non-military role to reconstruct mutual trust
among countries.

and ASEAN and create a new rationale for
international relations
5. ● Official Development Assistance
○ transaction between or among countries with the aim of promoting
economic development and welfare of developing countries.
○ ODA is divided into three types: loans, grants, and technical
assistance.
● Japan has been the top donor country to the
Philippines for many years.
● The Philippines is the fourth largest recipient of ODA
with donations amounting to USD20.560B from 1968-
2008.

cultural grant aid.
● Many Filipinos have participated and are
currently participating in these programs.

Relations are the JP-PH Friendship
Month and Hello! Japan.
● Cosplay events, singing contests, anime-
manga workshop, movie screening and
other cultural art of Japan are presented.
● JP-PH Friendship Month is celebrated

(JPEPA)
○ signed in 2006 in Helsinki by PM Koizumi
and President Arroyo.
○ a framework designed for enhancing the
bilateral economic relations of JP and PH
○ The PH's first Free Trade Agreement (FTA)
○ controversial due to:
■ difficult standards for JPEPA nurses
■ overfishing in Philippine waters
■ dumping of toxic wastes
