AIM OF THE PROPOSAL.
Generic model for re-development millsland
Revitalizing mills land with economic and employment
generation focuses.
The aim of the thesis is to envisage and encompass a detail
study of establishment of mills as and urban center, and the
events and elements have led to the change of the city to the
metropolis mainly focuses on establishment of mills as
primary factor responsible for growth of the city tracing back
from history to the present day status of mills and entire
transitory phase.
The process embarking study and state of mills in present day
context and various proposal for re vitalizing and re
integration of mills into present day urban fabric responding
and catering to the needs of the city the main concern is to
come up with strategy for and design concept to be
incorporated in design signifying and defying entireprocess
Similarly mills land from Bycullah becoming fast derelict
there is great scope for urban transformation within heart of
thecity.
The dissertation proposal is with respect to densely populated
metropolis, which isoneof high real-estatevalueworld over
OBJECTIVE OF THE PROPOSAL.
Objectives.
To usethemill landsasacatalyst of economic revival.
To identify thescopeof revitalizing themillsland.
Development of economic viableactivities, which area
part of alarger social public space
to study present situation and evaluateit in termsof,
neighborhood development, changing Economic and
cultural aspects
To study theearlier proposal and provisionsfor mill land
and find deficiency in implementing them
To identify restriction and provision of changing land
usesnatureof employment problem of cost rehabilitation.
Revitalizing theentireneighborhood but also helped
raisethereal estatevaluegiving meaning to thereal
estatevaluemill land.
METHODOLOGY.
1. To study the site in relation to the city.
1.1 Over all city economic and business zone linkages.
1.2 Other such sites in the city and its relation to them
2. To study the site in relation to heartland of Mumbai Dadar Parel
(direct impact area)
2.1 Study the employment pattern and linkages in that area.
2.2 Study the commercial and cultural activities of that area
2.3 Social and economic conditions of that area
2.4 Existing infrastructure social and public amenities.
3. Study of trends in economic activity in that area.
3.1 Bills passed in favor of small traders.
3.2 Case studies of present facilities available for entrepreneurial
activity in the city.
4. Existing conditions of the mill land and structures
4.1 Potential of Recycling of certain existing structural elements.
4.2 Site analysis.
Study of potential of developing commercial, business, and enterprise
infrastructure
OVERVIEW ANALYSIS: PROBLEM OF MUMBAI CITY. &
STRATEGY
 Mumbai still cannot provide its entire population with good
employment and job security [with growth downsizing and various
VRS scheme being employed] what in act. What in fact should be
encouraged is that the tertiary and service oriented industry and
processes should processed in gradual manner that various
forwards links are established by it not only in greater service
oriented industry but may be even in finance and service oriented
industry, the people over from there can move on to setting their
own small scale industry and enterprises. Therefore what is really
needed issetting up processing and finishing plant that hasaway in
which their skills can be experimented immediately. Therefore it is
important to set up an entrepreneurship zones for tertiary sector,
which have proved to be profitable, income and further
employment generating along with skillsupgrading possibilities.
However, most importantly any decision in case of mills should be
based on the labor community’s needs and potential based on total
approach for renewal of city. Also any kind of should take into
account the level of economic development & mutual relationship
between employment objectiveand social goals.
The strategy of design proposal for revitalizing the mill land along
it being socially responsive and it is very important to understand
and address site-specific problem and solution catering
appropriately to holistic redevelopment of any kind.
Therewere certain parts in city, which are now in state of
redundancy, like mill lands and Bombay Port Lands. The strategy
is not only to exploit the growth and trade potentials of the city
ANALYSIS AND STRATEGY
The textile mills of the Parel District in Bombay (Mumbai) were
initially generative entities yielding a symbiotic relationship with
adjacent residential and subsequent institutional development. This
critical balance was usurped when the privately held mills ceased
function in order to dispel worker unrest.
This PROJECT concentrates on the innate cyclic potentiality of
this situation as a means to re-develop the Parel District through an
orchestrated intervention within the boundary of the mill entity.
Specifically, two modes of intervention (residential and
institutional) are to occur simultaneously over a period not to
exceed five years with a significant focus placed on maintaining
balancein processand installation of programmatic function.
Residential Component: Housing for low to mid income is to be
seeded along the mill wall (a primary identifiable moniker for the
mill entity). The mill wall, in turn, becomes the organizational
feature along which the mill boundary is re-defined and made
inhabitable. The housing program grows along the wall gaining
specificity of type and form through informed site adjacencies and
physical constraints.
Institutional Component: Through an analysis, collapse, and the
subsequent metaphorical weaving of identifiable adjacent
institutional elements, the existing industrial structures located
within the mill entity will be reinterpreted to accommodate hybrid,
multi-scaled, and highly diverseinstitutional program.

