Proven Track Record: Foreign Direct Investment
        Foreign direct investment in Costa Rica has grown considerably during the past 20 years . During the early 80’s the
        free trade zone regime was established; this served to attract a new wave of multinational companies, which currently
        use the country as an export platform of goods and services to the world.

        Foreign investments in the manufacturing industry have set the standard since the early nineties, followed by other
        sectors among which food products, financial services and tourism stand out. The change in the structure of foreign
        investments replicates the progress in the economic development of the country where the secondary and third
        sectors acquire greater importance as an economy grows. This is also reflected in the structure of exports, where after
        being comprised of primary and textile products, they now include an important portion of products with a high
        technological component. In fact, currently traditional export products such as bananas and coffee have continued
        their growth in volume and value; however, their relative weight has shifted from 60% of exports to 15%. On the other
        hand, high-tech exports represent roughly one third of the total exports and today, the first and third most exported
        products of the country belong to these types of industries.
Business Climate: Stability
        The economic, political and social stability of Costa Rica is one characteristic that has distinguished it through
        its entire contemporary history and one of the most important strengths that have enabled it to reach great
        success in alluring foreign investors.

2.2.1   The Costa Rican government is ruled by a series of constitutional controls and balances. The executive
        responsibilities rest on the President, who is at the center of power, and is supported by two Vice-presidents and
        his cabinet. The President and Vice-presidents, and 57 Congressmen of the Legislative Assembly, are elected
        every 4 years. In addition, the country has a strong legal system that manages the ‘judicial power’, which
        ensures law compliance and covers nationals, as well as foreigners, within the country’s territory.
        The last World Bank survey for Global Governance Indicators ranks Costa Rica in the first place within Latin
        America for political stability .

        Costa Rica has a long tradition and stable democracy, which is recognized worldwide and has over 115 years of
        history.
        The country has no limitations on capital funds transfers associated with an investment, regardless of the
        currency. No restrictions are imposed on re-investments or on repatriation of earnings, royalties or capital. In
        addition, there is no requirement to register investments with any of the government authorities.
        Costa Rica has achieved international standards for IPR protections and a stronger upgrade is expected with
        CAFTA implementation.
Business Climate: Economic Growth
        There is no doubt that one of the pillars of the Costa Rican economic development has been trade
        liberalization, which has allowed exports to surpass its 30% ratio of GDP in 1980 to a current 50% rate
        (includes exports of goods and services). Furthermore, this trade liberalization has been coupled with a

2.2.2   series of structural changes, and has pushed towards a productive transformation that has lead to factor
        productivity growth, diversification of the economy, and a higher level of investment. The real GDP has
        been increasing in a compound annual growth rate of 5.3% since 1991 .




        These decades of peace and democracy, stability and economic growth have been translated into important
        social achievements. In this sense, a relevant fact was that in the last 20 years poverty was reduced from
        40% to less than 20%. Costa Rica has passed on to occupy one of the highest levels in educational and
        health attainment in Latin America, which is also one of the best in the world. Furthermore, it has been able
        to provide road access to services like health, social security, water and basic services for the entire
        population
Business Climate: Incentives
        Investment incentives are available for activities directly related to the export of services and/or
        products from Costa Rica.

2.2.3   The Free Trade Zone Regime grants beneficiary companies the widest range of benefits currently
        available in Costa Rica. Among the fiscal benefits granted under the provisions of the Free Zone
        Legislation (Subject to international treaties) are:
        • 100% exemption on import duties on raw materials, components and capital goods;
        • 100% exemption on corporate income taxes
        • 100% exemption on export taxes, local sales and excise taxes, and taxes on profit repatriation;
        • 100% exemption on capital taxes;
        • No restrictions on capital/profit repatriation or foreign currency management;
        • Expedited on-site Customs clearance;
        • Possibility to sell to exporters within Costa Rica;
        • Possibility of selling up to 25% in the local market and 50% if in services sector.
        Costa Rica currently has several industrial parks located in the Greater Metropolitan Area.

      Costa Rica is your platform to the world. The country’s time zone coincides with the US Central
      Standard Time Zone (GMT -6).

