            *percent of change ­ the ratio of the change in an amount to the original 
            amount expressed as a percent

            *It can be either a percent of increase or a percent of decrease!

                Examples­­>Sales tax is an example of a percent of increase &
             Discount is an example of a percent of decrease

             Determine whether the percent of change is an increase or a decrease...then find 
             the percent of change.  Round to the nearest whole percent.