Thedeclineand virtual shut down of most of themillsin Mumbai
brought along with it theend of thelong industrial eraof thecotton
textilemills, not to mention thebitternessit left behind in themindsof
theworkers, who becameun employed, and with thegrowing technology
and lack of skill up gradation programsfound it hard to get reabsorbed in
theindustry. Not only wastheir livelihood threatened but also in certain
caseseven their homeswereto belost
With theshutdown of themillsthesevast open landslying unused were
eyed by many property developersand builderswho wanted to en cash
upon thepresenceof thesevast landsin theprimelocationsof Mumbai
Thereare58 cotton textilemillsin thecity of Mumbai. Of these, 26 were
deemed sick and were, thereforetaken over by thegovernment of India
-25 of which aremanaged by NTC (national textilecorporation) and 1 by
MSTC (Maharashtrastatetextilecorporation). Theremaining 32 mills
continueto bein theprivatesector.

2. In march1999 ArchitectsArvind Adarkar, NeeraAdarkar and P.K Das
presented areport on thestudy of themill landsin Mumbai and
suggested reusestrategies
Their main aim wasto safeguard therightsof theworkersby providing
housing for them on themill land and to createindustrial jobsand
avoid worker displacement.
It covered all themillsin thecity privateand thosebelonging to the
National TextileCorporation and MSTC, it assumed that therewere
600 acres(243 acres) in themillsand thetotal no of workers
permanent and badli are50,000.
They proposed that theland ought to betaken over by thestate
government and development rightswereto beallocated to thefinal
planning principles. The600 acresTo beDivided Into 4 Equal
Portion Of 150 AcresEach For TheFollowing Purpose:
1. Public open spaceto theBombay municipal cooperation.
2. MHADA for public housing.
3. Mill ownersfor viablemillsand commercial development. State
government to raisefundsfor worker housing
However thereport had certain flawsasit failed to consider thesocio
economic factorsof thepeople(textilemill workers) of theindustry,

Further in 1999 agroup of architectsAr.neeraadarkar,
Ar.arvind adarkar and Ar. PK Daspresented an
alternativewith improvementsto thedevelopment
authority for theuseof themill lands.
Thefinal outcomeof thesereportswasthat thevast mill lands
wereto bedivided into 4 partseach so asto servenot only
agood planning and decongestion schemebut also to
benefit theowner and theworkersof themillsequally.

Theland to besurrendered to theBMC was150 acresof which
22.5acres(15%) werereserved for public amenities. The
next 150 acreswasto begiven for housing to the
MHADA..
The150 acresentitled to theowner, however only after
relocation of mill that could beworkable, according to
comprehensiveplanning; theremainder wasopen for
commercial development by theowner in keeping with
theDC rules

[REVISED 2001] AND ATKINS REPORT
Theurban development authority on 20th march 2001,
issued amendmentsfor theclauseno.58 of the
Development Control regulations, regarding the
development of land of textilemillsRegulations
Asper theserecommendationsthesurplusland isto be
divided into 4 parts:
1. Percentageof surplusland to beleft for recreational
ground /garden/playground or any open useas
specified by thecommissioner of Bombay
Municipal Corporation.
2. Percentageof surplusland to beearmarked to be
developed by MHADA for public housing.
3. Percentageof surplusland to beearmarked for mill
workershousing.
4. Percentageof surplusland earmarked for residential
and commercial use
 Thepercentageof surplusland, earmarked in theabove
4 categoriesdependsupon theextent of surplus
land asgiven in thetablebelow:

BROAD CLASSIFICATION OF MILLS
The mills are of 3 categories: Mills they predicted as viable were to retain their land in
Total.
Mills that were also considered viable but had certain amount of surplus land that
could bedisposed of.
Millswhoseentiresurplusland could bedisposed off.
As recommended by the board of Industrial and Financial Reconstruction (BIFR), the
commissioner may allow the existing built up areas of potentially viable sick and or un
used millsto beutilized asper theclause58(1) a.
For thesametextileor related user subject to observanceof all other regulations
For diversified industrial user in accordancewith theindustrial location policy
For commercial purposesaspermitted under regulations.
For a metropolis like Mumbai the presence of such vast lands in strategic locations
provides the metropolis a chance towards its development strategiesthe potentials such
lands possess are numerous their appropriate use can help the metropolis in directing
its growth in terms of economic, social &transport related redevelopment strategies.
All the above recommendations of the 2 committees and various statistics prove that
themill land havehugeredevelopment potentials.
 The mill lands are a great opportunity and this opportunity necessarily should be
utilized for the larger benefit of the metropolis keeping its inhabitants in focus. The

The aim of the thesis is to envisage and encompass a detail study of establishment of mills as and urban center, and the events and elements have led to the change of the city to the metropolis mainly focuses on establishment of mills as primary factor responsible for growth of the city tracing back from history to the present day status of mills and entire transitory phase. The process embarking study and state of mills in present day context and various proposal for re vitalizing and re integration of mills into present day urban fabric responding and catering to the needs of the city the main concern is to come up with strategy for and design concept to be incorporated in design signifying and defying entireprocess Similarly mills land from Bycullah becoming fast derelict there is great scope for urban transformation within heart of thecity. To study the site in relation to heartland of Mumbai Dadar Parel (direct impact area) 2.1 Study the employment pattern and linkages in that area. 2.2 Study the commercial and cultural activities of that area 2.3 Social and economic conditions of that area 2.4 Existing infrastructure social and public amenities. 3. Study of trends in economic activity in that area. 3.1 Bills passed in favor of small traders. 3.2 Case studies of present facilities available for entrepreneurial activity in the city. 4. Existing conditions of the mill land and structures 4.1 Potential of Recycling of certain existing structural elements. 4.2 Site analysis. Study of potential of developing commercial, business, and enterprise infrastructure

