In November 2009, the Biometrics Task Force sent me to Oradea, Romania to support the U.S. DoD position, in coordination with NATO allies, to initiate a Standardization Agreement (STANAG) for biometrics.

3. Background
16-18 Sep 2008: BTF Standards Branch (STB) participated in the NATO
Standardization Conference, Achieving Interoperability through
Standardization - first exposure to NATO standards community
May – Aug 2009: Multiple discussions and references across the DoD
biometrics community about the need to initiate a STANAG for biometrics, but
no real requirement
Sep 2009: BTF STB met with the Chairman of the Joint Capability Group for
Intelligence, Surveillance, and Reconnaissance (JCGISR) to identify the
proponent in NATO for biometric standardization
Oct 2009: European Command (EUCOM) distributed a call for comments to
NATO to identify the most appropriate NATO forum in which to initiate a
STANAG

Synopsis of Meetings
BTF STB participated in 3 technical working groups of
the JCGISR in Oradea, Romania
BTF STB briefed the HUMINT TWG meeting, which
included representatives from the U.S., Italy, France, U.K.,
Norway, and Romania
Recommendation for JCGISR to Serve as NATO Forum
Human Intelligence (HUMINT) and Measurement and
Signature Intelligence (MASINT) Technical Working
Groups are the proposed NATO forums in which the
STANAG will be jointly developed
BTF STB distributed a trip report to the BSWG from
Romania on 08 Dec 2009 with greater details on the
discussions that led to this recommendation