2.3   With ports on both the Pacific and Atlantic oceans, it serves as an operations base for world
      markets.

      Our country is permanently committed to improving market access for Costa Rican products by
      means of trade liberalization. In recent years, Costa Rica has signed free trade agreements with
      Mexico, Canada, Chile, Dominican Republic, Central America, and the Caribbean Community, and
      DR-CAFTA should be fully implemented by October 1st, 2008.

      We have also started negotiations with the European Union, where right now we have preferential
      access through the Generalized System of Preferences, and have already started conversations
      with China.
Workforce
      Our people make the difference. Costa Rica has one of the highest
      literacy rates of the American Continent (95%). The abolishment of the
2.4   armed forces in 1949 freed resources that have been invested in
      education and health services for the population. Education is mandatory
      until the 9th grade and places strong emphasis on computers and English
      since early grades.
      Costa Rica has a population of 4.4 million people, 34% are between the
      ages of 15 and 45 years old. The labor force is 2.01 million people with an
      unemployment rate of 4.6%. The universal health care and education
      system have been the pillars for the national stability.


      The National Training Institute (INA) offers free technical training in many
      fields. Several technical schools and universities prepare professionals
      with the highest international standards. These institutions offer various
      levels in electronic, electric, mechanical, and process engineering.

Quality of Life
      Costa Rica is an active member of the international
      community, and its record on the environment, human rights,
2.6   and advocacy of peaceful settlement of disputes gives it a
      weight in world affairs far beyond its size. In 1983 the country
      proclaimed its permanent neutrality, and later in 1987,
      President Arias was honored with the Nobel Peace Prize. The
      country lobbied aggressively for the establishment of the UN
      High Commissioner for Human Rights and became the first
      nation to recognize the jurisdiction of the Inter-American
      Human Rights Court, which is based in the capital city of San
      Jose.

      In addition, Costa Rica is well acknowledged as one of the
      most important tourism destinations by many specialized
      media.

Medical Devices Industry
      The medical devices sector began its
      development in Costa Rica in 1987, when
      Baxter Healthcare decided to install a
3.1   manufacturing operation. Today, the
      medical devices manufacturing industry
      in Costa Rica is composed of 25
      companies, amongst which are world
      leaders such as Hospira, Boston
      Scientific, Cytyc-Hologic, Arthrocare,
      Allergan and Coloplast. Costa Rica’s
      human capital is its number one strength.
      This is the main reason why the medical
      industry has been able to continue
      growing. The sector has expanded to 25
      companies and employs 6,300 people.

      The medical devices industry is the 4th
      biggest exporting sector in the country;
      its exports have grown 3 times faster than
      the rest of free trade zone exports. In
      2007, it exported $766 million and
      attracted $150 million in FDI .

Advanced Manufacturing
      Costa Rica’s success in attracting foreign direct investments into the
      advanced manufacturing sector relies on a combination of factors: a well
3.2   educated, multitask and productive workforce at all levels from operators
      to engineers and management, positive cost/benefit relation, reliable
      infrastructure, friendly-business environment and a committed
      government to make things happen.

      From a couple of pioneer companies established during the late 70’s, the
      industry stands today as the largest contributor to the country’s
      manufacturing output, capital investment and exports. Along with these
      pioneer MNCs there are currently 45 companies employing 13,000 direct
      people and with exports of US$3,036 million in 2007.

      Over the past 20 years the country has implemented a number of policies
      and programs to diversify its exports. While in 1985 60% of the exports
      were perishable products, in 2007 they comprised only 15% of all exports
      while electric and electronic components comprised 33% of total exports

      Choosing the right location for a service operation requires considering many
      critical factors, such as: availability of a highly ethical and skilled labor force,

      In a recent A.T. Kearney survey, Costa Rica was classified among the 50 best
      countries in the world to establish offshore operations, based on an index that
      considers people skills and availability, as well as the business environment and its
      financial structure. Costa Rica is cited as a country that “has a relatively small but
      skilled workforce. Its social democracy has instilled policies such as universal
      public schooling, health care, and a national pension system. The adult literacy rate
      of 94.9 percent and human development index score of 83.2 demonstrate the
      country’s progress in people development and quality of life.” (A.T. Kearney;

      During the last 10 years the service sector has grown from 1 company that started
      operations in 1995 to 15 new companies starting operations during 2006 and 2007 ,
      for a total of 61 companies and 20,000 employees in 2007.

