports, city, /
free industrial zones, services, etc.).
• It creates a progressive framework that preserves the future thanks to reservations allowances:
- to cope with industrial developments that exceed planned objectives (mining, fishing ...)
- to develop new resources (oil, gas, biodiversity)
12. IV- CONCEPT
- The concept of the Zone has been subject
to several studies; the most recent ones of
them are those conducted by international
offices such as AECOM and CATRAM.
- The option chosen is the attribution of a
privileged treatment to the entire bay with
specific regimes depending on the intended
areas (ports, tourism, industry ...).
13. V- LEGAL AND INSTITUTIONAL FRAMEWORK
The zone has a legal and institutional framework consistent with the development
objectives of the Zone, among which:
- an attachment to the highest authorities of the State (President)
- executive authorities with broad powers with the separation of incompatible
functions
- A transfer of adequate territorial and functional competences
- a derogative regime and very incentive tax, custom, social, land property, currency
exchange ...
14. VI- PROGRESS
Definition of the concept of the development of the Area
Appointment of an Inter-ministerial follow-up Committee;
Appointment of Head of Mission, Counselor of the
President in charge of the file;
Enactment of the law establishing the free zone of
Nouadhibou.
15. VII- SECHEDULING
Finalization of regulations implementing
the law in the first quarter of 2013;
Establishment of institutions during
the first half of 2013.