OVERVIEW ANALYSIS: PROBLEM OF MUMBAI CITY. & STRATEGY  Mumbai still cannot provide its entire population with good employment and job security [with growth downsizing and various VRS scheme being employed] what in act. What in fact should be encouraged is that the tertiary and service oriented industry and processes should processed in gradual manner that various forwards links are established by it not only in greater service oriented industry but may be even in finance and service oriented industry, the people over from there can move on to setting their own small scale industry and enterprises. Therefore what is really needed issetting up processing and finishing plant that hasaway in which their skills can be experimented immediately. Therefore it is important to set up an entrepreneurship zones for tertiary sector, which have proved to be profitable, income and further employment generating along with skillsupgrading possibilities. However, most importantly any decision in case of mills should be based on the labor community’s needs and potential based on total approach for renewal of city. Also any kind of should take into account the level of economic development & mutual relationship between employment objectiveand social goals. The strategy of design proposal for revitalizing the mill land along it being socially responsive and it is very important to understand and address site-specific problem and solution catering appropriately to holistic redevelopment of any kind. Therewere certain parts in city, which are now in state of redundancy, like mill lands and Bombay Port Lands. The strategy is not only to exploit the growth and trade potentials of the city

ANALYSIS AND STRATEGY The textile mills of the Parel District in Bombay (Mumbai) were initially generative entities yielding a symbiotic relationship with adjacent residential and subsequent institutional development. This critical balance was usurped when the privately held mills ceased function in order to dispel worker unrest. This PROJECT concentrates on the innate cyclic potentiality of this situation as a means to re-develop the Parel District through an orchestrated intervention within the boundary of the mill entity. Specifically, two modes of intervention (residential and institutional) are to occur simultaneously over a period not to exceed five years with a significant focus placed on maintaining balancein processand installation of programmatic function. Residential Component: Housing for low to mid income is to be seeded along the mill wall (a primary identifiable moniker for the mill entity). The mill wall, in turn, becomes the organizational feature along which the mill boundary is re-defined and made inhabitable. The housing program grows along the wall gaining specificity of type and form through informed site adjacencies and physical constraints. Institutional Component: Through an analysis, collapse, and the subsequent metaphorical weaving of identifiable adjacent institutional elements, the existing industrial structures located within the mill entity will be reinterpreted to accommodate hybrid, multi-scaled, and highly diverseinstitutional program.

EARLIER PROPOSALS CHARLES CORREA COMMITTEE REPORT.1996 Thedeclineand virtual shut down of most of themillsin Mumbai brought along with it theend of thelong industrial eraof thecotton textilemills, not to mention thebitternessit left behind in themindsof theworkers, who becameun employed, and with thegrowing technology and lack of skill up gradation programsfound it hard to get reabsorbed in theindustry. Not only wastheir livelihood threatened but also in certain caseseven their homeswereto belost With theshutdown of themillsthesevast open landslying unused were eyed by many property developersand builderswho wanted to en cash upon thepresenceof thesevast landsin theprimelocationsof Mumbai Thereare58 cotton textilemillsin thecity of Mumbai. Of these, 26 were deemed sick and were, thereforetaken over by thegovernment of India -25 of which aremanaged by NTC (national textilecorporation) and 1 by MSTC (Maharashtrastatetextilecorporation). Theremaining 32 mills continueto bein theprivatesector. In march1999 ArchitectsArvind Adarkar, NeeraAdarkar and P.K Das presented areport on thestudy of themill landsin Mumbai and suggested reusestrategies Their main aim wasto safeguard therightsof theworkersby providing housing for them on themill land and to createindustrial jobsand avoid worker displacement. It covered all themillsin thecity privateand thosebelonging to the National TextileCorporation and MSTC, it assumed that therewere 600 acres(243 acres) in themillsand thetotal no of workers permanent and badli are50,000. They proposed that theland ought to betaken over by thestate government and development rightswereto beallocated to thefinal planning principles. Thefinal outcomeof thesereportswasthat thevast mill lands wereto bedivided into 4 partseach so asto servenot only agood planning and decongestion schemebut also to benefit theowner and theworkersof themillsequally. SourceCharlesCorreaheaded study group on integrated development of millslandsgovernment of Maharashtra 1996 Theland to besurrendered to theBMC was150 acresof which 22.5acres(15%) werereserved for public amenities. The next 150 acreswasto begiven for housing to the MHADA.. The150 acresentitled to theowner, however only after relocation of mill that could beworkable, according to comprehensiveplanning; theremainder wasopen for commercial development by theowner in keeping with theDC rules Thelast 150 acreswasfor thefirst timefor themill workers. Percentageof surplusland to beearmarked to be developed by MHADA for public housing. 3. Percentageof surplusland to beearmarked for mill workershousing. 4.
