Ibig pong sabihin that the referee can blow his whistle whether it is liveball or dead ball. Halimbawa ng live ball ay during jumble, free throw or throw in. dead ball naman if the referee blow his whistle and etc. refer in article 10 status of the ball. Kahit anong situation pwedi tumawag ng foul pagmay illegal contact na Nakita ang referee.
Dito po talagan sinabi na it is happen during throw-in in the last 2 minutes of the last quarter or overtime. Sa panibagong rules na ito marami talaga ang naguguluhan kasi ang iba they are claiming na dapat technical. Pero hindi ito technical po mga ka ballers kasi it is a personal foul ibig sabihin during the last 2 minutes po the referee call a foul if illegal contact happen inside the court po during the throw-in, whether the ball is in the hands of the referee or in the player na magthrow2-in po.