      3-meter overhang surrounding the perimeter and starting from the
      second story, which protects pedestrians on the ground floor from
      the sun and rain.

      Floor distribution is open; with 968.34 square meters of office space,
      and a vertical shaft for stairs, elevators and other services located at
      one end. Should several different owners/occupants occupy a floor,
      there will be a 2.40-meter wide common area passage leading to the
      outside emergency stairs.

      Most buildings will be able to communicate with each other, making
      them more efficient and adequate for future expansion by the
      different companies. However, buildings may also be designed
      according to client specifications.

      Two elevators, each with a 14-person capacity, are located in each
      building, as well as a large lobby area, main stairs with a fire door
      and a panic bar, electrical and telephone rooms, cleaning room with

During the early 80’s the free trade zone regime was established; this served to attract a new wave of multinational companies, which currently use the country as an export platform of goods and services to the world. 2.1.2 Foreign investments in the manufacturing industry have set the standard since the early nineties, followed by other sectors among which food products, financial services and tourism stand out. The change in the structure of foreign investments replicates the progress in the economic development of the country where the secondary and third sectors acquire greater importance as an economy grows. This is also reflected in the structure of exports, where after being comprised of primary and textile products, they now include an important portion of products with a high technological component. In fact, currently traditional export products such as bananas and coffee have continued their growth in volume and value; however, their relative weight has shifted from 60% of exports to 15%. On the other hand, high-tech exports represent roughly one third of the total exports and today, the first and third most exported products of the country belong to these types of industries.

Business Climate: Stability The economic, political and social stability of Costa Rica is one characteristic that has distinguished it through its entire contemporary history and one of the most important strengths that have enabled it to reach great success in alluring foreign investors. 2.2.1 The Costa Rican government is ruled by a series of constitutional controls and balances. The executive responsibilities rest on the President, who is at the center of power, and is supported by two Vice-presidents and his cabinet. The President and Vice-presidents, and 57 Congressmen of the Legislative Assembly, are elected every 4 years. In addition, the country has a strong legal system that manages the ‘judicial power’, which ensures law compliance and covers nationals, as well as foreigners, within the country’s territory. The last World Bank survey for Global Governance Indicators ranks Costa Rica in the first place within Latin America for political stability . Costa Rica has a long tradition and stable democracy, which is recognized worldwide and has over 115 years of history. The country has no limitations on capital funds transfers associated with an investment, regardless of the currency. No restrictions are imposed on re-investments or on repatriation of earnings, royalties or capital. In addition, there is no requirement to register investments with any of the government authorities. Costa Rica has achieved international standards for IPR protections and a stronger upgrade is expected with CAFTA implementation.

Business Climate: Economic Growth There is no doubt that one of the pillars of the Costa Rican economic development has been trade liberalization, which has allowed exports to surpass its 30% ratio of GDP in 1980 to a current 50% rate (includes exports of goods and services). Furthermore, this trade liberalization has been coupled with a 2.2.2 series of structural changes, and has pushed towards a productive transformation that has lead to factor productivity growth, diversification of the economy, and a higher level of investment. The real GDP has been increasing in a compound annual growth rate of 5.3% since 1991 . These decades of peace and democracy, stability and economic growth have been translated into important social achievements. In this sense, a relevant fact was that in the last 20 years poverty was reduced from 40% to less than 20%. Costa Rica has passed on to occupy one of the highest levels in educational and health attainment in Latin America, which is also one of the best in the world. Today, the medical devices manufacturing industry in Costa Rica is composed of 25 companies, amongst which are world leaders such as Hospira, Boston Scientific, Cytyc-Hologic, Arthrocare, Allergan and Coloplast. Costa Rica’s human capital is its number one strength. This is the main reason why the medical industry has been able to continue growing. The sector has expanded to 25 companies and employs 6,300 people. The medical devices industry is the 4th biggest exporting sector in the country; its exports have grown 3 times faster than the rest of free trade zone exports. In 2007, it exported $766 million and attracted $150 million in FDI .
